HuMENA is recruiting an experienced researcher to lead our day-to-day research, monitoring, and analytical work on civic space and the protection of human rights defenders across the MENA region.

The role covers civic space in its full scope — fundamental freedoms, digital civic space, and civic space in exile — and tracks the situation of human rights defenders across priority countries, including arrests, prosecutions, reprisals, intimidation, and patterns of judicial harassment.

احتجاز مرعي على خلفية آرائه ومنشوراته الساخرة لا ينفصل عن نمط أوسع من استهداف حرية التعبير والإبداع في مصر، واستخدام الحبس الاحتياطي والاتهامات الفضفاضة لمعاقبة الفنانين والمبدعين وأصحاب الرأي.

قيّدت ميتا وصول حسابات حقوقية وبحثية مستقلة على فيسبوك وإنستغرام إلى الجمهور في #السعودية و #الإمارات، استجابةً لطلبات حكومية تستند إلى قوانين تُستخدم منذ سنوات لتجريم التعبير السلمي وملاحقة الأصوات المستقلة

🔹 شملت القيود حسابات القسط لحقوق الإنسان، والديوان الديمقراطي، والباحث عبد الله العودة، والمدافع عن حقوق الإنسان يحيى عسيري، إلى جانب حسابات أخرى، عبر حجب جغرافي يمنع الجمهور داخل البلدين من الوصول إلى معلومات ذات مصلحة عامة.
🔹 منذ مارس/آذار 2026، قيّدت ميتا أكثر من 100 صفحة على فيسبوك وحساب على إنستغرام، وفقًا لتقاريرها المتاحة للعلن بشأن تقييد المحتوى، في سياق تتصاعد فيه الرقابة الرقمية على النقاشات المرتبطة بالشأن العام والتطورات الإقليمية.
🔹 امتثال شركات التكنولوجيا لطلبات حكومات تمارس القمع الرقمي يضع مسؤوليتها الحقوقية موضع مساءلة مباشرة، خصوصًا عندما تؤدي هذه القيود إلى عزل الجمهور عن منظمات حقوقية ومدافعين عن حقوق الإنسان ومصادر معلومات مستقلة.
🔹 تدعو هيومينا والمنظمات الموقعة ميتا إلى إعادة الوصول الكامل إلى جميع الحسابات المتضررة فورًا، ونشر الطلبات القانونية التي تلقتها من السلطات السعودية والإماراتية، والكشف عن تقييمات حقوق الإنسان التي تقول إنها أجرتها قبل تنفيذ هذه القيود.

authorities have intensified restrictions on the circulation of information since the recent regional attacks, imposing bans on filming, publishing, and commenting on footage related to the attacks, and arresting hundreds of people for documenting or sharing content online.

🔹 Across Kuwait, the UAE, Bahrain, Qatar, Oman, and Saudi Arabia, authorities are using cybercrime, state security, and public order laws to criminalize acts that fall at the core of documentation, freedom of expression, and access to information.

🔹 These measures have not only targeted civilians, but also journalists and media workers, through arrests, prosecutions, account restrictions, and content blocking, reflecting a wider pattern of control over the digital sphere and public information.

🔹 HuMENA and the undersigned organizations stress that broad and disproportionate restrictions on filming and publishing fail to meet the requirements of legality, necessity, and proportionality under international human rights law, and cannot be justified through blanket references to national security or public order.

🔹 The organizations also call on social media companies not to comply with government requests to block content or restrict accounts when such requests violate international freedom of expression standards, and to conduct transparent human rights due diligence before enforcing any government request.

🇧🇭 | The undersigned organizations call on the Bahraini authorities to release the detained religious scholars, ensure their immediate and regular contact with their families and lawyers, and protect them from torture and other forms of cruel, inhuman, or degrading treatment.

🔹 The circumstances of arrest and interrogation raise serious concerns regarding fair trial guarantees, particularly in light of restrictions on legal and family contact, and reports of humiliation and degrading treatment during detention.

🔹 The use of broad security allegations or vague legal provisions to restrict freedom of religion and belief and peaceful expression undermines fundamental rights, enables arbitrary detention, and expands criminalization beyond international human rights standards.

🔹 The undersigned organizations stress that Bahraini authorities must guarantee the physical and psychological integrity of all detainees, end any practice involving humiliation, intimidation, or pressure during interrogation, and ensure that none are subjected to torture or ill-treatment.

🔹 تثير ظروف التوقيف والتحقيق مخاوف جدية بشأن احترام ضمانات المحاكمة العادلة، لا سيما في ظل القيود المفروضة على التواصل القانوني والعائلي، وما ورد من معلومات حول التعرض للإهانة والمعاملة الحاطة بالكرامة أثناء الاحتجاز.

🇹🇳 | Criminalizing journalistic expression in the case of Zied El-Heni

HuMENA for Human Rights and Civic Engagement publishes a new position paper examining the verdict issued against Tunisian journalist Zied El-Heni, who was sentenced on 7 May 2026 to one year of enforceable imprisonment under Article 86 of the Telecommunications Code.

The paper situates the case within a broader pattern of restrictions on journalistic expression, civic space, and independent civil society in Tunisia since 2022.

🔵 The case is not an isolated judicial file. It forms part of a wider trajectory that includes the use of Article 86 and Law-Decree 54 against journalists, the sidelining of Law-Decree 115, and the suspension of independent human rights organizations.

🔵 HuMENA argues that prosecuting journalistic expression under general criminal provisions weakens legal safeguards, increases legal uncertainty, and contributes to self-censorship.

🔵 The paper calls on the Tunisian authorities to release Zied El-Heni, quash the verdict, stop using general criminal provisions in press-related cases, restore Law-Decree 115 as the specialized press framework, and lift the suspensions imposed on independent human rights organizations.

تنشر هيومينا لحقوق الإنسان والمشاركة المدنية ورقة موقف جديدة حول الحكم الصادر ضد الصحفي زياد الهاني، والقاضي بسجنه سنة كاملة بمقتضى الفصل 86 من مجلة الاتصالات، على خلفية مداخلة علمية ومنشور انتقد فيهما قرارًا قضائيًا في قضية زميله الصحفي خليفة القاسمي.

لا تقرأ هيومينا هذه القضية كملف فردي معزول، بل كجزء من مسار أوسع تُنقل فيه قضايا التعبير الصحفي من إطارها القانوني الخاص، أي المرسوم عدد 115 لسنة 2011، إلى نصوص جزائية عامة مثل الفصل 86 والمرسوم عدد 54.

🇹🇳 | HuMENA for Human Rights and Civic Engagement condemns the one-year prison sentence issued against Tunisian journalist Zied El Heni under Article 86 of the Telecommunications Code, following his criticism of a judicial decision in the case of fellow journalist Khalifa Guesmi.

🔹 The case reflects the use of general criminal provisions to prosecute legitimate journalistic expression, outside Tunisia’s specific legal framework for press freedoms.
🔹 Article 86 was designed to protect public communications networks, not to regulate journalistic work or punish criticism of public authorities.

🔹 HuMENA calls for El Heni’s immediate and unconditional release, the annulment of the verdict, and an end to the use of Article 86 and Decree-Law No. 54 against journalists.
