♻️ Make the Circular Economy Act work for business

In a letter to Executive Vice-President Stéphane Séjourné and Commissioner Jessika Roswall, Eurochambres President Vladimír Dlouhý calls for a genuine single market for waste and secondary raw materials to strengthen Europe’s economic resilience and competitiveness.

Divergent end-of-waste and by-product criteria, fragmented extended producer responsibility (EPR) systems, and disproportionate requirements, such as those under the Packaging and Packaging Waste Regulation, continue to hold back the transition to a circular economy.

Eurochambres urges the Commission to:
📲 Establish an EU-wide digital one-stop shop for EPR systems
📄 Harmonise end-of-waste and by-product criteria across the EU
⚖️ Ensure practical and proportionate rules for SMEs

The Circular Economy Act must empower all businesses, particularly SMEs, to advance circularity.

🎓 In 2024, only 56% of requested + mobility places for learners received funding, leaving 44% of demand unmet. And while the EU aims to reach 12% VET mobility by 2030, the current rate stands at around 5%.

On 14-15 October, Eurochambres joined policymakers, employers, apprentices and training providers in Paris for two days of discussions on advancing apprentice mobility across Europe, organised by Euro App Mobility, including the launch of the European Club of Employers at the French Senate.

🗨️ Speaking at the launch dinner, Larisa Panait, Eurochambres’ Head of Skills and Jobs, presented our advocacy efforts to make apprentice mobility more accessible to young people and businesses, particularly SMEs, highlighting three priorities for the next Erasmus+ programme (2028-2034):

🪙 Sufficient and dedicated funding for VET mobility to meet growing demand and achieve the EU’s mobility targets.
🔀 Greater flexibility, ensuring that shorter mobility periods remain supported alongside longer placements, reflecting the operational realities of SMEs.
💪 Simpler, digital procedures and stronger support structures.

Ultimately, our ambition should be to make mobility a normal part of apprenticeships across Europe, giving more young people the opportunity to develop their skills abroad, while making it easier for companies of all sizes to support and benefit from these experiences.

Between 2021 and 2025, AI adoption increased across Europe, with Nordic countries leading the way. Southern and Eastern European countries, meanwhile, continue to lag behind.

🪢 Stronger EU-Türkiye economic ties need practical steps that work for businesses.

At the EU-Türkiye Business Roundtable, held ahead of the EU-Türkiye High-Level Dialogue on Trade, Eurochambres CEO Ben Butters highlighted the role of chambers in strengthening economic relations, boosting competitiveness and resilience, and making cooperation work on the ground.

From the chambers’ perspective, three priorities stand out:

🛃 Modernise the Customs Union to reflect today’s realities, extending it to services, agriculture, e-commerce and public procurement, while aligning green and digital rules to support competitive, future-proof value chains.

🌐 Improve the business environment through simpler customs procedures, regulatory convergence on standards and climate rules, and a transparent, predictable framework for investment.

🔗 Deepen connectivity and industrial cooperation to build stronger, more resilient value chains.

Through the second phase of the EU-funded project Türkiye-EU Business Dialogue (TEBD II), Eurochambres, in cooperation with TOBB | Türkiye Odalar ve Borsalar Birliği, supports chamber cooperation, SME internationalisation, regulatory alignment, and the adoption of digital and green technologies. This practical work helps build trust and confidence between European and Turkish businesses.

The economic partnership is strategic. The business community stands ready to deepen it.

💪 ≠ ✂️ Europe’s competitiveness needs investment, not cuts.

Ahead of this week’s European Council, Eurochambres President Vladimír Dlouhý has written to European Council President António Costa, urging EU leaders to protect funding for Europe’s competitiveness in the next long-term EU budget.

The Irish Presidency’s latest proposal cuts the European Competitiveness Fund (ECF) by €47 billion, an 11.5% reduction. The budget heading covering competitiveness, research and defence faces a 13% cut.

Eurochambres calls on member states to:
🪙 Restore the ECF, including Horizon Europe, to at least €409 billion.
🏪 Ensure SMEs have simple, fast access to funding.
🎯 Prioritise scale-ups, industrial transformation, skills and strategic technologies.

Europe’s competitiveness ambitions must be matched by investment.

📈 How can Europe turn AI innovation into real productivity gains for businesses and SMEs?

This evening, Eurochambres launched its Chief Economists Working Paper, “The Effects of AI on Europe’s Productivity” (https://bit.ly/CEWP_AI_Productivity), at an event in Brussels bringing together policymakers, business representatives and experts. The paper was prepared in close collaboration with the Hungarian Chamber of Commerce & Industry.

👏 Many thanks to Eurochambres President, Vladimír Dlouhý, for a timely reflection on Europe's productivity challenge and the need for evidence-driven AI adoption, Benedek Lits and Peter Karpati for presenting the study's key findings, Eszter Batta, Alexia Maes and Diana Marcello for the engaging panel discussion, and to Magyar Kereskedelmi és Iparkamara president Elek Nagy, for his insightful closing remarks.
