Tracia’s Trust: Manitoba’s Sexual Exploitation Strategy is comprised of several initiatives in the areas of prevention, intervention, legislation, coordination, research and evaluation. The Strategy encompasses the coordination of services for all ages, including children, youth and adults, as well as all forms of s*xual exploitation, including prostitution, po*******hy, s*x trafficking, s*x touri

sm and internet luring. The Manitoba Sexual Exploitation Strategy was launched in December of 2002 and is currently in phase three which has expanded to include a focus on human trafficking and to target those who traffic, exploit and abuse victims. The lead department responsible for coordinating implementation of the strategy is Family Services and Labour however other partner departments and agencies lead specific responses within the strategy. The mission statement of Tracia’s Trust is a province free of s*xual exploitation. One initiative under Tracia’s Trust, is to further develop, support and coordinate several multi-system regional teams throughout the province of Manitoba. As an initiative under the Manitoba Strategy, regional teams bring together diverse community stakeholders utilizing strengths and resources that each brings to the table. Regional teams support existing services, and plan and initiate new programs, projects and activities to combat the issue of s*xual exploitation. The Westman Team Against Sexual Exploitation is a coalition made up of various multi-system stakeholders whose goal is to provide services in a coordinated and integrated manner, including public awareness, and incorporating specialized training for team members to address the issue of s*xual exploitation in any or all its forms regionally and provincially.

How are Canadian courts handling cases of s*xual exploitation and trafficking?

While stemming demand is an important part of the puzzle, how are cases of online s*xual exploitation and human trafficking being handled once they reach the Canadian court system? EmpowerMen has sponsored the research of Dr. John Winterdyk, Professor Emeritus of Criminology at Mount Royal University, wholooked into 95 cases between 2015 and 2025 that involved the use of digital technology for the purposes of s*xual exploitation.

An overview of the cases shows there are still troubling gaps in the system when dealing with online s*xual exploitation. These matters are still often treated as straightforward prostitution cases, with little attention paid to the buyers or efforts to stem demand. In cases where somebody was convicted of s*x trafficking, sentences were all under five years, and in some cases, less than two years.

But the article also provides some actionable recommendations, including putting survivors first, creating clearer guidelines for prosecutors, strengthening the use of expert testimony, developing mechanisms for reviewing plea agreements, standardizing reporting, and even piloting specialized courts for s*x trafficking. The courts have some catching up to do, but as we’ve seen while talking to people in the legal field across the country, there are those out there working hard to make a difference!
