Queen’s Club
The Constitution
Article I: Name
The name of this club shall be Queen’s Red Cross Club. It shall be a Queen’s student club located on campus. Article II: Objectives
The objectives of the club are:
i) to raise awareness of international development issues and crises
ii) to offer educational activities and campaigns. iii) to provide social functions with the purpose of fundraising for the Canadian Red Cross and adding
to the variety of university life
iv) the activities of the club shall be carried on with no intention of personal financial gain: all profits,
grants, membership fees, and accretions shall be used uniquely for carrying out the club’s
objectives
Article III: Affiliation with the Alma Mater Society (A.M.S.) The constitution of the A.M.S. shall take precedence over this constitution. In particular, the following sections of
the A.M.S. Constitution shall be recognized: 2.01.03, 7.01, and 7.02. Article IV: Membership
Full members of the club shall consist of any student or faculty member of Queen’s University, and those interested
in the Kingston community. All full members are liable to an annual membership fee prescribed by the Executive Committee at its first meeting
each September and approved by the club as a whole. members have the right to vote at the meetings of the General Assembly, seek nomination and be elected
to an Executive office. Article V: Structure of the Executive Committee
1. The Executive Committee consists of seven Executive Officers. Two are elected annually by the members
of the club and the rest hired by the beginning of September.
2. The Executive Officers shall be: President, Vice President, Treasurer, Secretary, Public Education Chair,
Fundraising Chair, Social Events Chair.
3. The Executive Officers shall have such powers and duties as are assigned to them by the constitution and as
may be delegated to them from time to time by resolution of the Executive Committee
4. The Executive Committee shall serve as such without remuneration, and no Officers shall directly or
indirectly receive any profits from their positions as such.
5. The quorum of the Executive Committee shall be four of its Officers, one of whom must be the Chairperson
or Alternate Chairperson: voting shall consist of a simple majority of those present.
6. The Executive Committee may create special sub-committees. At least one Executive Officer shall sit on
any such committee.
7. The term of office of all Officers shall end on the 30th day of April each year. Article VI: Duties of the Executive Officers
1. President – The President shall:
a) officially represent Queen’s Red Cross Club. b) be responsible ex-officio for all public relations of the Queen’s Red Cross Club
c) preside at all executive and general meetings
d) facilitate all activities
e) coordinate all subcommittees
f) be responsible for all correspondence
2. Vice President – The Vice President shall:
a) assist the President in the coordination of all Queen’s Red Cross Club activities
b) assume the role of President in his/her absence
c) preside at all executive and general meetings
d) be responsible for all space bookings and equipment rental
e) be responsible for the allocation, supervision, and maintenance of all equipment
3. Treasurer – The Treasurer shall:
a) be the financial officer
b) maintain all financial records and receive all money due to the fundraisers
c) present a financial statement every month to the Executive Committee
d) make a final report to the President and the Vice President at the end of his/her term of office
e) propose an estimated budget in September for all activities for the year
f) sign all cheques of Queen’s Red Cross Club with permission of the Executive Committee
4. Secretary – The Secretary shall:
a) keep minutes of all Executive and General Meetings
b) keep a record of all members of Queen’s Red Cross Club. c) carry and file all correspondence
d) assist the other Executive Officers in their duties
5. Public Education Chair – The Public Education Chair shall:
a) be responsible for promoting all awareness events
b) be responsible for CPR course offerings
c) be responsible for all publicity and press releases of all events
6. Fundraising Chair – The Fundraising Chair shall:
a) be responsible for planning all the fundraising events
b) be responsible for the promotion of the fundraising events
c) be responsible for communicating with sponsors
7. Social Events Chair – The Social Events Chair shall:
a) be responsible for planning all the social events
b) be responsible for the promotion of the social events
Article VII: Duties of the Executive Committee
1. The Executive Committee shall :
a) hold its first meeting before the end of September and thereafter every one to two weeks as deemed
necessary
b) carry on the business of the Queen’s Red Cross Club within the limitations of this constitution and its
bylaws
c) regularly seek the wishes of Queen’s Red Cross Club members and always strive to honour them
faithfully
Article VIII: Provisions for the Constitution of Queen’s Red Cross Club
1. Elections:
a) a General Meeting shall be held before the last week of March in order to elect (specify one or two) of
the seven Executive Officers for the following year with the remaining (specify three or four) to be
hired by the end of September
b) the vote shall be by secret ballot
c) the outgoing Chairperson shall chair the proceedings and report the result
f) candidates need a majority to be elected
2. Executive Committee Transitions:
a) the newly elected Executive Officers shall request the serving Executive for all files and bank accounts
of Queen’s Red Cross Club before the 30th of April
3. Financial Records:
a) all funds for Queen’s Red Cross Club will be located in an account in September. Article IX: A.M.S. Affiliation
The A.M.S. Assembly, as the highest legislative body representing students at Queen’s, constitutes the ultimate
source of authority for the Queen’s Red Cross Club. Moreover, it can set up ad hoc committees with specific terms
of reference to investigate financial matters and report to its next meeting. Article X: Amendments
This constitution shall be reviewed annually and any amendments shall be immediately presented to the A.M.S. for
approval, through the Commission of Internal Affairs.
