The Canada–United States–Mexico Trade Council (CUSMEX) is honored to welcome the Asociación Mexicana de Mujeres Jefas de Empresa, A.C. (AMMJE Nacional) as an Institutional Participant of the North American Trade Parliament (NATP).

As part of this important institutional engagement, Víctor Rosales, President of CUSMEX and Founder & Chair of the North American Trade Parliament, met in Hidalgo, Mexico, with Perla Pacheco Cortéz, President of AMMJE Nacional, and Alma Delia Álvarez García, President of AMMJE Tula Hidalgo, to strengthen dialogue, institutional cooperation, and the participation of women business leaders within the trilateral platform.

Under the leadership of President Perla Pacheco Cortéz, AMMJE Nacional brings to the NATP an important national perspective representing women entrepreneurs, business leaders, and decision-makers from across Mexico.

The participation of AMMJE Nacional further strengthens the institutional representation of the NATP and its mission to foster meaningful dialogue and cooperation among chambers of commerce, business organizations, government institutions, economic development entities, and strategic stakeholders from Canada, the United States, and Mexico.

Its participation also underscores the essential role of women’s leadership and women-led enterprises in advancing competitiveness, innovation, investment, economic development, and greater commercial integration throughout North America.

On August 28, 2026, Victor Rosales, President of the Canada–U.S.–Mexico Trade Council (CUSMEX), visited Hidalgo, Mexico, to participate in the inaugural and swearing-in ceremony of AMMJE Tula–Tepeji, an important gathering of business, institutional, and economic development leaders from the region.

During the ceremony, President Rosales shared the podium with Alma Delia Álvarez García, Founding President of AMMJE Tula–Tepeji; Perla Pacheco Pérez, National President of AMMJE; David Luo, Alibaba North America Channel Development Director; Eduardo López Jiménez, Deputy Director of E-Commerce Regulations at Mexico’s Secretariat of Economy; as well as representatives and leaders from CCEH, CANACINTRA, CMIC, Somos Grandes, and other organizations supporting entrepreneurship and economic development in Hidalgo.

Representing CUSMEX, President Rosales emphasized the importance of strengthening the participation of women entrepreneurs, SMEs, producers, manufacturers, and local business communities in the broader North American economic agenda.

His remarks reflected a central principle of CUSMEX: the strength of North America is not defined only by its largest corporations and industries, but also by the millions of businesses, entrepreneurs, producers, and organizations operating within communities across Mexico, the United States, and Canada.

CUSMEX believes that stronger connections between local business organizations, regional institutions, national stakeholders, and international partners are essential to creating new pathways for trade, investment, innovation, digital commerce, and international expansion.

The visit to Hidalgo also reinforced CUSMEX’s commitment to working alongside institutions such as AMMJE to expand opportunities for women-led businesses and ensure that their perspectives, priorities, and economic contributions are represented in the development of a more competitive and integrated North America.

On Friday, August 28, 2026, Víctor Rosales, President of the Canada–U.S.–Mexico Trade Council (CUSMEX), officially welcomed David Luo as Vice President of CUSMEX China.

David Luo, Alibaba North America Channel Development Director, joins CUSMEX at a strategic moment for the organization’s international expansion and for strengthening commercial relations between North America, China, and global markets.

This appointment has already led to the creation of a new joint initiative: CUSMEX–Alibaba | North America to the World, a program designed to support companies, manufacturers, producers, distributors, handcrafters, artisans, and entrepreneurs across Canada, the United States, and Mexico in their internationalization efforts and access to new markets through global digital commerce.

Through this initiative, CUSMEX and Alibaba will work to create new opportunities in exports, training, B2B e-commerce, business matchmaking, and international expansion, helping more North American businesses and producers bring their products, services, and capabilities from North America to the world.

In addition, David Luo will serve as a key strategic link for bilateral trade and industrial cooperation between China and North America, facilitating resource sharing, industrial alignment and business collaboration to drive win‑win progress for both economies.

A New Chapter for North American Economic Cooperation Has Begun

On August 19, 2026, in Oakland, California, the North American Trade Parliament (NATP) was officially inaugurated by Victor Rosales, President of the Canada-U.S.-Mexico Trade Council (CUSMEX

Created as an initiative of the Canada-U.S.-Mexico Trade Council 🇨🇦 🇺🇸 🇲🇽 (CUSMEX), the NATP is being established as a permanent trilateral platform.

The inaugural ceremony took place in conjunction with the 47th Annual Convention of the California Hispanic Chambers of Commerce (CHCC), bringing together business, institutional, governmental and economic development leaders at an important moment for the future of North American trade and regional competitiveness.

CHCC holds a particularly significant place in the history of the NATP. As one of its Founding Institutional Participants, on September 2025 the CHCC became the first organization to receive a formally assigned institutional seat in the North American Trade Parliament, marking the beginning of the Parliament's permanent institutional representation.

The inaugural session marked more than the launch of a new organization. It established the foundation for an institutional mechanism designed to transform dialogue into coordinated action.

Throughout the program, leaders addressed issues central to North America's economic future, including trade and investment, regional supply chains, nearshoring and reshoring, manufacturing competitiveness, digital commerce, artificial intelligence, international market access, supplier development and cross-border economic cooperation. The official agenda also introduced the NATP's vision, institutional structure, strategic priorities and future development.

Regional economic perspectives from New Mexico, El Bajío and Sinaloa highlighted how local and regional strengths can become part of broader North American investment, manufacturing and supply-chain opportunities.

The inaugural program also included strategic initiatives, institutional collaboration, recognition of participating organizations and the official ribbon-cutting marking the inauguration of the Parliament.

August 19 was the beginning, not the conclusion.

The NATP will continue through its General Assembly, specialized committees, permanent institutional representation, strategic initiatives and three annual assemblies—one in Canada, one in the United States and one in Mexico beginning in 2027. Its intended outcomes include formal recommendations, trade and investment opportunities, supplier connections, strategic alliances, joint initiatives and sustained cross-border cooperation.

We extend our appreciation to Oscar Garcia senior Vice-president of the CHCC and for its leadership and participation in this inaugural milestone, and to the institutions, governmental representatives, business organizations, economic development leaders, speakers, partners and participants who helped make the inaugural session possible.

🇺🇸 Strengthening Mexico’s manufacturing sector through international trade collaboration

On March 26, 2026, the President of CUSMEX, Victor Rosales ,along with CUSMEX directors, conducted an institutional visit to a company participating in the “Made in North America” program.

This initiative is designed to connect Mexican manufacturing companies with buyers from Canada, the United States, and Europe, facilitating real business opportunities and international expansion.
