Coinciding with the auspicious Birth Anniversary of Her Majesty The Gyaltsuen, the Bhutan Red Cross Society inaugurated its first Branch Emergency Operation Centre (BEOC) in Tsirang today.
The inauguration was graced by the Honourable Dasho Dzongdag of Tsirang, marking a significant milestone in strengthening decentralized humanitarian preparedness and emergency response systems across the country.
Mandated under the Bhutan Red Cross Society Act 2016, BRCS plays a vital humanitarian role in enhancing community resilience, disaster preparedness, emergency response, health, and social services. Following consultations with Dzongkhag Administrations across all 20 Dzongkhags in 2025, BRCS identified the need for establishing Branch Emergency Operation Centres as decentralized operational hubs to support Dzongkhag Disaster Management Committees (DDMCs) and complement the work of the National Disaster Management Authority (NDMA).
The establishment of the BEOCs was blessed by Her Majesty The Gyaltsuen, The President of the Bhutan Red Cross, during the launch of BRCS Development Plan II (2026โ2030) and the Branch Disaster Response Team initiative on 8 May 2026, coinciding with the 10th Anniversary of the Bhutan Red Cross Society.
The BEOCs will serve as decentralized emergency coordination and response centres, enabling timely humanitarian assistance, preparedness, communication, coordination, and continuity of operations during disasters and emergencies. They will also function as alternative Dzongkhag Emergency Operation Centres (DEOCs) under the prerogative of the Dzongkhag Incident Commander when required.
As part of BRCS's long-term vision, all BEOCs will be digitally interconnected with the planned BRCS National Emergency Operation Centre (NEOC) and Logistics Centre in Thimphu, creating a nationwide humanitarian coordination network. Through interoperable communication systems, emergency management platforms, incident reporting tools, GIS mapping, emergency alerts, and virtual coordination mechanisms, the network will facilitate real-time information sharing, volunteer mobilization, relief coordination, and effective emergency response from branch to national level.
