Tufemi /Trade Union of the Employees in the Ministry of Interior - Bulgaria Trade Union Federation of the Employees in the Ministry of Interior (TUFEMI) in Bulgaria was established on 15 February 2009. This did not solve any problems.

TUFEMI is a Member of the European Police Union. How many of you have witnessed the creation of a trade union? Do you know any newly created trade union of employees in the Ministry of Interior? In your opinion, what should happened to make sector “Security” organize themselves and create a new organization, that is an alternative to all currently existing? One of the reasons is that often verbal

flood drown the truth, because of which we have started talking in first place. Another reason is that often during the process of talking, it changes or the dialogue turns into criticism, ending in obsequiously laudation. Often laudation and criticism magically turn into excuses and the voice of the truth goes down, not so much from fear but from the feeling that there is no sense to be said. In the Bulgarian Interior Ministry we were detaining our truths, locked deep down in us, for years and we did not let them go out. For years, union leaders who had to defend our rights and fight for a decent working conditions and life, succumb to their instinct of self-preservation, which ingloriously push them to the roads of circumbendibus, weasel and redefined thoughts, in the mist that they have obligingly maintained, in order to able to escape. For years, the opportunities that were provided (very rare), which were about sharing our opinion, standing our position and speaking the truth, has been skipped on purpose. This did not relieve the employees of the Ministry of Interior. This did not make the service with higher quality or the citizens more pleased of the functions of the law enforcement. On the contrary! This made our problems more serious, deepened them to a very high level and caused spontaneous resentment of the employees of the Ministry of Interior, passed naturally through self-organization and the creation of the trade union. The year is 2009! TUFEMI / Trade Union Federation of the Employees in the Ministry of Interior / was created! The federation has been created, because there was a need of solution to many problems. Before we started searching for their solutions, we had to introduce them to the public… and we had to give a start to a real and effective social dialogue. The reality brought us to the necessity of the appearance of new subject or more specifically new content in the trade union of the employees in the Ministry of Interior in Republic of Bulgaria.

A regular meeting of the 𝐅𝐞𝐝𝐞𝐫𝐚𝐭𝐢𝐯𝐞 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐨𝐟 𝐓𝐔𝐅𝐄𝐌𝐈 is being held 𝐢𝐧 𝐏𝐥𝐨𝐯𝐝𝐢𝐯 𝐨𝐧 𝐌𝐚𝐲 𝟗–𝟏𝟎.
The Federative Council is one of the main governing bodies of TUFEMI, bringing together representatives from across the organization to discuss key priorities, strategic goals, and the protection of employees’ rights within the Ministry of Interior.

The upcoming session of the Federative Council will focus on the future development of the organization, current challenges facing employees, and the strengthening of trade union solidarity and engagement.

A day of gratitude.
But also a day of truth.

The 𝐟𝐢𝐫𝐞𝐟𝐢𝐠𝐡𝐭𝐢𝐧𝐠 𝐩𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧 has been officially recognized as 𝐜𝐚𝐫𝐜𝐢𝐧𝐨𝐠𝐞𝐧𝐢𝐜.
Firefighters go where everyone else runs from – often at the cost of their own health and lives.

Too often, without adequate protection.
Without proper medical monitoring.

This must change.
Together with the partner organisations - members of the Firefighters' Network of the European Public Service Unions (EPSU)

• recognition of firefighter-related cancer as an occupational disease;
• stronger prevention and regular medical monitoring;
• real and effective protection for firefighters.

𝐏𝐑𝐄𝐒𝐒 𝐑𝐄𝐋𝐄𝐀𝐒𝐄

On the occasion of 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐅𝐢𝐫𝐞𝐟𝐢𝐠𝐡𝐭𝐞𝐫𝐬’ 𝐃𝐚𝐲 – 𝐌𝐚𝐲 𝟒, the Trade Union Federation of Employees in the Ministry of Interior calls for urgent legislative measures to protect the health and lives of firefighters and emergency service personnel.

TUFEMI calls for:

- improved working conditions and modern protective equipment;
- enhanced medical monitoring and prevention;
- adequate funding and staffing of the system.

In 2022, the International Agency for Research on Cancer (IARC) at the World Health Organization officially classified the profession “firefighter” as carcinogenic (Group 1 – highest risk). Despite this, Bulgaria still lacks a specific framework for recognizing so-called “firefighter cancer” as an occupational disease.

At present, Bulgarian firefighters are forced to individually prove the link between their illness and their profession—a process that is long, difficult, and often unfair.

Together with partner organizations in the Firefighters’ Network of the European Public Service Unions (EPSU), TUFEMI calls for:

- recognition of oncological diseases in firefighters as occupational by presumption;
- introduction of effective decontamination measures;
- systematic medical monitoring of personnel.

