ENCATC ENCATC is the European network on cultural management and policy. ENCATC members have an impact on the education of thousands of cultural managers worldwide.

Established in 1992, ENCATC is a network of more than 100 member institutions and professionals in over 40 countries active in education, training and research within the broad field of cultural management and policy. ENCATC represents, advocates, and promotes cultural management and cultural policy education, professionalizes the cultural sector to make it sustainable, and creates a platform for

discussion and exchange at European and international level. ENCATC represents all disciplines in the arts and culture, is an NGO holding the status of official partner of UNESCO and of observer to the Steering Committee for Culture of the Council of Europe. It’s a lively and expanding European platform encouraging serious exchange of knowledge, methodologies, experiences, comparative research and regular assessment of the sector’s training needs in the broad field of cultural management from a European point of view through a wide range of working groups, projects, activities and events. ENCATC voices the views of our members through our dialogue with international and European institutions and organisations on legislation, policies and programmes impacting on education and training in cultural management and cultural policy. ENCATC cooperates closely with our partners at UNESCO, the Council of Europe, the European Commission and the European Parliament as well as with the European Cultural Foundation. ENCATC fosters - in different forms and at different levels - close co-operation with networks worldwide concerned with the teaching of cultural policy and cultural management, in particular in Africa, the Asia–Pacific region, North America, Latin America and the Caribbean. ENCATC plays a crucial role in ensuring the sustainability and in strengthening the competitiveness of the culture and creative sectors since its members are directly responsible for the education of future managers and operators and of the future European citizens who will profit from cultural offers at European, national and local level.

On Friday 17th of April, ENCATC participated in the stimulating workshop “Culture of Foresight, Culture as Foresight, Foresight for Culture?” at the Institute for European Studies, ULB - Université libre de Bruxelles (IEE-ULB), in Brussels, contributing insights on the role of transnational networks in cultural policy.

🗣️Our key message was clear: transnational networks are not only representative structures within the cultural sector - they are essential connectors. At their best, they act as infrastructures of collective intelligence, helping to surface emerging issues, identify skills and knowledge gaps, and translate research and practice into meaningful policy dialogue.

A central theme of the discussion was the interplay between imagination, evidence, and policy. While imagination is indispensable, it must be complemented by robust data, critical interpretation, and stronger mechanisms to bridge knowledge and action. Strengthening culture as a policy field requires this balance.

🤝This is why ENCATC continues to emphasise the importance of the nexus between policy, research, practice, and education. Strategic foresight should not rely solely on technical tools - it also depends on the quality of collaborative spaces where diverse actors can think, reflect, and learn together.

We are proud to announce that the European Journal of Cultural Management and Policy (EJCMP) has been accepted for indexation in Scopus, joining the list of indexed journals in the Social Sciences: Cultural Studies subject area.

🎉This achievement reflects ENCATC’s long-standing commitment to strengthening the visibility, credibility, and academic impact of the cultural management and cultural policy communities. It is also a testament to the collective efforts of the journal’s editors, authors, reviewers, and partners who have contributed to its continuous development and quality.

Scopus indexation will introduce a new CiteScore metric, with the first release expected this spring. CiteScore offers transparent and accessible data to evaluate the citation impact of journals, book series, conference proceedings, and trade publications.
