📣 New policy brief on the Savings and Investments Union

Economists Jérôme Creel and Hubert Kempf reflect on EU proposals for developing the long-standing initiative for a Capital Markets Union into a broader Savings and Investment Union; the economic context of the plans; and the inherent hurdles and risks, including:

🔺Political resistance to deeper financial integration regarding national sovereignty over tax, legal, and regulatory frameworks

🔺The risk of weakening banks’ funding base by shifting household savings away from bank deposits

🔺A likely further oligopolisation of the financial industry and consolidation of financial capitalism in Europe

'It is not a matter of blocking – or attempting to block – these initiatives, as they are necessary to adapt the European economy to the new world financial landscape, but of ensuring that European citizens do not lose out in the push towards deregulation and consolidation.'

Are the interests of effectively protected under the 2019 EU Directive on preventive and ? ⚖️

💡 According to a new ETUI report from Séverine Picard (Progressive Policies), this depends heavily on national transposition choices

Several clauses, particularly those concerning , are broadly formulated and grant Member States significant discretion in implementation - and the report finds several major weaknesses in the transposition process:

🔺 Several Member States appear to have transposed the Directive in a compressed amount of time, with little or no consultation of trade unions as key stakeholders

🔺 In the vast majority of cases, transposition laws do not contain references to information and consultation rights

🔺 Optional labour rights tend not to have been transposed in the majority of Member States, such as the right to access expertise

🔺 In the few cases where the Directive does prescribe obligations for Member States, there have been many infringements, particularly regarding the right to vote on the adoption of a restructuring plan that affects the financial claims of workers

But the effects of this transformation are already being felt by workers across Europe, from those renovating -ridden buildings or doing dangerous work installing turbines, to those exposed to toxic in battery factories or processing

🗣️ Our speakers brought perspectives from the global and European policy levels at the International Labour Organization and ETUC, from interviews with workers on the ground across the continent, and from research expertise

☝ But despite this diversity, there was a clear common message: occupational safety and health cannot be an afterthought in climate and industrial policy – and workers need to be part of the decision-making
