On Monday, April 13th university rectors and higher education ministers from countries of Central Asia and European Union will meet in Samarkand, Uzbekistan at the first “Congress of Universities: Central Asia – European Union”. www.samarkand-congress.eu

The European Union sees in Central Asia a promising economic and trade partner. The region has what Europe lacks: gas, oil, uranium ore, as well as rare earth elements. On the other hand, the fact that young people constitute the largest demographic group in Central Asian societies makes these countries particularly interested in developing partnership with European countries that have much to offer in the field of higher education.

The Congress will be meeting in the same city that a year ago, on April 4, 2025 leaders of the EU and five Central Asian countries in the “Samarkand Declaration” elevated relations between the two regions into a strategic partnership.

The Congress of Universities organized by the Ministry of Higher Education, Science and Innovations of Uzbekistan and the Perspektywy Education Foundation from Poland is the first such event aiming to put strategic partnership in higher education into action.

The General Assembly of IREG Observatory meeting in Abu Dhabi, UAE on 9 December 2025 elected Prof. Komiljon Karimov, Rector of Westminster International University in Tashkent, Uzbekistan as a member of IREG Executive Committee, this body in turn elevated him to the position of IREG Vice President.

Karimov's professional track record is truly impressive. He served as a diplomat at the Uzbek Embassy in Paris; he served for several years as Deputy Minister of Higher Education, Science, and Innovation of the Republic of Uzbekistan. Karimov was also a speaker at the earlier IREG conferences held in Warsaw (2022), Tashkent (2023), and in Bucharest (2024).

He was a keynote speaker at the IREG 2025 conference University Rankings and Challenges of Sustainability organized by IREG jointly with Abu Dhabi University (ADU) as part of ICASF 2025 Conference on sustainability.

With a great pleasure we wish to inform you that the General Assembly of IREG Observatory on Academic Ranking and Excellence meeting in Abu Dhabi on 9 December unanimously elected Prof. Komiljon Karimov (pictured left), Rector of Westminster International University in Tashkent as a member of the IREG Executive Committee and Vice-President of IREG.

His professional track record is truly impressive. He served as a diplomat at the Uzbek Embassy in Paris. For many years, he was a Deputy Minister of Higher Education, Science, and Innovation of the Republic of Uzbekistan.

Members of IREG Observatory know Prof. Karimov and keep in high esteem. He was a keynote speaker at the IREG 2025 conference University Rankings and Challenges of Sustainability organized by IREG jointly with Abu Dhabi University as part of ICASF 2025 Conference on sustainability. The conference attracted 700 delegates from 90 countries.

Prof. Karimov was also a speaker at the earlier IREG conferences held in Warsaw (2022) and in Tashkent (2023), and in Bucharest (2024).

Knowing Prof. Karimov, I am convinced that in the coming years he will contribute to the development of IREG Observatory and international cooperation of universities!

The IREG 2025 Conference: "University Rankings and Challenges of Sustainability" organized jointly with Abu Dhabi University’s 3rd International Conference on Advancing Sustainable Futures was held in Abu Dhabi on 10-11 December, and attended by 700 delegates from 90 countries.
Waldemar Siwiński, President of IREG Observatory speaking at the opening of the conference stressed IREG’s focus on the quality of university rankings and their impact on the quality of higher education.

There were three main IREG plenary panels:
Panel 1. Do Rankings Affect University Strategy? Looking for Solutions, Avoiding Mishaps.
The panel was moderated by Alex Usher (Canada), president of Higher Education Strategy Associates; speakers included: prof. Piotr Stepnowski (Poland), rector of University of Gdansk, prof. Komiljon Karimov (Uzbekistan), rector of Westminster Int’l University in Tashkent, prof. Abdelmajid BenAmara (Morocco) , Secretary General, Federation of Arab Scientific Research Councils, prof. Ulviyya Abbasova (Kuwait), Assistant Vice President for Planning, Kuwait University and Dr. Dr Mohammed S. Alqahtani S. Alqahtani (Saudi Arabia), Vice Dean, King Khalid University, Nick Davis (UK), President, Middle East & Africa, THE Times Higher Education.

Panel 2. Meet the Global and Regional Rankers – Gain Insight into Their Strategic Priorities.
The panel was moderated by Waldemar Siwinski, president of IREG Observatory. Speakers included: Ben Sowter (UK), Vice President, QS Quacquarelli Symonds, Xue Yang (China), ShanghaiRanking Consultancy, Isidro F. Aguillo (Spain), Webometrics (Spain) and Dr Vishnu Juwono (Indonesia), UI GreenMetric World University Rankings. Prof. Professor Ghassan Aouad Aouad (UAE), chancellor of Abu Dhabi University (ADU) served as panel’s commentator.

Panel 3. Reimagining Rankings – Supporting a University’s Place and Direction with a Focus on Sustainability and Innovation.
Prof. György Fábri (Hungary), ELTE University moderated the panel that included speakers: Dr. M'hamed el Aisati, (Netherlands), Vice President Analytics & Data Services, Elsevier, Birte C. Hornemann Hornemann, (Denmark), Dr. Dr. Narimane Hadj Hamou Hadj Hamou, Founder and CEO, CLICKS (UAE), Dr. Prof. Habib Fardoun (Spain), Excellence Consulting for Education, QS, Ramy Hassanien (UK), Emerald Group Publishing, Dr. Nazih Khaddaj Mallat, (UAE), Vice President, Al Ain University.

The Ordinary General Assembly of IREG Observatory on Academic Ranking and Excellence met at the splendid Emirates Palace in Abu Dhabi on 9 December, on the eve of the IREG 2025 Conference. Following the approval of corporate and financial documents submitted by the Executive Committee, the General Assembly elected Prof. Karimov, rector of the Westmister International University in Tashkent as a member of the IREG Executive Committee and Vice-President of IREG.
