Eurochambres – the association of European chambers of commerce and industry – represents over 20 million businesses via its network of national chambers across Europe. Chambers’ member businesses – of which around 93% are SMEs – collectively employ over 120 million people.

♻️ New EU packaging rules create single market barriers

As of today, businesses across Europe are being asked to comply with the Packaging and Packaging Waste Regulation (PPWR), even though key parts of the framework remain incomplete.

Reacting to the PPWR’s application, Eurochambres raises serious concerns over missing secondary legislation, complex requirements and burdensome Extended Producer Responsibility (EPR) obligations, which create disproportionate costs and legal uncertainty for businesses.

One example is the obligation to appoint an authorised representative for EPR schemes in each member state. For many SMEs, the associated costs exceed the commercial value of cross-border activities, making sales across the single market commercially unviable.

Eurochambres therefore calls for:
✅ An immediate stop-the-clock for the PPWR
✅ The swift adoption of missing delegated and implementing acts
✅ Targeted simplification to make the rules workable for businesses
✅ Renewed Council negotiations on suspending the authorised representative requirement
