Applications are now open for the URBACT Accelerator for Ukraine and Moldova! 🇺🇦🇲🇩

This new bespoke learning programme is designed to strengthen capacities for urban reconstruction, revitalisation, resilience and crisis management in line with EU sustainable urban development framework.

The call invites cities to express their interest and apply for:

💡 𝗨𝗿𝗯𝗮𝗻 𝗞𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲 𝗧𝗿𝗮𝗰𝗸
Learning and exchange for all participating cities, including webinars, study visits and national events.

🧭 𝗨𝗿𝗯𝗮𝗻 𝗔𝗰𝘁𝗶𝗼𝗻 𝗟𝗮𝗯 𝗧𝗿𝗮𝗰𝗸
Extra support for 10 cities in Ukraine and Moldova to design and implement small-scale urban actions, with up to EUR 40,000 in funding.

🏆 Introducing the Bridges of Trust Partnerships Award 2026!

We are thrilled to announce that the European Partnership Hub Secretariat and the Bridges of Trust (BoT) Community — jointly — are launching the BoT Partnerships Award 2026, supported by the EU and its member states through U-LEAD with Europe.

Municipal partnerships between Ukrainian and European local governments are at the heart of Ukraine’s recovery, resilience, and EU integration. Through the Bridges of Trust Community, we have been championing these stories of cooperation. Now, we want to recognise and amplify them at the national and European levels.

🎯 Five partnerships will be awarded the title of BoT Ambassador 2026!

The award is open to municipal partnerships between Ukrainian municipalities and partners in:

This award is built by the community, for the community — with pre-selection by our network of BoT Community Actors across 13 countries, a final jury bringing together Council of European Municipalities and Regions (CEMR), U-LEAD with Europe, and the Le Comité européen des régions the Regions, and validation by the four All-Ukrainian Associations.

🇺🇦 A week-long mission to Kyiv reaffirmed a key reality: ’s recovery and EU accession cannot rely on fragmented cooperation efforts.

The , developed jointly with the Bridges of Trust Community actors, is designed to align actions, to coordinate, and to scale up international municipal partnerships between European and Ukrainian municipalities.

Its Secretariat, hosted by , carried out a week-long mission to Kyiv. Discussions with Ukrainian associations of local and regional governments, mayors, ministries, the EU Delegation to Ukraine, and Bridges of Trust Community actors highlighted a shared priority: ensuring a more coordinated European approach to cooperation with Ukrainian municipalities.

This is especially critical in the current context, amid Russia’s full-scale invasion of Ukraine, ongoing EU accession negotiations, discussions on the next Multiannual Financial Framework ( ), and the upcoming Ukraine Recovery Conference ( ). These parallel processes make it essential to advocate for a stronger role of local and regional governments in both policy design and implementation.

🇸🇪 🇺🇦 How can municipal partnerships continue to grow, evolve, and create lasting impact over time? 🇸🇪 🇺🇦

The long-standing cooperation between hashtag 🇸🇪 and hashtag 🇺🇦 is a strong example of how resilient and sustainable these partnerships can become, with youth engagement now opening a new chapter in their collaboration.

Last week, the Bridges of Trust Community at Council of European Municipalities and Regions (CEMR) had the pleasure of welcoming a youth delegation from Slobozhanske (Ukraine) and Vännäs (Sweden), twin municipalities since 2023, as part of the Path to Truth youth exchange project funded by the Swedish Institute.

The project brings together young people from both municipalities to strengthen critical thinking and deepen their understanding of disinformation through cross-border cooperation and dialogue.

During their visit to Brussels, the students met with the Bridges of Trust Community at CEMR to learn more about how municipal partnerships are created, supported, and sustained over time. The exchange also became an opportunity to discuss how young people can play a stronger role in shaping and contributing to twinning partnerships in the future.

It was inspiring to see how the Vännäs–Slobozhanske partnership continues to develop beyond its initial framework, creating new opportunities for cooperation, learning, and people-to-people connections. Initiatives like these demonstrate how municipal partnerships can remain dynamic, resilient, and meaningful in the long term.

The students will continue working together remotely before reuniting in Vännäs in autumn 2026 for a public exhibition presenting the results of their cooperation. 🇸🇪 🇺🇦

𝗘𝘂𝗿𝗼𝗽𝗲 𝗗𝗮𝘆 reminds us that Europe was built as a project of peace. 🇪🇺

On 9 May 1950, the Schuman Declaration laid the foundations for a new form of cooperation in Europe, one designed to make « conflict not only unthinkable », but « materially impossible ».

But Europe was never built only through treaties and institutions.

It was also shaped through 𝗰𝗼𝗻𝗻𝗲𝗰𝘁𝗶𝗼𝗻𝘀 𝗯𝗲𝘁𝘄𝗲𝗲𝗻 𝗽𝗲𝗼𝗽𝗹𝗲, 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝗰𝗶𝘁𝗶𝗲𝘀. For decades, municipal partnerships and town twinning initiatives have helped bring Europeans closer together. Through cultural exchanges, shared projects, technical cooperation and people-to-people contacts, cities across the continent created lasting relationships based on dialogue, trust and mutual understanding.

These partnerships transformed European cooperation into something tangible and local. They allowed communities to learn from one another, work through differences, and build a shared sense of belonging across borders.

Today, Ukraine celebrates Europe Day alongside European Union countries.
At a time when solidarity, cohesion and reconstruction are more important than ever, partnerships between municipalities continue to play a key role. Across Europe and Ukraine, local governments are working together, sharing expertise, supporting recovery efforts and building long-term relationships between communities.

In this way, municipal cooperation continues the spirit that Europe Day represents:
peace built through cooperation, unity strengthened through solidarity, and mutual understanding created through lasting human connections. 🇪🇺🇺🇦

📌 The online course “Municipal Partnerships for European Integration » brought together over 150 Ukrainian municipalities 🇺🇦🇪🇺

Developed by Cities4Cities experts within the Polaris Programme, the course focuses on the practical preparation of municipalities to operate in the context of Ukraine’s EU integration — a process that is already reshaping local governance and development.

Throughout the course, participants explore how these changes translate into practice:
🔹 applying the experience of European municipalities
🔹 working with EU instruments
🔹 building capacities for project implementation
🔹 developing international partnerships and a strong municipal profile

During the final session, Stanislav Taran presented the opportunities offered by Bridges of Trust Community and the — a Community and an All-in-One digital tool supporting municipalities in building sustainable partnerships.

Municipal cooperation plays a key role in Ukraine’s EU integration. Beyond replicating success stories, it enables local governments to learn from shared challenges, strengthen capacities, and deliver tangible results on the ground.

Bridges of Trust is implemented in cooperation with the Association of Ukrainian Cities, with the support of U-LEAD with Europe.

The Info Session dedicated to municipalities without international partners brought together around 50 representatives of Ukrainian municipalities and local military administrations to explore new opportunities for cooperation.

Organised in close collaboration between Association of Ukrainian Cities (AUC), Council of European Municipalities and Regions (CEMR) and supported by U-LEAD with Europe, the session provided a clear overview of the joint project “Strengthening the capacity of Ukrainian municipalities towards European integration”.

Participants were introduced to the Bridges of Trust Community and the —  (one-stop-shop for EU-Ukraine municipal cooperation).

Contributions from Poliana and Pavlohrad representatives highlighted how cooperation with other European partners can translate into tangible local impact: from improving school meal systems and waste management to maintaining exchanges and collaboration even in challenging contexts.

The session also clarified the selection criteria and process for municipalities interested in joining the initiative, encouraging those without established partnerships to engage further with AUC.
