At the start of 2025, new ActionAid research revealed a stark reality: 54 vulnerable countries are in a debt crisis, forced to slash spending on basic public services and climate action just to repay foreign debts.

Africa alone is owed US$36 trillion in climate debt by rich, polluting countries.

🌎 “We’re paying for a climate crisis we didn’t create.”

Developing nations are rebuilding lives from disasters, while debts and losses pile up. $250 million won’t even begin to heal the wounds caused by years of extraction and colonization.
This isn’t about mercy or charity, it’s about reparations and justice.

We demand leaders to step up, take responsibility, and fill the Loss and Damage Fund now, so communities hit hardest can recover, rebuild, and thrive.

Justice can’t wait. Fill The Fund Now.

"We’re drowning, yet asked to write proposals for help."

When disasters strike, communities lose everything but the Loss and Damage Fund offers just a fraction of what’s needed. $700 million pledged versus $600 billion required annually, the math is clear: we need trillions, not millions.

This is not charity, this is reparations. The planet was broken by a few but paid for by many. Communities hit by storms and floods face catastrophe with barely any resources to recover.

We demand grant-based climate finance that reaches the frontlines fast.

Justice can’t wait, Fill The Fund Now.

📢 "The Loss and Damage Fund launched in Belém—bringing hope, but it’s not ready to deliver rapid response."
- Harjeet Singh, Satat Sampada Climate Foundation

While communities like the Philippines and Jamaica face devastating impacts right now, not a single penny has reached them. $788 million available is a tiny fraction of the $400 billion needed annually, with half the money still undelivered.

🌍 We need real action—grant-based climate finance that gets funds to those on the frontlines, not empty promises.

Leaders must fulfill their obligations and scale up the fund, so those suffering the brunt of the crisis finally receive justice.

At , the fund was launched, yet over $790 million pledged in Dubai remains unfulfilled. Communities on the frontlines need grant-based finance, no loans, no strings, so rights and livelihoods destroyed by climate change are restored.

It's time for power from the ground up. Hold leaders accountable. Scale up climate finance.

As the 7th FRLD Board Meeting opens in Manila, we mark two years since the start of the war in Gaza, a brutal reminder of how governments can always find trillions for war and fossil fuels, yet still deny justice to those most impacted by climate change. In our video, Tasneem Essop demands: Fill the Loss & Damage Fund and stop starving justice. All struggles for justice, from Palestine to climate, are connected.
Wealthy nations must step up, pay reparations, and deliver real solidarity. Our voices and pressure matter.

PRESS RELEASE: Civil Society Condemns Outcome of 7th Loss and Damage Fund Board Meeting

Following the conclusion of the 7th Board Meeting of the Fund for Responding to Loss and Damage (FRLD) in Manila, the ‘Fill The Fund’ campaign and global civil society leaders have condemned the outcomes as a profound failure to meet the urgent needs of climate-vulnerable nations.

Nearly three years after its establishment, the fund has not disbursed any money to communities devastated by the climate crisis. The board has now approved operational policies that critics say establish a slow, bureaucratic, and underfunded mechanism, betraying the fund's core mandate.

The Fill The Fund campaign demands that developed countries meet their obligations and that the fund is redesigned to be fit for purpose for rapid disbursement and provide support at scale.
