LIBRe Foundation is a Bulgarian non-governmental non-for-profit organization founded in 2015.
The Foundation covers research and consultancy work in IT law and related policy, ethical, and social issues in the areas of digital society and digital rights, data management, privacy and (cyber) security, e-commerce, e-government, e-justice, automation and autonomous systems, artificial intelligence.
Main activities include research on information technologies, organisational behaviour, and law, as well as development of interactive solutions and communication strategies, organisation of awareness campaigns on key issues in the respective areas of competence, publishing, and training. LIBRe Foundation has already been involved in over 120 consultancy, research and awareness projects of different scale and level of impact in the field of information technology law, security, and data protection.
LIBRe Foundation expertise includes but is not limited to:
(a) legal and organizational analyses of digital transformation and technology-enhanced use cases
(b) legal and organizational analyses for the design, development, and implementation of software applications within the respective industry’s regulatory requirements and the applied requirements of information technology law
(c) all-inclusive privacy and data protection consultancy, including (legal) consultations on privacy by design measures for software applications and/or embedded security technologies, and development of a comprehensive data protection program for compliance (data mapping and analysis of data flows, data protection impact assessment, and development of internal rules and procedures, etc.)
(d) legal and ethical aspects regarding automated and semi-automated environments and intelligent systems with respect to accountability, liability, explainability, interpretability, fairness, transparency, cybersecurity, etc.
LIBRe Foundation's primary focus is on research and consultancy for the law enforcement, judicial and government domains, where the organization has been involved in a series of strategic and legislative developments, and large-scale projects with national significance.
However, LIBRe Foundation also has very successful SMEs and NGOs support initiatives with over 60 organizations benefiting from their consultancy services. Most consultancy falls under the e-commerce, privacy, or intellectual property umbrellas, but also regulatory law in specific industrial domains, such as transport, healthcare, e-government, and manufacturing, depending on the services offered. LIBRe Foundation implements risk-based security, privacy-by-design or end-user protection approaches especially in legal/organizational analyses for the design, development, and implementation of software applications. Our assessments cover several types of risks related to both the enterprise/institution and contractors/corporate-/end users. The organization provides flexible services according to the size, needs and position of each client in the value chain.
LIBRe Foundation also performs dissemination, awareness and event management activities related to their projects when applicable. In addition, LIBRe Foundation developed a privacy awareness initiative dedicated to children conducting sessions on privacy combined with a variety of topical applications, i.e., e-commerce, drones, IoT, etc.
