๐Ÿ”ดCreative Europe programme is at risk. The European Commission wants to merge Creative Europe with other programs.

๐Ÿ”ดAct now. Swinging Europe - The European Swing Network, Lindy Hop Bulgaria and Swing in Greece have signed Culture Action Europeโ€™s petition.

Culture Action Europe is a pan-European network that brings together 260 cultural networks, organisations, artists, and activists from 35 European countries.

๐Ÿ”ดSign here (It's free. Link also in the comments of this original post on SEN's FB Page):

https://cultureactioneurope.org/projects/cultureactionnow/endorse-the-campaign/

๐Ÿ”ปMerging a stand-alone programme with others means less opportunities for the Cultural and Creative Sectors to sustain initiatives and projects, such as Swinging Europe- The European Swing Network, which has been creating impact in the Swing Music and Swing Dance Sector for three consecutive funding circles since 2017:
(Read here: https://swingingeurope.eu/project/).
It jeopardises Creative Europeโ€™s visibility, focus and impact.

Creative Europe boosts the competitiveness of Europeโ€™s cultural and creative sectors, encourages democratic participation in culture and strengthens social cohesion.

https://creativesunite.eu/article/let-culture-lead-us-forward
๐Ÿ”ด"The European cultural sector has come together to call on the European Commissioni, European Parliament and Member States to reinforce the Creative Europe programme in the next EU long-term budget (MFF, Multi-annual Financial Framework), which is 16/7/2025.

๐Ÿ”ดThe open letter has been endorsed by 70+ European associations, collectively representing close to 20.000 organisations active across the performing arts, music, literature, architecture, heritage, visual arts, audiovisual, and media sectors throughout Europe. In addition, 200+ national cultural organisations have expressed their support for the initiative.

๐Ÿ”ดCreative Europe is the EUโ€™s only programme fully dedicated to culture and the creative sectors. Yet it represents a tiny fraction of the EU budget. Doubling the budget of Creative Europe would be a modest investment financially, but a powerful signal of commitment to the values of solidarity, creativity, and European identity.

๐Ÿ”ดAcross Europe, cultural organisations are under pressure: facing cuts, inflation, and increasingly constrained freedoms. If we want artists and institutions to continue inspiring, connecting and challenging our societies, we must give them the means to do so.

๐Ÿ”ปThatโ€™s why the sector is coming together to urge the European institutions and member states to:

๐Ÿ”ปSupport a stand-alone Creative Europe programme in the next MFF;

๐Ÿ”ปDouble the budget of Creative Europe to reflect its real value and potential impact;

๐Ÿ”ปDefend culture as a strategic investment in the future of Europe.

๐Ÿ”ดCulture is how Europe speaks to its citizens and to the world. Letโ€™s give it the place and the support it deserves.".

Further actions (source: Culture Action Europe)

๐Ÿ”ด "1. Write to your national finance ministers and call for an independent Creative Europe programme and a minimum of 2% for culture in the next EU budget. You will find templates and instructions to make this simple that have been created by Culture Action Europe.

๐Ÿ”ด2. Endorse two campaigns demanding concrete action

๐Ÿ”ด Ask, Pay, Trust, which calls on EU leaders to recognise, fairly fund, and trust artists and cultural professionals

๐Ÿ”ดLet Culture Lead Us Forward, which urges the EU to double the Creative Europe budget and treat culture as a strategic investment in Europeโ€™s future.

Our main findings:

1) Creative Europeโ€™s Culture strand;
2) Creative Europeโ€™s MEDIA+ strand;
3) Citizens, Equality, Rights and Values Programme as a third strand.

๐Ÿ”ป2.โ  โ The Cross-Sectoral strand is absent. Instead, the proposal introduces cross-cutting and horizontal priorities and activities, with Programme Desks (=Creative Europe Desks) mentioned among them.

Based on the proposed objectives of the Culture strand, the next programme will probably retain key schemes such as cooperation projects, networks, platforms, mobility, European Capitals of Culture, and the European Heritage Label. However, actions targeting specific cultural sectors (like music) are uncertain or not clearly mentioned.

