We are a group of people aimed on improving animal welfare in Bulgaria, with a focus on the massive stray problem in Bulgarian cities. The
re are shocking reports of abuse and pointless attempts at extermination, and this has been the case for many years. While generic laws protecting animal welfare exist in Bulgaria, they are rarely enforced and offenders are not punished to a degree that would make them reconsider their actions. Since 2017, every domestic dog must have a microchip and a passport. The local administration and the Regional Directorate for Food Safety should monitor whether the owners have fulfilled their obligations - All dogs are subject to mandatory registration in the Integrated Information System of the BFSA VetIS. The registration should be made within seven days of its acquisition or at the age of 4 months by a licensed veterinarian. Upon registration of the dog, the veterinarian places a microchip in accordance with the EU Standard - ISO 11784. Due to the missing control, yet the number of abandoned animals that have certainly been pets, keeps increasing and there is no visible effort by the relevant institutions to enforce the rules. As a result, Four years later, there is a 30-40% increase of abandoned dogs.There are no convictions or fines issued. Where some progress has been made, it has always been the NGOs at the forefront of the change, not government institutions. This is why we started this project, hoping to bring change to our country and eventually solve the stray issue via the humane methods we know and have seen working. For example: The trade of animals on the Internet, which for years remain unregistered with the "kind" ignorance of the BFSA ( Regional Directorate for Food Safety) and local authorities. Tо sell animals falls into the categories that will be subject to 15% tax, and the NRA seems to make checks only on the basis of the seller's phone number, even that people are raising dally signals, this does not give a positive return and eventually stays in the dark. There is no method and official statement of the institutions why this is not permanent determent and over watched, why there is no regulation and clear resolution to this disturbing social disorder of regulatory thresholds of altered animal breeding. Our goals:
To establish at least two shelters, following up with emergencies central/clinics in at least 5 major cities, so that we can react to any signal anywhere in the country. To engaged with the local Zoo Police to stimulate their activity, by providing them our facilities and professional help. To work with the local government and law enforcement, where we aim to create and implement comprehensive programs against animal cruelty and education in animal welfare. To integrate renewable energy solutions in our facilities, and be carbon neutral from the start
To create social programs engaging children with shelter animals, to educate them in the importance of animal welfare and the impact they can make. There will be a specific focus on working with orphans, as we strongly believe this can help all involved feel that they belong and matter. To expand and provide more assistance in other Balkan countries. Show strong and growing concern for the welfare and protection of animals in Bulgaria.
