The City is asking for Feedback to Proposed Changes to the RS Small Scale Residential Zone for Infill. Provide your feedback to the survey before Thursday, January 29.

In areas with detached buildings and rear alleys require two development boxes, a slightly larger one for front principal dwellings and slightly smaller one in the rear for a garage with or without backyard housing. Splitting the site coverage between front and rear buildings reduces building volume and massing and also achieves better building and green space alignment along the block.

The new RS Zone reduced the Minimum Front Setback to 4.5 m from the front property line to the building and the Minimum Rear Setback to 10 m from the property line to the rear of the building. This allows all the site coverage to be applied to a single development box. Long development walls project well beyond the front of neighbouring homes, including these two recently built infill homes. This creates increased negative impacts of massing and disrupts building alignment.

There have been many rezonings from RS to RSM across the city within neighbourhoods. Proposed changes could make boundaries of nodes and corridors clearer. City Administration is recommending a change to the RSM Zone to limit it to nodes and corridors and to rename it the Small to Medium Scale Zone.

July 8 amendments only reduced building length about 11%. This recently approved infill still sits 6.25 m beyond the front of the neighbour's home and 7.12 m beyond the rear. The building volume or Floor Area to Site Area Ratio of the infill is more than 4x that of neighbouring homes. See comments for more information.

Reducing the number of dwellings and height are fine. However thus will not be sufficient to reduce the negative impacts of significantly greater build volume imposed on neighbouring homes by this monolithic 8 plex Row Housing.
