Bhutan Toilet Organization Secures Grant for Public Toilet Transformation Initiative
We are delighted to announce that the Bhutan Toilet Organization (BTO) has officially signed a grant agreement with the Civil Society Organization Authority (CSOA), in the presence of the Office of Cabinet Affairs and Strategic Coordination, Royal Government of Bhutan.
This milestone agreement signed under the Government of India’s Project Tied Assistance, represents a major step forward in modernizing public sanitation across the country.
With a total funding support of Nu. 6.9 million, this two-year initiative will:
✅ Upgrade 22 public toilets across five key districts – Thimphu, Paro, Punakha, Bumthang, and Trongsa
✅ Train and certify toilet managers, enhancing their skills and professional recognition
✅ Develop a smart digital monitoring system for real-time user feedback and GPS mapping of public toilets
This initiative is aligned with the National Public Toilet Guideline (2021) and reinforces Bhutan’s commitment to safely managed sanitation for all, in line with the Healthy Drukyul Vision.
As part of the 13th Five Year Plan, a total of 16 CSOs across the country were awarded similar grants, reflecting the government’s strong support for civil society-led development.
We extend our heartfelt gratitude to the Royal Government of Bhutan and the Government of India for supporting this transformative vision. With clean, inclusive, and accessible public toilets, we move one step closer to a Bhutan where hygiene and dignity go hand in hand.

BTO received the Certificate of Accountability from ACC commissioner for fulfilling the BCAS (Bhutan CSO Accountability Standards).

BCAS has 25 indicators for every CSO to comply and report annually besides being audited by Royal Audit.

This assures that 54 CSOs are transparent, accountable and can be trusted without a doubt.

Bhutan Toilet Organization Concludes Workshop on Skill Exchange and GESI in Sanitation Sector
Bhutan Toilet Organization successfully concluded a two-day interactive workshop on Skill Exchange and Gender Equality, Disability, and Social Inclusion (GESI) in the sanitation sector, held from 25–26 September 2025 at the Thromde Wastewater Treatment Plant (WWTP) in Babesa, Thimphu.
The workshop brought together sanitation workers from the four Thromdes of Bhutan, alongside private sector representatives engaged in sanitation services—including Dr. Toilet, Pro-Touch Bhutan, and Housing.bt. Also, in attendance were Thuemes and WASH focal points from across the country.
Workshop Highlights
🔹 Thematic sessions on urban WASH challenges, Citywide Inclusive Sanitation (CWIS), sanitation service chains, and climate-resilient technologies
🔹 Theoretical demonstrations on effluent testing, lab analysis, and field visits to treatment facilities including the Johkasou tank and Waste Water Treatment Plant,Babesa
🔹 Case study presentations from Thimphu, Phuentsholing, and Samdrup Jongkhar
🔹 In-depth discussions on integrating GESI principles into WASH planning and service delivery
This interactive platform facilitated knowledge sharing, capacity building, and collaborative problem-solving toward more inclusive, equitable, and climate-resilient urban sanitation systems in Bhutan.
We extend our heartfelt gratitude to Thimphu Thromde, the Water & Sanitation Division, Ministry of Infrastructure and Transport (MoIT), all participants, facilitators, and partners for their commitment and contributions.

How can some building owners sleep at night knowing they are the reason sewage is overflowing across our city?

The illegal practice of connecting roof gutters and surface drains into the sewer line is the primary cause of sewage spilling onto our streets through manholes. This reckless behavior has turned one of Thimphu’s most pressing urban problems into a daily nightmare for the public.

Thimphu Thromde has issued its FINAL WARNING: defaulting building owners must immediately disconnect these illegal connections and comply with regulations.

The city deserves clean, functional sewer systems. The time for excuses is over.

The Bhutan Toilet Organization (BTO) is seeking a National Consultant for a 3 month assignment (October–January 2026) to assess how sanitation is integrated into Bhutan’s key climate policies, including the NAP and NDCs.
Assignment Title: Assessment of Sanitation Integration into Bhutan’s Climate Policies
Location: Thimphu, Bhutan (with possible remote work)
