European Centre for Electoral Support ECES is a Brussels-based non profit private foundation that promotes sustainable democratic development. It is composed by 14 members from 11 EU Member States.

📍Namur 🇧🇪, RECEF 2026

Last week, we participated in the annual Réseau des Compétences électorale francophones (RECEF) seminar in Namur, Belgium, held under the theme “Electoral Registers: From Registration to Voting.” 🗳️

Representing ECES, our Head of Programmes and Resource Mobilisation, Madjiguene Thiam, presented ECES’ innovative LEAD AI methodology, which combines leadership development with the responsible use of Artificial Intelligence in electoral contexts. She highlighted both the opportunities AI offers throughout the electoral cycle—from voter registration and electoral logistics to disinformation monitoring and results auditing—and the risks it poses, including deepfakes, cybersecurity threats, algorithmic bias and challenges to public trust.

Madjiguene also shared key lessons from the recent AAEA–ECES Executive Learning Mission to Rome, which brought together 14 African Electoral Management Bodies (EMBs) and 5 regional and continental networks of EMBs to discuss electoral governance, AI, cybersecurity and digital sovereignty, culminating in the adoption of the Rome Declaration on responsible AI and cyber-resilient elections.

The seminar also marked an important moment for the francophone electoral community, with Biram SENE, Director General of Elections of Senegal 🇸🇳 , unanimously elected President of RECEF, which brings together electoral institutions from 37 member countries. 👏👏

📍Moroni, Union des Comores 🇰🇲

Quinzaine de l’Europe🇪🇺- Une exposition retrace l’épopée européenne des droits des femmes

Au début du mois de Juin, l’Alliance Française de Moroni a ouvert une exposition consacrée à l’épopée européenne des droits des femmes. Cette exposition a permis d’offrir au public une fenêtre historique sur 4 siècles de combats pour les droits des femmes, menés par des figures européennes inspirantes. 30 portraits des 20 femmes pionnières et 10 hommes alliés, retraçant l’évolution de ces droits en Europe.

À travers ces éléments, l’exposition a mis en lumière les combats menés par des générations de femmes pour obtenir des droits fondamentaux tels que le droit à l’éducation, au travail, au vote, à l’égalité devant la loi et à une meilleure représentation dans la vie politique et sociale.

Le vernissage, en compagnie de jeunes élèves, a également permis de rendre hommage à une figure masculine pionnière de ce combat, Léon Richer, que plusieurs femmes féministes ont qualifié de père du féminisme. C’était un moyen pour le projet en Union des Comores, et la Commission Nationale des Droits de l’Homme, organisateurs de l’événement, de rappeler l’importance des hommes alliés pour les droits des femmes à travers la mise en avant de cette personnalité emblématique.

M. Pavlos Evangélidis, Chargé d’Affaires de l’Union européenne, l’a d’ailleurs rappelé, en disant que Léon Richer aurait pu ne rien faire, mais qu’il a choisi au contraire de consacrer sa vie à ce noble combat.

Fidèle à sa mission de promotion de la culture et du dialogue, l’Alliance Française de Moroni propose régulièrement des événements consacrés aux questions de société, notamment autour des droits des femmes et de l’égalité.

1st of June was Election Day in Ethiopia! 🇪🇹🗳️

On this important day for Ethiopia’s democratic process, the Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) actively monitored the electoral process alongside the National Election Board of Ethiopia (NEBE), contributing to transparency, credibility, and public confidence in the electoral process.

Through the Ethiopia project, yesterday we supported the CECOE Situation Room, including through the financial and logistical support for the recruitment of 80 data clerks collecting and processing information received from 4000 short-term observers deployed across Ethiopia.

Building on the lessons learned from the 2021 electoral cycle, the project in Ethiopia aims to strengthen domestic election observation, reinforce the capacities of key electoral stakeholders, and support inclusive and credible electoral processes across the country.

The project also contributes to enhancing the participation of women, youth, first-time voters, and other vulnerable groups in Ethiopia’s democratic life.We are proud of our team and of the representatives of the EU Delegation contributing to these efforts through our Ethiopia project, funded by the European Union and the German government through KfW Development Bank. 🇪🇹🇪🇺

📍Addis Ababa, Ethiopia 🇪🇹

Strengthening citizen-led election observation in Ethiopia 🇪🇹 within our Eu funded project 🇪🇺 🇪🇹

In partnership with the Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) and with the support of the European Union Delegation to Ethiopia, we contributed to a Training of Trainers (ToT) on Election Observation in Addis Ababa.

The training brought together regional coordinators, master trainers, civil society representatives, and election stakeholders to strengthen professional, independent, and credible election observation in line with national and international standards.

Through interactive sessions, simulations, and practical exercises, participants enhanced their knowledge on electoral frameworks, observation methodologies, reporting systems, observer safety, and ethical conduct.

