International Campaign for Tibet Brussels Promoting human rights and democratic freedoms for the Tibetan people at the heart of Europe

International Campaign for Tibet (ICT) is a non-profit advocacy group working to promote democratic freedoms for Tibetans, ensure their human rights, and protect Tibetan culture and the environment. Founded in 1988, ICT maintains offices in Washington D.C., Amsterdam, Brussels and Berlin. ICT’s work focuses on three main areas: reporting on the situation inside Tibet, advocating for Tibet with governments, and reaching out to Chinese individuals, organizations, and media entities.

🇪🇺 On 30 April 2026, the European Parliament adopted a resolution on China’s new “Ethnic Unity Law”.

Ahead of the vote, many Members of the European Parliament took the floor to denounce the far-reaching consequences of the legislation for the human rights, cultures and identities of ethnic communities, including Tibetans.

ICT thanks all those who spoke out against this law. The message is clear: the EU and its Member States must now take concrete action to hold China accountable for policies of forced assimilation, cultural erasure and transnational repression, and to defend the rights of Tibetans and other affected peoples!

Twenty years ago today, ICT awarded its Light of Truth Award to the Hergé Foundation, a non-profit dedicated to preserving the legacy of the creator of famous Belgian comic character Tintin.

On the occasion of this anniversary, ICT Brussels office team was invited to visit the Musée Hergé recently to rediscover the sketches, objects, and inspirations behind Hergé’s work.

For many around the world, Tintin in Tibet was a first window into the beautiful landscapes and culture of Tibet, and remains beloved across generations for its timeless story of friendship and compassion.

Swipe through for photos from the museum, alongside memories from the June 2006 Light of Truth Award ceremony in Brussels with His Holiness the Dalai Lama and F***y Rodwell, then President of the Hergé Foundation. The prize was also awarded to Archbishop Desmond Tutu that same year.

📰 An opinion piece by ICT President Tencho Gyatso was published today in one of Belgium’s leading newspapers, La Libre Belgique!

In this contribution, she warns of the serious risks posed by China’s new “ethnic unity” law, which further accelerates policies of assimilation targeting Tibetans and others - with deep consequences for language, culture, and fundamental freedoms.

She also highlights the growing concerns around transnational repression, including provisions that could potentially reach Tibetans and human rights defenders beyond China’s borders.

On 6 May 2026, ICT President Tencho Gyatso testified on China’s new “ethnic unity” law at the European Parliament Subcommittee on Human Rights.

She warned the law signals a harsher future for Tibetans, citing forced assimilation, expanding repression beyond China’s borders, and efforts to erase Tibetan culture and identity.

She called on the EU to publicly condemn the legislation, impose sanctions on Chinese officials involved in its implementation and in interference in the succession of His Holiness the Dalai Lama, and appoint a Special Representative for Tibet.

Pressure is mounting in the European Parliament over China’s new “Ethnic Unity” law!

Following last week’s adoption of a strong resolution calling for the legislation to be repealed, the Parliament's Human Rights Subcommittee held yesterday a dedicated discussion about the law's implications for Tibetans and other communities.

ICT President Tencho Gyatso, who was invited to testify, warned that the law signals a harsher future for Tibetans by institutionalising ongoing assimilation policies and extending repression beyond China’s borders. She also called on the European Union and its Member States to publicly denounce the law and to appoint an EU Special Representative for Tibet in order to strengthen coordination of EU policies on Tibet.

The message from Europe’s elected representatives is clear: China’s attempts to erase Tibetan and others language, culture and identity must not go unanswered, the EU and its Member States must now take action!

ICT Chairman Richard Gere visits the German Bundestag! 🇩🇪

Following a visit to the UK, ICT Chairman Richard Gere continued his engagement in Europe in Berlin last week, where he addressed the Parliamentary Group on Tibet at the German Bundestag.

Accompanied by ICT President Tencho Gyatso and ICT Germany Executive Director Kai Müller, he spoke about His Holiness the Dalai Lama, the situation in Tibet, and support for the Tibetan people.

🚨🇪🇺 BREAKING: The European Parliament has just adopted a resolution expressing grave concern over China’s new “ethnic unity” law, stating that its implementation will have “severe consequences” for EU–China relations!

The resolution, among other points:
🔹 urges China to repeal the law, which it says openly promotes assimilation policies;
🔹 denounces the law’s extraterritorial reach and calls on the EU and its Member States to protect those at risk of transnational repression in the EU;
🔹 calls for EU sanctions on those responsible for drafting and implementing the law.

The text also reiterates the European Parliament’s rejection of Chinese interference in the succession of the Dalai Lama, and calls for the release of Choktrul Dorje Ten Rinpoche, Palden Yeshi, and the 11th Panchen Lama.

TODAY the European Parliament will debate an urgency resolution on China’s new law on so-called “ethnic unity” at its plenary session in Strasbourg!

MEPs are then scheduled to vote on the resolution tomorrow - this will be a key opportunity for the Parliament to take a clear stand against the serious implications of the new law for the rights of Tibetans and others ethnic communities.

Earlier this week, Richard Gere and Tencho Gyatso met with the UK Special Envoy on Freedom of Religion or Belief, David Smith. We thank ICT President, Tencho Gyatso, and our Chair, Richard Gere, for their continued political engagement in Europe. The warm reception offered to them underscores the UK's continued support for the Tibetan cause.

Earlier in 2025, Richard Gere and Tencho Gyatso also met Wim Geerts in The Hague to discuss a range of issues concerning the rights of Tibetans and the Dalai Lama.