𝐅𝐢𝐫𝐞𝐟𝐢𝐠𝐡𝐭𝐞𝐫𝐬 𝐩𝐚𝐲 𝐚 𝐡𝐢𝐠𝐡 𝐩𝐫𝐢𝐜𝐞 𝐟𝐨𝐫 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐚𝐟𝐞𝐭𝐲—𝐨𝐟𝐭𝐞𝐧 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞𝐢𝐫 𝐨𝐰𝐧 𝐡𝐞𝐚𝐥𝐭𝐡. 𝐈𝐭 𝐢𝐬 𝐭𝐢𝐦𝐞 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐬𝐭𝐚𝐭𝐞 𝐭𝐨 𝐚𝐜𝐤𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞 𝐭𝐡𝐢𝐬 𝐫𝐢𝐬𝐤 𝐚𝐧𝐝 𝐩𝐫𝐨𝐯𝐢𝐝𝐞 𝐫𝐞𝐚𝐥 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧.

May 4 is a day when the world honors fallen firefighters and expresses gratitude to all who risk their lives every day. In the same spirit, TUFEMI will mark International Firefighters’ Day—in memory of colleagues who lost their lives in the line of duty and in support of those who continue their work:

𝑳𝒂𝒚𝒊𝒏𝒈 𝒘𝒓𝒆𝒂𝒕𝒉𝒔: at the memorial plaque of Colonel Kiril Chamishki next to the Fire Station in Blagoevgrad at 08:10 on May 4, 2026, and at the memorial plaque of Lieutenant General Iliya Donchev in the park near the railway station in Varna at 10:00 on May 4, 2026;
𝐖𝐞𝐚𝐫𝐢𝐧𝐠 𝐚 𝐫𝐞𝐝-𝐚𝐧𝐝-𝐛𝐥𝐮𝐞 𝐫𝐢𝐛𝐛𝐨𝐧 as a symbol of the event;
Honoring fallen firefighters with a 𝐨𝐧𝐞-𝐦𝐢𝐧𝐮𝐭𝐞 𝐬𝐢𝐥𝐞𝐧𝐜𝐞, accompanied by 𝐚𝐜𝐭𝐢𝐯𝐚𝐭𝐞𝐝 𝐥𝐢𝐠𝐡𝐭 𝐬𝐢𝐠𝐧𝐚𝐥𝐬 𝐨𝐧 𝐞𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐯𝐞𝐡𝐢𝐜𝐥𝐞𝐬 at local Fire Stations across the country.

As part of the 𝐅𝐢𝐫𝐞𝐟𝐢𝐠𝐡𝐭𝐞𝐫𝐬’ 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 𝐨𝐟 𝐭𝐡𝐞 European Public Service Unions (EPSU), 𝐓𝐔𝐅𝐄𝐌𝐈 joins its European partners in calling for recognition of the firefighter's profession as carcinogenic – a classification already made by the International Agency for Research on Cancer of the WHO in 2022.

Today marks 𝟑𝟎 𝐲𝐞𝐚𝐫𝐬 𝐬𝐢𝐧𝐜𝐞 𝐭𝐡𝐞 𝐭𝐫𝐚𝐠𝐢𝐜 𝐝𝐞𝐚𝐭𝐡 𝐨𝐟 𝐭𝐡𝐫𝐞𝐞 𝐩𝐨𝐥𝐢𝐜𝐞 𝐨𝐟𝐟𝐢𝐜𝐞𝐫𝐬 – 𝐊𝐫𝐚𝐬𝐢𝐦𝐢𝐫 𝐓𝐫𝐨𝐬𝐡𝐚𝐧𝐨𝐯 and 𝐘𝐨𝐫𝐝𝐚𝐧 𝐁𝐢𝐧𝐞𝐯 from the Sofia Regional Directorate of Interior, and their colleague from 9 Police Station, 𝐀𝐧𝐠𝐞𝐥 𝐀𝐧𝐠𝐞𝐥𝐨𝐯.👮‍♂️👮👮

A barrage of gunfire echoed through the panel buildings of the Lyulin residential district in Sofia in the early morning of May 3, 1996. Minutes later, in entrance B of Block 329, the three officers were killed—brutally shot while attempting to respond to a report of extortion.

The site in front of the building, where an improvised memorial has been built in their honor, must not be abandoned. That is why yesterday we did what we could to restore it to a more decent condition.

We continued today - with bowing our heads in their memory, on the very day when their young lives were taken.

Today at 10:00 a.m., together with colleagues from 9 Police Station of the Sofia Directorate of Interior, the President of the Management Board of TUFEMI laid flowers and a wreath at the memorial as a sign of respect for these heroes.

Labor Day reminds us that fair wages, safe conditions, and dignity at work are not given—they are achieved together.

Trade unions remain essential in defending these rights and ensuring every worker has a voice.
