Moosomin Municipal Airport Project
The airport project was undertaken to improve timely access to lifesaving medical care for residents across southeastern Saskatchewan. Driven by the need for rapid diagnosis, emergency transport, and direct access to hospitals, the project delivers a paved and lighted runway capable of supporting air ambulance operations. The new infrastructure significantly reduces transfer times to specialized medical facilities and enables medical teams to reach Moosomin when required. Achieved through strong regional collaboration and shared funding, the project has strengthened emergency health care access, enhanced patient outcomes, and provided peace of mind for the residents served by the Southeast Integrated Care Centre.

RM of Wheatlands No. 163 Satellite Fire Hall
The Satellite Fire Hall project was initiated to address expanding service demands across the Fire Department’s large and growing coverage area. With responsibility for multiple municipalities and major transportation corridors, the distance from the main fire hall limited the ability to provide rapid initial emergency response throughout the region. The RM of Wheatlands developed a Satellite Fire Hall in the Village of Mortlach to improve response times through a decentralized deployment model. The facility supports faster emergency response, enhanced firefighter readiness, and improved equipment storage and training capacity, strengthening public safety, community resilience, and regional cooperation.

Top Municipal Initiative: Co-op Centre: Meadow Lake Recreation Centre (City of Meadow Lake)

Top Rural Municipal Initiative: Moosomin Municipal Airport Project (RM of Moosomin No. 121)

Top Urban Municipal Initiative: Youth Council (City of Melville, City of Weyburn)

Regional Cooperation: RM of Wheatlands No. 163 Satellite Fire Hall (RM’s of Caron No. 162, and Wheatlands No. 163, Villages of Caronport and Mortlach, and the Hamlet of Caron)

The winning projects were selected by the Saskatchewan Municipal Awards Committee who reviewed 12 nominations, submitted on behalf of 25 municipalities in Saskatchewan.

The Saskatchewan Municipal Awards (SMAs) shine a spotlight on the bold ideas and outstanding leadership driving our communities forward. Winners receive a prestigious award, a professionally produced video spotlighting their community, and the chance to shine in front of hundreds of municipal leaders at the 2026 SARM and SUMA conventions.

Congratulations to the urban municipalities who received their SMAs at the SUMA Convention earlier this month: the Town of Bredenbury (top municipal initiative), the City of Swift Current (top urban municipal initiative), and the Towns of Duck Lake, Hauge, Hepburn, Rosthern, and Waldheim (Regional Cooperation.)

Top municipal initiative winner: Town of Bredenbury
Bredenbury Community Daycare
To address the lack of childcare options for residents, the town has established a licensed, town-owned daycare. This initiative not only supports families already living in the community and surrounding areas but also encourages new families to move here. The old school was renovated to house the daycare center, the firehall, the Lions Club, and private businesses.

Top urban municipal initiative winner: City of Swift Current
Plewis Automative Group Inclusive Park
Through collaboration with experts and community members, the city created an inclusive park designed according to the seven principles of Universal Play. The park is a welcoming space for all community members, featuring accessible amenities like symbol communication boards, double-wide ramps, the Sway Fun Wheelchair glider, braille panels, multiple swings including a wheelchair-accessible bucket swing, a sensory play center, and more.

Congratulations to the rural municipalities who received their SMAs at the SARM Convention earlier this month: the RM of Enniskillen No. 3 (Top Rural Initiative) and the RMs the RM’s of Rosthern No. 403 and Duck Lake No. 463 (Regional Cooperation.)

RM of Enniskillen Grazing Project

The RM acquired a section of land along the Souris River, initially for gravel extraction, but with a vision for its potential as pastureland. A fence has been erected, and a community grazing plan has been developed. This innovative project is one of the first of its kind, and future plans include offering pasture tours for school groups and other interested parties. These tours will educate visitors on carbon sequestration, regenerative agriculture, animal impact, stock density, and soil armor.

The seven municipalities of the Twin Rivers District have worked together on three major initiatives to provide essential municipal services to their region. 2016 winner, the R.M. of Blucher No. 343, developed a comprehensive concept plan for growth on the east side of Saskatoon. The plan addressed infrastructure needs, existing development, future development, surface water considerations, and environmental factors. Visit the Economic Planning and Development section under the Best Practices Library on the municipal awards website to learn more about this project.
