The global internet doesn’t run without the people building it — and Adiel A. Akplogan has been doing just that for decades.

As Vice President for Technical Engagement at ICANN, Adiel brings over 25 years of experience in ICT, including two decades shaping the evolution of internet infrastructure worldwide. A former CEO of AFRINIC, he is widely recognized as a pioneer of internet development in Africa, helping launch some of the continent’s first private ISPs.

Throughout his career, Adiel has contributed to global internet governance through leadership roles with organizations such as the UN Internet Governance Forum and the Number Resource Organization, while also helping establish key technical communities including AfNOG and the Africa Internet Summit.

Based in Montréal, Adiel continues to champion the role of internet technology in driving human development and global connectivity.

Serving as the Member of Provincial Parliament for Niagara West and Ontario’s Associate Minister of Energy-Intensive Industries, Sam has been a strong advocate for economic development and infrastructure across the province since first being elected in 2016.

In his role, he supports Ontario’s energy strategy and plays an important part in advancing broadband expansion initiatives — helping improve access to reliable high-speed internet for underserved and rural communities.
