opened to provide foster care in 1982. Principally a network of foster family-based intensive support homes located in both the rural and urban areas of southwestern Ontario, Bluewater is licensed by the Ministry of Community, Children and Social Services. In foster care, Bluewater serves a co-ed population ranging in age from newborn to eighteen years.
