The World Health Organization (WHO) is a specialized agency of the United Nations that is concerned with international public health. Bhutan has been a member of WHO since 1982, with cooperation extending back to even before that time. WHO partners with the Ministry of Health and other partners in Bhutan, particularly in the following priority areas: health systems strengthening, non-communicable

diseases, selected communicable diseases, health through the life course (with focus on maternal, neonatal, child and adolescent health) and health emergencies. The WHO Country Office in Bhutan is based inside the main building of the Ministry of Health in Thimphu.

WHO Bhutan and the Ministry of Health brought together 50+ frontline officials in Paro for a national Emergency Operations Center (EOC) training—supported by the Pandemic Fund.

From chief medical officers and public health officers to DeSuung volunteers, Red Cross representatives, and disaster management teams—this is Bhutan's whole-of-government approach to emergency readiness in action.

Over the next few days, participants will learn about EOC structure and coordination, run live simulation exercises, and finalize Bhutan's Standard Operating Procedures for emergency response.

Because when the next public health emergency hits, there's no time to prepare. You either are or you are not.

Preparation isn't optional but essential. Following a rigorous review by 20+ international experts in September 2025 during the Joint External Evaluation exercise that reviewed 19 key areas of Bhutan's health security system, the country is taking the next big step in health safety.
