🛑 The , which entered into force on the 12th of August, was meant to simplify: one EU rulebook instead of 27 national ones. But read together with the Ecodesign for Sustainable Products Regulation (ESPR), the same product ends up regulated twice: once as a product, once as its packaging, often with separate digital identifiers, separate registries, separate compliance logic.
Add CBAM, EUDR, and CSRD, and a single SME can be looking at €5,000-15,000 in adaptation costs before it sells a single unit. With key delegated acts still missing, companies are being asked to comply with a rulebook that isn't finished.
European Entrepreneurs calls for:
➡️ A moratorium on penalties until the rules are actually final
➡️ A stock safeguard clause for packaging already produced or purchased
➡️ One interoperable digital data layer for PPWR and ESPR - no duplicate QR codes or passports
➡️ Consistent SME and Small Mid-Cap treatment across both regulations
➡️ A consolidated delegated-act calendar with real transition time
Simplification was the promise. Right now, businesses are getting the opposite.
