Climate Policy and Movement Trends : Winter Climate Bulletin

The Winter Climate Bulletin reviews major climate policy developments and civil society responses during 2025, highlighting both setbacks and advances in national and international climate governance. Key themes include shifts in Canadian climate policy, expanding fossil fuel infrastructure, and growing tensions between climate commitments and energy expansion.

The bulletin also documents areas of progress, including support for a Youth Climate Corps, momentum toward a national East - West electricity grid, renewed commitments to the Paris Agreement in Quebec, and international advocacy for climate finance and a Just Transition. Collectively, the bulletin illustrates how policy decisions, civic mobilisation, and international diplomacy continue to shape climate outcomes.
