Dear Members and Friends,
Please check the FRAHCAS website for the letter FRAHCAS wrote to the Mayor and Councillors in February, 2026 requesting the removal of the TOA which allows land assemblies and 6 storey apartment buildings in the southern 25% of the Abbott HCA. Also, up on the website are two letters, one from the Ministry of Transportation and one from the Ministry of Housing which both state the Heritage Guidelines override the TOA density requirements.

A group of concerned residents are distributing a flyer to homes in the TOA. The flyer is attached. The flyer asks for people to write to the Mayor and Councillors about this and there is also a QR code on the flyer to sign a petition. Here is a direct link to the petition:

This is very important as we now know that this TOA can be removed from the HCA.

Not only does this proposal below threaten the very core values of the Heritage Conservation Area but, if permitted, it will set a dangerous new precedent. While this development may not be on your block, or within your sightlines, the next one very well may be. Please do send a notice of clear opposition
and concern in response to this proposal to Mayor & Council and City Staff no later than September 14, 2025.

Please address your letter of concern or opposition to ā€œMayor and Councilā€ and ensure that it is sent
to the following people:

Dear Neighbours and Community Members,

The Abbott Street Heritage Conservation Area (HCA) is facing development and densification changes that will impact our way of life, the natural environment and our shared heritage. The HCA is about to get a radically, negative makeover.

Residents and visitors cherish this area for its history, walkability and positive environmental impact due to its tree canopy and open spaces. Recent designation of the Kelowna General Hospital as a "Transit Oriented Area" (TOA) will greenlight redevelopment within a 400m radius, allowing land assemblies and buildings up to six-storey in height!

The HCA is a destination recreation location for the Kelowna community. It is now a beautiful and irreplaceable neighbourhood with families and vitality that occupies less than 1% of the total area of Kelowna. Do we want to lose this and have it replaced with high-density developments? What kind of community does Kelowna want to be?

Here is what's at stake:
šŸ’„Multiple Vehicles Crossing our Busy Bike Corridor
šŸ’„Loss of Heritage Homes
šŸ’„Loss of Tree Canopy
šŸ’„Reduced Access to Beaches
šŸ’„Lack of Character

Welcome! we are a "special interest groupā€ rather than a neighbourhood association with the following values:

The Friends and Residents of the Abbott Street Heritage Conservation Area Society (FRAHCAS) was formed with the following objectives:

-To encourage the preservation of structural and natural heritage within the Abbott Street Heritage Conservation Area and to maintain its existing single and two-family residential character.
-To advocate the preservation, conservation and restoration of heritage and to work toward more public awareness and understanding of heritage in our area and its importance to the City.
-To advocate for the Heritage Register and further research properties beyond what the City has done.
-To list and research natural landscapes or landscape features considered to be of particular historical, horticultural or design interest in our area and to conserve, maintain and expand our active natural and structural archives.
