Bermuda Ombudsman Welcome to the official page of the Bermuda Ombudsman. Welcome to the official page of the Bermuda Ombudsman.

Our office is responsible for investigating complaints of maladministration against over 200 publicly funded bodies, including all government departments, quangos and boards, and some charities that receive public funding. Our main purpose is to protect the public interest by providing a free, fair and independent resource to address complaints about public services. Our goal is to drive greater accountability and help improve standards across the public sector. We deal with about 250 complaints each year. Formed by an Act of Parliament (2004 Ombudsman Act), we have had three Ombudsmen. Arlene Brock was the first Ombudsman, starting in 2005, Victoria Pearman was the second, starting in 2014 and our current Ombudsman is Michael A. DeSilva, who began his tenure in 2022. Seniors aged 65+ in Bermuda may qualify for a land tax exemption on their primary residence.

For properties with an ARV of $45,500 or less, the exemption can cover roughly $1,941 in land tax. If the ARV is higher, tax is only payable on the amount above $45,500.

The exemption may also continue for up to two years after a senior’s passing if the surviving spouse is also a senior.

CASE SUMMARY:

Following the Evidence Home 🏠
When a family raised concerns about the condition of their rental property, they felt their complaint had not been properly addressed.

Because the facts were disputed, the Office investigated.

The investigation found that the property had been in good condition before the family moved in and that hoarding behaviours had significantly affected its condition. The agency had also made efforts to connect the family with appropriate support, which was declined.

After reviewing the evidence, the Office found no maladministration by the agency.

This case highlights an important principle: Ombudsman investigations are guided by facts and evidence. A finding of no maladministration is a legitimate outcome when the evidence supports the authority’s actions.

What happens when personal belongings are still held by authorities even after a pardon and release?

In this case, an inmate who had been pardoned and was due for deportation raised a concern that his confiscated personal belongings had not yet been returned despite several attempts to retrieve them.

Our Office made inquiries with the relevant authority, which promptly reviewed the matter. Within two weeks, the belongings were located and returned to the individual before he left the country.

This case shows how timely communication and coordination can lead to a fair and efficient resolution for everyone involved. It also helps reduce unnecessary delays and use of public resources.