The proposal states that the implementation of the โ€˜Cultureโ€™ strand shall fully respect artistic freedom and contribute to improving working conditions for artists and cultural professionals. Might be new conditionality in the future.

Actual cost reimbursement will only be allowed where the objectives of an action cannot be achieved otherwise.

The total budget of the programme and how it will be divided between strands is still unknown. In the current Creative Europe programme, allocations are fixed in the regulation. The Learning Network is a concept developed by Belgian Swinging Europe Network project partner Upside Down (former Louis Lou), aiming to further connect European organizers and motivated community members of the Swing Dance and Music scene. During the Learning Network gatherings, participants engage on deeper and organizational topics, to learn and grow together on topics that are important to us all.

For the past 3 years, the LN has been organised 3 times a year, online and in person, using the โ€˜Learning Networkโ€™ methodology that has been proven pleasant and efficient.

30/11/2024

Reaching out to new Networks, openness, an outward, collective and collaborative approach are essential qualities that help organisations grow, reach more audiences and become sustainable entities.

Those are some of the takeouts from the two-day 4th Annual Swinging Europe Network that concluded on Friday 29/11 in Montesilvano, Pescara. The co-funded by the Creative Europe programme of the EU 2024 edition of the conference was organised at Grand Hotel Adriatico by Italian Swing Dance Academy (ISDA), a project partner and member of The European Swing Network.

Highlight of the conference was Angelo Valori, Pescara Jazz Festival Director and president of the I-Jazz Association (ItaliaJazz), who referred to the benefits of establishing and creating jazz music networks in Italy and Europe. Music networks can support artistic development, create opportunities for developing projects and communication. The human contact is of utmost importance in any networking organisation and Angelo laughingly added that he thoroughly values the outcomes of the coffee breaks in conferences. On a community level, he aspires that jazz music will become more inclusive.

An initial attempt to establish connection with local administration representatives was made through the quest of what is a best way to work with policymakers in order to establish a fruitful connection for both sides. Mayor of Pescara, Carlo Masci, Sindaco di Pescara, elaborated on a subject most interesting among cultural organisations, which often seek funding or municipality-owned venues to host their larger scale events.

Montesilvanoโ€™s Events Councillor Corinna Sandias and Montesilvano Councillor, Adriano Tocco, attended the Press Conference that took place at the venue, highlighting the impact of cultural events as key factors that boost local economy. The example of Swing on the Beach - The italian "Swing Craze" Festival organized by ISDS -currently taking place between 29/11-1/12/2024 at the same venue- is a characteristic one. The discussion also evolved around how Sports and Culture are interconnected and the ways they could produce even more social and financial impact at local or nationwide level.

Renato Pilogallo elaborated on a session devoted to mental health and well-being through art, followed by a session on Audience Development, a key deliverable of the current 2022-2025 funding period of the project. Lithuanian project partner What a Jazz dance studio involved participants on a group hands-on activity regarding ways to widen, deepen and expanding new or existing audiences.

The Conference in-person edition of the so called Learning Network, an activity implemented during the current funding period of the SEN project by Belgian partner Upside Down, produced interesting results on each of the categories: on the Artistsโ€™ Development, participants discussed ways of supporting the Swing Sector: establishing contract templates and recommendations, the need for making contracts obligatory, ask artists to sign a chart or code of value of the festival, have incentives for green behaviour.
The questions of what constitutes a community in the Swing dance sector and whether socializing and dancing can take place in the same room were among the topics discussed under the Social category of the LN, whereas the fact that knowledge and interest in the History of swing dance can differ from country to country, but that does not necessarily imply disrespect towards the culture was discussed in the History and Preservation team.

Legendary choreographer Chester Whitmore, Barbara Jones director of The Harlem Swing Dance Society and Paulette Brockington, dancer, choreographer, founder of the American Lindy Hop Championships and Assistant Professor of Dance at the University of Michigan delved into the Cultural Appreciation, Cultural Appropriation and Competency session.
