Established in 2022, Upper Hammonds Plains Community Land Trust (UHPCLT) commits to preserving historical lands, promoting affordable housing, and upholding African Nova Scotian heritage through collective stewardship and community-led development. The Upper Hammonds Plains Community Land Trust (UHPCLT) in Eastern Canada aims to establish affordable housing for the historically African Nova Scotian community. Through documenting the CLT implementation process and acquiring land parcels, UHPCLT seeks to provide safe, sustainable, and affordable housing while inspiring other communities to take control of land for economic prosperity and community empowerment. The project emphasizes financial and physical accessibility, collaboration with professionals and stakeholders, and fostering community involvement in land management and development.

On this National Day for Truth and Reconciliation, we recognize that reconciliation must be more than reflection, it must be reflected in action, leadership, and community-building.

We applaud Millbrook First Nation for opening the Atlantic First Nations Water Authority, a significant step forward in First Nations-led infrastructure, self-determination, and community development.

Millbrook is paving the way for Indigenous-led solutions and demonstrating what is possible when communities have the opportunity to lead, build, and shape their own futures.

Today, we honour the truth, recognize the ongoing work of reconciliation, and celebrate Indigenous communities whose leadership is helping build a more equitable future.

We’re in Ottawa for the opening of the Canadian Network of Community Land Trusts 2026 Summit, "Meeting the Moment".

And in this moment, we’re incredibly proud to launch our Strategic Plan 2026–2030: Communal Capital for Collective Liberation.

Two centuries ago, our ancestors arrived in Upper Hammonds Plains with very little and built a great deal. This plan is about carrying that work forward and building the institutions, land base and collective wealth our community needs for generations to come.

At the centre of the plan is our framework of Communal Capital, a way of understanding wealth on our own terms. Not simply financial wealth, but the natural, cultural, human, social, political, financial and built capital that allows a community to truly thrive.

Our work for the next four years is organized around four pillars:

1. Economic Repair & Empowerment
2. Cultural Permanence & Community Power
3. Ecological Healing & Land Stewardship
4. Systemic Change & Knowledge Mobilization

And we are growing.

136 permanently non-market homes are already rising on community-held land. Behind them is a development pipeline five projects deep, a growing body of land held in trust, and a commitment to help African Nova Scotian communities across the province build power and protect their land.

Ultimately, this plan is about coming home: creating ways for our people to join, return, stay and steward.

What we hold, we hold together. What we build, we keep. Forever.

Prepared with Stephanie Allen, Adinkra Strategies and made possible with funding from the Le Centre / The Centre

Thank you to our Board, members, staff and the Upper Hammonds Plains community who shaped this plan.
