The following background information on Bill 185, was provided to members of the community at the meeting on October 15, 2024.
Effects of Bill 185 on EMSRA and its “standing” at the OLT

In September, 2023, the Erin Mills South Residents Association (EMSRA) was recognized as a legal person and immediately served notice on the City that it opposed the Application as proposed by Queenscorp. This is the application that was before the Mississauga Planning and Development Committee on May 29, 2023.
As a “person” who was making oral or written submissions to the Committee or Council, both EMSRA and its members who presented on May 29, 2023 had the right to appeal any decision of the City on the Application to the OLT.
On June 6, 2024, the Ford Government passed Bill 185 which permits an appeal to the OLT only by:
1. A specified person who, before the plan was adopted, made oral submissions at a public meeting or written submissions to the council.
2. A public body that, before the plan was adopted, made oral submissions at a public meeting or written submissions to the council.
3. The registered owner of any land to which the plan would apply, if, before the plan was adopted, the owner made oral submissions at a public meeting or written submissions to the council.
Under Bill 185, neither EMSRA nor the resident individuals who made submissions on May 29, 2023 are “specified persons”.
