The International Anti-Corruption Academy (IACA) third Expert Meeting on Measuring the Effectiveness of Anti-Corruption Agencies (ACAs)

The International Anti-Corruption Academy (IACA) organized its third Expert Meeting on Measuring the Effectiveness of Anti-Corruption Agencies (ACAs) in Laxenburg, Austria from 24 to 25 March 2026. The Research Coordinator at CAACC, Ms. Sethunya Rathedi was invited to this meeting following the visit to CAACC BY Mr. Samuel De Jaegere who is head of the Global Programme on Measuring Corruption at IACA.

The purpose of the expert meeting was to review the methodology for the survey to assess effectiveness of anti-corruption agencies. The methodology was developed in IACA’s framework of its Global Programme on Measuring Corruption (GPMC). The overall framework seeks to exchange knowledge in order to develop innovative research projects aimed at elaborating methodologies and indicators, including through using modern technologies, to assist States parties to UNCAC in more efficient ways of measuring corruption risks, trends and prevalence, as well as assessing the effectiveness of their policies and actual measures to combat corruption.

The survey on Measuring the Effectiveness of Anti-Corruption Agencies was rolled out across 50 anti-corruption agencies in 2025. This year IACA intends to roll out the survey across 100 agencies. CAACC has been identified as a collaborating partner by IACA to assist in the roll out of the survey across its 25 ACA’s. A critical factor to the success of this flagship project is the inclusion of national statistical offices in data collection for the survey as there is need for reliable, nationally owned data on corruption.

The survey will commence in April/May 2026 once refining of the methodology has been completed.

The Commonwealth Africa Anti-Corruption Centre visits the Commonwealth Secretariat

The Commonwealth Africa Anti-Corruption Centre (CAACC) has been appraised as one of the essential role players in the fight against corruption globally. Efforts by the Centre through the years have mainstreamed anti-corruption within the Commonwealth Africa Region and continues to bear fruits as member agencies receive capacity building on a plethora of anti-corruption topics. This formed part of the deliberations at a meeting held recently at the Commonwealth Secretariat in London between the Directorate on Corruption and Economic Crime (DCEC), the Centre and representatives of the Secretariat led by the Secretary-General, Her Excellency Shirley Ayorkor Botchwey.

The primary objective of the courtesy call was to strengthen collaboration between the Government of Botswana, CAACC and the Commonwealth Secretariat, with a particular focus on enhancing regional anti-corruption capacity-building, as well as research and development initiatives. The Secretary-General was further briefed on the progress, key achievements and strategic direction of the Commonwealth Africa Anti-Corruption Centre (CAACC).
Discussions also covered efforts to enhance institutional sustainability, strengthen regional ownership and expand strategic partnerships across Commonwealth Africa. Moreover, the visit provided the Centre Manager an opportunity to visit and interact with potential stakeholders for palpable future partnerships.

The Government of Botswana was represented by the DCEC Director General Ms Botlhale Makgekgenene while the Centre Manager Mr Mogolodi Rantsetse represented the CAACC.

The Commonwealth Africa Anti-Corruption Centre is an agreement between the Commonwealth Secretariat, The Government of Botswana, and the Association of Anti-Corruption Agencies in Commonwealth Africa. It is housed under the DCEC which assists the centre with office accommodation and adjacent administrative needs. This arrangement has been in place since year 2013.
