SADC Development Finance Resource Centre - SADC DFRC Since its inception, the DFRC has delivered more than 105 training programmes to well over 3000 staff of DFIs, SOEs and Governments.

The Southern African Development Community - Development Finance Resource Centre (SADC-DFRC) is a subsidiary institution of SADC established under the SADC Protocol on Finance and Investment (the FIP). The SADC Development Finance Resource Centre, is a subsidiary institution of the Southern African Development Community (SADC), and serves as secretariat of the SADC Development Finance Institutions

Network among other functions. The SADC-DFRC is mandated to provide technical and capacity building support, policy research and advisory services to promote effective mobilisation of resources in the financial sector in particular DFIs, for investment in key areas with the potential to stimulate growth, generate employment and alleviate poverty, in line with the objectives of SADC under the Regional Indicative Strategic Development Plan (RISDP). The SADC DFI Network membership currently stands at thirty two (32), with seven (7) local members, being the Botswana Development Corporation, Citizen Entrepreneurial Development Agency, Botswana Housing Corporation, Botswana Savings Bank, BotswanaInvestment and Trade Centre, Local Enterprise Authority and the National Development Bank. The courses cover various skills requirements, and include areas such as: Economic and Financial Investment Appraisal and Risk Analysis; Corporate Governance Practice and Policy; Management Development Programmes to mention a few. In pursuance of its developmental role, the SADC-DFRC has developed strong relationships with the SADC Governments and International Cooperating Partners such as the World Bank, African Development Bank (ADB), German Development Agency (GIZ), European Union (EU), Japanese International Cooperation Agency (JICA), Industrial Development Corporation (IDC) of South Africa, and the Development Bank of Southern Africa (DBSA). This has resulted in the DFRC accessing financial and technical support for programmes that have benefited various development stakeholders but principally the DFIs, Member State Governments and State-owned Enterprises (SOEs). The DFRC also successfully established the SADC Public Private Partnership Network in 2011 which has to date conducted various PPP skills development programmes for SADC Governments in addition to promoting public-private dialogue. It has recently also developed the SADC PPP Policy Framework which was adopted by Ministers of Finance and Investment at their recent meeting in Maputo this year. On the advisory services front, the DFRC has assisted DFIs in restructuring their operations and has also conducted studies and workshops towards improving the policy and regulatory environment for development finance in member countries and the region as a whole. The DFRC has also rendered technical advice and actively participated in the discussions on the establishment of the SADC Project Preparation and Development Facility (PPDF) SADC Regional Development Fund (RDF) whose establishment is now at an advanced stage.

SADC-DFRC Participated in the 2026 AADFI Annual General Assembly

The SADC Development Finance Resource Centre (SADC-DFRC) is pleased to share that our Head of Finance & Partnerships, Ms Malefo Kawanza, participated in the 2026 Annual General Assembly of the Association of African Development Finance Institutions (AADFI), held from 24–29 May 2026 in Brazzaville, Republic of Congo.

The Assembly was convened on the sidelines of the African Development Bank (AfDB) Annual Meetings and was hosted by Fonds d’Impulsion, de Garantie et d’Accompagnement (F**A) and Banque de Développement des États de l’Afrique Centrale (BDEAC).

Held under the theme, “Augmenting Sovereign Finance in Africa: DFIs Unlocking Growth and Resilience through the New African Financial Architecture (NAFA),” the Assembly brought together development finance institutions, policymakers, development partners, and financial sector leaders from across the continent to discuss innovative approaches to mobilising capital, strengthening development finance institutions, and accelerating sustainable economic transformation in Africa.

Participation in the Assembly provided an important platform for engagement with continental peers, exchange of knowledge and experiences, and strengthening partnerships that support the development finance agenda within the SADC region and beyond.

The SADC-DFRC remains committed to advancing regional development through capacity building, knowledge sharing, strategic partnerships, and support to development finance institutions across Southern Africa.

The Southern African Development Community Development Finance Resource Centre (SADC-DFRC) joins the people of Botswana, the region, and the international community in mourning the passing of His Excellency Festus Gontebanye Mogae, Third President of the Republic of Botswana, who passed on 08 May 2026.

President Mogae will be remembered for his distinguished leadership, commitment to good governance, economic stewardship, and dedication to regional cooperation and development. His legacy continues to inspire efforts towards peace, stability, and sustainable development across Southern Africa.

We extend our deepest condolences to the Government and people of Botswana, as well as to his family and loved ones during this difficult time.

The SADC–DFRC recently engaged with the Eswatini National Industrial Development Corporation (ENIDC) to strengthen strategic collaboration aimed at advancing industrial development and strengthening investment outcomes in Eswatini and across the SADC region.

Led by Acting Managing Director, Mr. Mbongeni Gwebu, the discussions highlighted ENIDC’s pivotal role in financing industrial growth, supporting SMEs, and driving economic diversification.

Strengthening regional collaboration to advance financial inclusion and SME development in SADC.

The SADC - DFRC recently engaged with Mr Dumisani Msibi, Group Managing Director of FINCORP - Eswatini Development Finance Corporation, to deepen institutional and regional collaboration.

As a government-owned development finance institution and founding member of the SADC DFI Network, FINCORP continues to play a critical role in expanding access to finance for underserved communities, supporting SMEs, and driving inclusive economic growth in Eswatini.

The engagement highlighted strong alignment with DFRC’s mandate, particularly in:
• Capacity building and institutional strengthening
• Financial inclusion and SME development
• Resource mobilisation for inclusive finance programmes
• Digital transformation and innovation in development finance
