UN released a report — "Utilized, Militarized, Shielded" — documenting how settler violence is state violence: settlers are enlisted as reservists, armed with 230,000 new gun permits, organised into "Emergency Response Squads" funded by the government, and shielded by a system where 94% of investigations into settler crimes against Palestinians are closed without action. Palestinian human rights organisations have been saying this for decades: settlers are the armed wing of the colonial state.

A historical opinion by the European Commission’s then top lawyer, obtained by EUobserver, said the bloc was legally entitled to suspend cooperation with Israel, such as its ‘Horizon Europe’ science grants and ‘Erasmus’ student-exchange scheme, already in 2017 due to Israel’s violations of international law in the West Bank. It showed the EU was fully aware of Israeli abuses, that they were getting worse, that dialogue with Israel was ineffective, and that Palestinians had no legal redress.

A "strictly confidential", but leaked, EU legal memo from 2017 said Europe was entitled to freeze Israel science grants and free-trade perks over its West Bank aggression. "What was then a legitimate option, today is a legal obligation," an Italian expert said.