This initiative reflects our continued commitment to supporting inclusive democratic processes and citizen participation in elections.

🌍✨ Une mobilisation historique pour l’égalité des genres à Mohéli, en Union des Comores !

La tournée de sensibilisation autour de la Charte ViaDuQ sur l’île de Mohéli, en Union des Comores, a marqué une étape majeure dans l’engagement de la société civile pour une gouvernance plus inclusive et plus représentative.

Organisée dans le cadre du projet en Union des Comores financé par l’Union Européenne - Renforcer la protection et la participation des Femmes, Jeunes et Société Civile en Union des Comores, cette mission a permis de rassembler de nombreuses organisations engagées pour les droits des femmes et la participation citoyenne.

Au cours de cette tournée, 17 nouvelles associations ont officiellement signé la Charte ViaDuQ, rejoignant un mouvement grandissant d’organisations déterminées à faire avancer le leadership féminin et la participation égale des femmes et des hommes aux instances de décision.

🔥 À ce jour, 83 associations ont signé la Charte, sur un objectif de 100 signatures prévues dans le cadre de cette activité !

❓ViaDuQ❓ C’est une initiative ambitieuse portée par la société civile pour accélérer l’égalité dans la vie publique et associative. À travers cette Charte, les organisations signataires s’engagent concrètement à intégrer des mesures temporaires spéciales dans leurs documents de gouvernance interne : promotion de la parité dans les postes de responsabilité, alternance des fonctions dirigeantes entre femmes et hommes, et création de mécanismes dédiés à la promotion des droits des femmes et de la masculinité positive.

👏 Félicitations à toutes les associations signataires pour leur engagement en faveur d’une société plus juste, plus égalitaire et plus démocratique !

Previously last week 🗓️, in La Paz 🇧🇴, we participated in the roundtable “Women in Politics, Free from Harassment and Violence,” together with the Vice Ministry of Equal Opportunities, the Plurinational Electoral Body, the Ombudsperson’s Office, the Association of Women Councilors and Mayors of Bolivia (ACOBOL), Coordinadora de la Mujer, the Friedrich Ebert Foundation (FES), ActionAid Bolivia, Oxfam Bolivia, the Departmental Prosecutor’s Office of La Paz, and the Special Force to Combat Violence (FELCV).

📌In a post-electoral context marked by increasing reports of political pressure and harassment against elected women, the discussion focused on strengthening prevention, protection, and institutional responses to political violence against women in politics. ❗️🙏

On behalf of ECES, our Senior Electoral, Gender and Parity Expert, Katia Uriona Gamarra, highlighted the importance of reinforcing legal and institutional frameworks, ensuring effective protection mechanisms for women victims, and consolidating strategic alliances between public institutions, civil society, and international cooperation actors to safeguard parity democracy.🙏

The roundtable also underscored the urgency of addressing so-called “shared governance” arrangements, which undermine women’s political participation and the democratic will expressed at the ballot box.

Under the Zambia project, we are proud to support the Human Rights Commission of Zambia in rolling out a community sensitisation campaign on human rights, conflict prevention, and electoral peace.
🗺️ The campaign covers the districts of Mumbwa, Chirundu, Siavonga, and Luangwa, engaging communities through dialogue, awareness, and participation.
📅 Last week, the campaign officially kicked off in Siavonga and Chirundu, with activities continuing in Mumbwa and Luangwa from Thursday onwards.
Through this initiative, ECES and the HRC aim to:
✔️ Promote awareness on human rights and electoral processes
✔️ Strengthen early warning and response mechanisms
✔️ Encourage peaceful participation ahead of the 2026 General Elections
Together, we are empowering communities to become active actors in safeguarding peace, dialogue, and democratic integrity.

🎥 From Rome, Hilda Modisane, Executive Secretary of the Electoral Commissions Forum of Southern African Development Community (ECF-SADC), shares her perspective on the Executive Peer Learning Mission of the AAEA currently taking place in the Italian capital🇮🇹🌍.

Throughout her interview, she emphasises that this is the first time African Electoral Management Bodies have had the opportunity to directly engage with Italian institutions and authorities on electoral processes. It is a unique and valuable experience to see how elections are organised in Italy — something that is not easily accessible within the SADC regional context.

While the challenges faced across regions remain similar, Hilda Modisane underlines the importance of partnerships. In this context, the mission highlights the need for SADC countries to expand beyond the region and strengthen international cooperation to better address evolving electoral challenges.

She also expresses her appreciation to Italy for hosting and making possible this important initiative, as well as to the African Union Commission and ECES for implementing the Executive Peer Learning mission of the AAEA and fostering dialogue, knowledge exchange, and collaboration among Electoral Management Bodies.
