CONSULAR OUTREACH MISSION IN WINNIPEG, MANITOBA (7 & 8 November 2026)

The Philippine Consulate General in Toronto will conduct a Consular Outreach Mission in Winnipeg, Manitoba on 7 & 8 November 2026 at the Holiday Inn Express, Winnipeg Airport-Polo Park, 1740 Ellice Avenue.

Services available:

Passport renewal - appointment slots will open by 7 October 2026, Wednesday, through the Global Online Appointment System (GOAS) at https://www.passport.gov.ph/. Choose North America, then Canada and the label "PCG Toronto-Outreach in Winnipeg."

Dual Citizenship Oath Taking - applications with complete supporting documents and payment must be received by mail before 29 October 2026 in order to be included in the oath taking during the outreach. Applicants confirmed for oath-taking are also eligible and encouraged to apply for a Philippine passport. To do so, please secure a separate appointment for Passport Renewal. The slot should be after your scheduled oath-taking ceremony.

One of the primary objectives of WFC is to advocate for the local Filipino community. This summer WFC chair Joseph Mamuric Jr. , directors Ken Mangako and Grace Young, had a meeting MLAs Jordi Byram for Agassiz and Wayne Balcaen for Brandon-West to discuss recent developments and projects and concerns of the community.

WFC chair Joseph Mamuric Jr. Toronto PCG Consul Rodney Sumague, and Winnipeg honourary consul Rolando Opina met and discussed with Mayor Jeff Fawcett and Minister Glen Simard the importance of continuing consular missions, updates on the proposal for a Brandon sister city relationship, and other potential areas of collaboration between the Filipino community, the city and the province.

Yesterday, the Philippine Consulate General in Toronto visited Brandon to conduct its consular outreach mission along with representatives of SSS Toronto and MWO Toronto to provide consular services to local Filipino community members. The mission was headed by Consul Rodney Sumague and Winnipeg Honourary Consul Rolando Opina who also met with Mayor Jeff Fawcett and Minister Glen Simard to discuss local developments with the Filipino community and potential areas of collaboration in the future.

Hosted at the Travelodge Inn in Brandon, WFC volunteers assisted consular staff in conducting the mission. GCash was also represented in the sidelines of the event to bring their services to the local community.

Last night, Westman Filipino Community hosted the Philippine Consulate General in Toronto and honourary Philippine Consulate in Winnipeg and the local Filipino community in an open townhall and supper.

Topics discussed included migrant worker rights and concerns, consular services, SSS pensions and benefits and more.

We would like to thank our consular staff for visiting Brandon and providing services to the local community. We would also like to thank our community members and volunteers for helping organize this latest consular mission.
