📍Namur 🇧🇪, RECEF 2026
Last week, we participated in the annual Réseau des Compétences électorale francophones (RECEF) seminar in Namur, Belgium, held under the theme “Electoral Registers: From Registration to Voting.” 🗳️
Representing ECES, our Head of Programmes and Resource Mobilisation, Madjiguene Thiam, presented ECES’ innovative LEAD AI methodology, which combines leadership development with the responsible use of Artificial Intelligence in electoral contexts. She highlighted both the opportunities AI offers throughout the electoral cycle—from voter registration and electoral logistics to disinformation monitoring and results auditing—and the risks it poses, including deepfakes, cybersecurity threats, algorithmic bias and challenges to public trust.
Madjiguene also shared key lessons from the recent AAEA–ECES Executive Learning Mission to Rome, which brought together 14 African Electoral Management Bodies (EMBs) and 5 regional and continental networks of EMBs to discuss electoral governance, AI, cybersecurity and digital sovereignty, culminating in the adoption of the Rome Declaration on responsible AI and cyber-resilient elections.
The seminar also marked an important moment for the francophone electoral community, with Biram SENE, Director General of Elections of Senegal 🇸🇳 , unanimously elected President of RECEF, which brings together electoral institutions from 37 member countries. 👏👏
