Wow!!!! What an amazing day at the GDLC outdoor celebration. A huge thanks goes out to all the volunteers! Candidates also came and helped - thank you for your time and talents. It was a large crowd and I appreciate everyone who shared their day with us. Thanks to our MPP Mike Schreiner and MP Dominque O'Rourke who also came to speak. So grateful to all of our musical acts,The Snippets, Shanda Joyce, Jey from Ground cover, and Kevin and Tim. We had Sya from the Guelph storytelling guild and Bonnie Durtnell Guelph own Labour historian both of them entertained the crowds. As well as the impromptu guest children's reader from CUPE 1946. A special thanks goes out to Maya(and friend) who welcomed everyone through song and for their part in the tribute.

The Guelph & District Labour Council invites all community members, families, and workers to wrap up the summer at Riverside Park. The free, family-friendly event runs from 11:00 AM to 2:00 PM under the Large Red Pavilion.

The Hidden Strain: Why a Guelph Data Centre Threatens a Regional Aquifer Serving 177,000 Homes

GUELPH, ON β€” Local municipalities across Southwestern Ontario are facing an invisible water crisis, and a new industrial competitorβ€”the data centreβ€”is threatening to push the region's shared groundwater supply over the edge.

As artificial intelligence and digital infrastructure expand globally, data centres are quietly seeking real estate in tech-adjacent hubs like Guelph. However, a deep dive into local hydrogeological data reveals that a traditional data centre could trigger a severe regional water deficit, instantly halting local housing development and threatening the private wells of thousands of rural families.

One Aquifer, 177,000 Households

Unlike cities that draw from the Great Lakes, Guelph and its surrounding townships rely entirely on a finite, vulnerable underground aquifer system. Water does not sit in this aquifer like a static bathtub; it is a dynamic resource that relies strictly on slow, natural rainfall infiltration to recharge.

Today, this single underground system is the lifeblood for 177,983 households across six neighboring municipalities.

Based on an average consumption of 1,135 litres per day per household, these communities collectively extract an astonishing 201,832,722 litres of water every single day. Because of rapid population growth, this regional aquifer system is already being pushed to its absolute physical limits.

Guelph's Approaching Treatment Ceiling

The City of Guelph is rapidly closing in on its maximum treated water limit of 75 million litres per day. To protect local ecosystems and maintain municipal resiliency, the city strictly preserves a mandatory 15% buffer margin within that capacity.

This tight operational window leaves Guelph with just over five years of water capacity remaining to support newly approved housing and population growth. This means that there will likely be no additional homes built, thus making housing a commodity that will rise exponentially. A mid-sized data centre will lessen the estimated five years.

While neighboring Waterloo Region has historically triggered temporary development freezes due to severe water over-capacity, Guelph has managed to remain "open for business" through incremental supply management. However, finding new water is an agonizingly slow process: securing, drilling, assessing, and gaining environmental clearances for a single new municipal groundwater well takes upwards of 10 years.

The Data Centre Dilemma: Permanent Water Loss

Introducing even a mid-sized data centre into this delicate ecosystem would upend years of municipal planning.

A mid-sized facility using traditional open-loop evaporative cooling consumes between 1.1 million and 1.4 million litres of water every day, while large-scale facilities can suck up to 19 million litres daily. This immense resource strain comes with minimal economic payout, as a mid-sized site employs only 15 to 35 permanent staff members.

The true danger of data centre consumption lies in how the water is used. In residential housing, water goes down the drain, travels to a wastewater plant, is treated, and returns to local rivers, where it can eventually recharge the broader system.

Data centres utilize evaporative cooling, spraying water into massive air streams to chill server rows. This water evaporates into the atmosphere and exits the local watershed entirely. It is a 100% permanent loss to the aquifer.

Immediate Infrastructure and Environmental Fallout

If a traditional 1.1 million-litre daily user is approved in Guelph, the immediate consequences would ripple across county lines:

Eats the Housing Runway: A 1.1 million-litre daily demand represents nearly 1.5% of Guelph's entire 75-million-litre daily limit, instantly wiping out years of planned housing allocations.

Rural Well Failures: Pumping millions of continuous litres creates a localized drop in the water table known as a "cone of depression." Shallow, private residential wells in neighboring Puslinch and Guelph/Eramosa would likely be the first to run completely dry. This would directly harm our local farmers who depend on groundwater to care for crops, animals, and themselves.

Stream Depletion: Vital local surface water bodies, like the Eramosa River, would lose their essential underground baseflow support, devastating local aquatic ecosystems.

The Solution: Mandating Closed-Loop Technology

Municipalities do not have to ban data centres entirely, but they must mandate modern cooling alternatives that protect local infrastructure. Southwestern Ontario's climate is uniquely suited for closed-loop technologies that virtually eliminate water waste.

Cooling System Type

Traditional Open-Loop Evaporative: Water is sprayed into air streams to cool equipment. The water evaporates and leaves the watershed entirely. Aquifer impact: Severe. Consumes ~1.1 million litres/day continuously.

Closed-Loop Chilled Water: Water stays trapped inside a sealed loop of pipes, absorbing heat and recycling indefinitely. Aquifer impact: Minimal. Requires a single, one-time fill of water, plus tiny maintenance top-ups.

Direct-to-Chip Liquid Cooling: A specialized fluid or water loop runs directly over server processors to pull heat away. Aquifer impact: Minimal. Highly efficient, compact, and completely sealed.

Immersion Cooling: Hardware is completely submerged in a bath of non-conductive, dielectric fluid that circulates to a heat exchanger.Aquifer impact: Zero. Requires zero water consumption for cooling.

Because Guelph experiences cold winters and moderate shoulder seasons, a facility using air-cooled chillers with Economizers can take advantage of "free cooling" with ambient outdoor air for most of the year. For high-density AI demands, Direct-to-Chip or immersion cooling eliminates the need for a continuous water draw.

The Ultimate Trade-Off

Protecting the aquifer does bring a secondary hurdle: the electrical grid.

When a data centre stops relying on the natural cooling power of evaporating water, it must use more mechanical fans and compressors. This shifts the burden directly from the water utility to local electrical infrastructure managed by electrical companies.

Furthermore, water usage is just one piece of the puzzle. Local governments must also reckon with the heavy electronic waste, continuous industrial equipment noise, and direct ecosystem disruptions that accompany these facilities.

If Guelph and the surrounding area wish to protect its five-year development runway and safeguard the drinking water of 177,000 homes, it cannot afford to sign away its aquifer behind closed doors. Guelph must establish strict, closed-loop environmental mandates before the first shovel hits the ground. In addition, it should create or update bylaws on land use, noise control (there is a very audible hum), and environmental and energy standards.
