Ontario and Canada have officially opened applications for the Development Charge Reduction Program, an $8.8 billion federal-provincial initiative that will fund housing-enabling infrastructure in municipalities that reduce development charges by 30 to 50 per cent or more and maintain those reductions for at least three years. Eligible municipalities have until June 19, 2026, to apply!

For rental housing providers, this is a significant step forward. Development charges remain one of the largest upfront cost barriers to new purpose-built rental construction, and high charges can be the difference between a project proceeding or stalling. By tying infrastructure funding directly to sustained DC reductions, this program creates a real incentive for municipalities to lower costs while still delivering the water, roads, and services that growth requires.

FRPO encourages municipalities across Ontario to be ambitious in their applications. The more communities that participate, the more rental housing projects can move from planning to construction, and the closer Ontario gets to the long-term supply residents need.

A key takeaway from Hazelview Investments' Ugo Bizzarri’s interview is that Canada still needs more rental housing, even as purpose-built rental activity begins to pick up. After years of underbuilding and an overreliance on condo supply, the market is still catching up to the reality that more Canadians need stable, long-term rental options.

Not everyone is buying a home. Not everyone should have to.

A diverse housing system gives Ontarians real options, whether they are a young professional starting out, a family putting down roots, a senior looking to downsize, or anyone in between. Purpose-built rental housing is a core part of that diversity, offering stable, professionally managed homes designed for long-term renters rather than short-term investors.

Ontario cannot build a balanced housing market by focusing on one type of housing alone. It takes a full spectrum, ownership, rental, market, and affordable, working together to meet the needs of a growing, diverse province.

That is what FRPO is advocating for. More purpose-built rental supply, better policy conditions, and a housing system that recognizes renting not as a stepping stone, but as a valued choice.

Canadian home prices have fallen roughly 20 per cent since 2022, and more than 30 per cent in some cities, yet the market is only back to where it was just before the pandemic, when housing was already considered a national crisis. For middle-class families in Toronto and Vancouver, where housing costs consume 63 and 88 per cent of household income respectively, a price correction alone is not enough.

This is precisely why housing diversity matters. Ownership cannot be the only path to housing stability in Canada. Purpose-built rental housing gives residents a high-quality, long-term option that does not depend on a down payment, market timing, or a mortgage. As CMHC notes, supply growth is happening but it is not well-matched to what people actually need, with family-sized homes and right-sized rentals still in short supply across major cities.

For rental housing providers, this underscores the importance of building the right homes in the right places. FRPO continues to advocate for the policy conditions that support more purpose-built rental construction, faster approvals, and a housing system that works for Ontarians at every income level and life stage.

Hazelview Properties construction has begun on a 255-unit purpose-built rental development at 72 Perth Ave. in Toronto's Davenport neighbourhood, the first project to break ground under the city's Rental Housing Supply Program since its launch in March 2025. The development, by Castlepoint Numa and Hazelview, includes 51 affordable rental units and received approximately $16.5 million in city incentives, including deferred development charges, a property tax reduction, and waived permit fees for affordable units.

For rental housing providers, this project is a clear example of how targeted municipal incentives can get purpose-built rental projects moving. Toronto's Rental Housing Supply Program now has 44 developments under construction, collectively delivering more than 11,000 homes, including over 6,200 rent-controlled and affordable units.

When the right financial tools are in place, private and public sectors can work together to deliver the rental supply Ontario needs.

What is a purpose-built rental, really?
It is housing built specifically to rent, not resale. These homes are designed, financed, and operated for long-term rental use, giving residents professionally managed housing options in the communities where they want to live.

Purpose-built rentals are an important part of the affordability solution. They add stable housing supply, expand choice for renters, and help create a more balanced housing market over time. While no single housing type can solve affordability on its own, Ontario cannot improve long-term housing affordability without building more purpose-built rental homes.
