At the occasion of the meeting between Commissioner for International Partnerships Jozef Síkela and Dr. Sara Olsvig, Chair of the ICC Greenland in Nuuk on 19 May 2026, the Commissioner and the Chair welcomed the results of the second Programme Call for Proposals.

The ICC Greenland project “Ilismasanik pilersitseqatigiinneq” (Creating knowledge together) will receive EUR 100,000 to establish a network of Inuit biodiversity monitors across Kalaallit Nunaat.

Rooted in Indigenous Knowledge, the initiative will engage Inuit harvesters - hunters, fishers, and berry gatherers - as key knowledge holders of coastal ecosystems. The network will strengthen Inuit-led stewardship, support long-term environmental observations, and improve biodiversity decision-making.

Closely aligned with the Circumpolar Biodiversity Monitoring Programme (CBMP), the project will also contribute to national biodiversity commitments under the Convention on Biological Diversity, integrating Indigenous Knowledge into monitoring and reporting systems.

This initiative reflects the importance of community-driven biodiversity action in supporting resilient ecosystems in the Arctic. It also builds on BESTLIFE2030’s growing portfolio in Greenland, supporting locally led biodiversity action and community-based stewardship across Arctic ecosystems.

At the CPMR Islands Commission General Assembly, the BESTLIFE2030 Programme highlighted how locally led biodiversity action is supporting a just, green and social transformation in EU islands and outermost regions.

During the roundtable discussion, Erwin Jayson Amavassee introduced the Programme and its work across EU outermost regions, where 76 projects are currently being supported under .

Paul Sauboua shared examples from La Réunion, the French Caribbean and French Guiana, showing how are helping communities strengthen ecosystem resilience, address pollution and support sustainable territorial management.

The discussion reinforced an important point: islands are not only highly vulnerable to climate and environmental challenges, they can also act as testing grounds for innovative, scalable and inclusive solutions.

🌿 Building climate resilience on Klein Bonaire

Part of the Programme, this project supports the protection and restoration of Klein Bonaire’s fragile ecosystems through sustainable use and habitat restoration.

The island faces increasing pressure from human activity and environmental change. The project promotes sustainable resource management by monitoring visitor impacts, strengthening site management and raising awareness of responsible tourism.
Over 18 months, restoration actions will include reforestation, rewilding and control of non-native species to support native biodiversity. A watchtower at No Name Beach will also ensure a permanent ranger presence to strengthen conservation efforts.

🐋 OceanIA: Reducing whale collisions in French Polynesia

Part of the Programme, the OceanIA project aims to reduce collisions between vessels and cetaceans, a major threat to marine mammals.

In French Polynesia, humpback whales are classified as Endangered. To help protect them, the project will deploy an innovative monitoring system along the route between Tahiti and Moorea, where collision risks are high.

Over 20 months, a real-time detection platform combining cameras and Artificial Intelligence will identify whales and vessels within a 2–3 km radius and alert captains to avoid collisions. Awareness actions will also promote safer navigation practices, including the use of tools such as the WhaleAlert app.

The EU and Overseas Countries and Territories (OCTs) are entering a new phase of partnership under the Global Gateway strategy with stronger investment, deeper collaboration, and real outcomes on the ground.

The European Commission has proposed to nearly double financial support for OCTs, from €500 million to €999 million in the next EU budget cycle. This shows long-term commitment to sustainable development and resilience across these regions.

Through , this renewed partnership is already delivering. With nearly €3.9 million for its second call for proposals, the Programme supports local action to protect and restore biodiversity in some of the world’s most unique and vulnerable ecosystems. From the Caribbean to the Pacific, investing in nature means investing in local communities, climate resilience and a sustainable future.

On 11 April, during the OCTA Ministerial Conference in Aruba 2026, Cristina Romero, Senior Programme Manager at the IUCN EU Representative Office, joined Telearuba to spotlight the Programme.

This moment was part of a broader mission:

👉 To strengthen political recognition of Overseas Countries and Territories as key biodiversity partners of the EU
👉 To mobilise collective leadership for sustained investment in overseas biodiversity

Her message was clear:

🌊 Overseas Countries and Territories manage globally important ecosystems
🌿 They deliver real conservation solutions
🤝 They are essential partners for Europe’s biodiversity goals

💬 “We are not only providing funding but also guiding and strengthening local organisations to achieve concrete results in environmental protection.”

Through BESTLIFE2030, local action is turning into global impact.

In 2026, the BEST initiative will launch a new effort to secure sustained investment in biodiversity action across EU overseas regions and Overseas Countries and Territories.

This comes at a critical time. The European Union is preparing its next Multiannual Financial Framework (2028–2034), while global biodiversity processes move into implementation. Decisions taken now will shape funding for the coming decade.

Through the BEST initiative and the Programme, local actors have already restored habitats, strengthened conservation practices and developed solutions adapted to island contexts. These results show that when funding reaches local stakeholders, it delivers lasting impact.

The priority now is clear:

• secure long-term, predictable funding
• support region-led approaches
• move from short-term projects to sustained investment

Key milestones in 2026 will connect regional leadership with policy and global processes, from Aruba to Brussels, Yerevan and Guadeloupe.

EU overseas regions and territories are essential partners in delivering biodiversity and climate objectives. Ensuring continuity of action is critical.
