Serbia is no longer safe for independent journalists. At least 44 media professionals have been threatened with death since January 2026, some along with their families. Threats of sexual violence are also on the rise.

We are also deeply concerned by a recent reply on the CoE Platform, authored by the prosecution about threatening remarks made during a parliamentary session last April. It failed to condemn the threatening remarks by hiding behind a legal technicality that was never disputed. In response to our recent mission, the Serbian authorities have responded more actively to alerts submitted to the CoE platform, however these responses have not led to meaningful action or some have not been addressed by the relevant authorities.

We urgently call on Serbian authorities to prosecute attackers, refrain from dangerous rhetoric, and condemn every attack without exception. As long as these attacks go undenounced and unpunished, journalists in Serbia will remain at higher risk than ever of being attacked, or even killed.

On 20 August 2023, Russian FSB officers abducted journalist Anastasiia Hlukhovska from her home in occupied Melitopol, even though she had already stopped working and gone into hiding to stay safe. Three years on, she remains held incommunicado: no charges, no legal status, almost no contact with the outside world.

In this article, our affiliate, Національна спілка журналістів України (НСЖУ) (NUJU) traces her journey though a torture site in Melitopol to detention centers deep inside Russia. In June, released Ukrainian servicemen confirmed she is alive, providing the first news of her in years.

The EFJ stands in full solidarity with Anastasiia Hlukhovska, with NUJU, and with all our colleagues in Ukraine, and calls for her immediate and unconditional release.

Western Balkans:

Today, we are sending a joint letter to the European Board of Media Services with the Balkan Free Media Initiative and ARTICLE 19, to reiterate our serious concerns regarding the proposed sale of the Adria News Network to Alpac Capital/European Future Media Investment and formally requested immediate regulatory scrutiny under applicable European media transparency, competition and media pluralism frameworks.

We are concerned that this acquisition would concentrate significant media power in the hands of an opaque investor with a track record of mass layoffs and editorial interference, threatening media pluralism and independent journalism across the Western Balkans.

"Journalists are not assets to be transferred from one owner to another alongside a company, and newsrooms must not become instruments of political or commercial interests," said EFJ President Maja Sever.

🇦🇿 Azerbaijan: EFJ-IFJ demand urgent medical care for imprisoned journalist Alasgar Mammadli.

The European and IFJ - International Federation of Journalists(EFJ-IFJ) are gravely concerned by reports that Toplum TV co-founder Alasgar Mammadli, sentenced to 14 years in prison, suffered a heart attack in Baku's pre-trial detention centre on the night of 8-9 August, and was reportedly denied medical care over the weekend. His wife, Gunay Mammadli, has repeatedly raised concerns over his deteriorating health during his trial, including cardiac episodes and an untreated thyroid growth.�

The EFJ-IFJ call on the Azerbaijani authorities to immediately ensure Mammadli receives adequate medical treatment and to grant his lawyers' repeated requests for house arrest on health grounds. Mammadli was sentenced alongside eight other Toplum TV and IDI journalists and staff on 27 July, in a case widely condemned as politically motivated. The EFJ-IFJ repeats our call for the immediate release of all media workers who have been unjustly convicted in Azerbaijan.

"Such an interplay of different actors only works when transparency and sufficient resources are at the centre, and when actors can be held accountable for what is being done correctly and what is not," said Renate Schroeder, Director of the EFJ.

We join our Bosnian affiliate BH novinari and SafeJournalists in condemning the recent attack on the BN Television’s crew in the town of Podnovlje near Doboj. Vesna Vukmirović was reportedly assaulted and threatened, including with death threats, together with her camera operator Srđan Đurić. According to BN Television, the threats were perpetrated by the responsible person at the Podnovlje Water Supply Association and the assault by another individual.

Both journalists were trying to gather an official statement from the responsible person at the Podnovlje Water Supply Association as part of a media coverage of a protest over a long-standing problem with unsafe drinking water.

We welcome the swift response by the police and call for a thorough investigation into the attack.

The physical assault, and the threats were documented on the Mapping Media Freedom platform (Media Freedom Rapid Response - MFRR).

The EFJ is shocked to learn about the Albanian judiciary’s intention to implement a regulation which will significantly restrict journalists access to and reporting from court rooms.

It is particularly concerning that the regulation will prohibit journalists from using mobile phones inside courtrooms, require them to submit written requests in advance in addition to other restrictions on audiovisual recording and media coverage of court proceedings.

"The blanket ban planned in Albania is undoubtedly the strictest regime of its kind. And we fail to see what justifies such a restriction, which infringes upon press freedom and, consequently, the public’s freedom to access information. Do the courts in Albania have something to hide?" says Ricardo Gutiérrez, General Secretary of the EFJ.

He adds: "The EFJ fully supports the position of its affiliate, the Association of Journalists of Albania (Asociacioni i Gazetarëve të Shqipërisë AGSH): we believe that this restriction is completely unacceptable, disproportionate and unnecessary, as there are no objective incidents to justify it. We join AGSH in calling on the Special Court against Corruption and Organized Crime (GJKKO) to postpone the entry into force of this regulation and to open a consultation process with the journalistic community, media organisations and other relevant stakeholders".

An alert will be published on the Mapping Media Freedom platform (Media Freedom Rapid Response - MFRR) and submitted to the CoE Platform to promote the protection of journalism and safety of journalists.

Reagim i Asociacionit të Gazetarëve të Shqipërisë (AGSH)

Asociacioni i Gazetarëve të Shqipërisë (AGSH) shpreh shqetësim për Rregulloren e re të Gjykatës së Posaçme kundër Korrupsionit dhe Krimit të Organizuar (GJKKO), e cila pritet të hyjë në fuqi më 1 shtator dhe sjell kufizime të papranueshme për ushtrimin e profesionit të gazetarit.

Veçanërisht alarmues është ndalimi i përdorimit të telefonit celular nga gazetarët gjatë seancave gjyqësore. Duam të sjellim në vëmendje të GJKKO ee telefoni celular nuk është thjesht një pajisje elektronike, por mjeti bazë i punës së gazetarit për raportim në kohë reale, komunikim me redaksinë dhe informim të publikut.

Ndalimi i tij nuk i shërben administrimit të drejtësisë, por kufizon në mënyrë të pajustifikuar të drejtën kushtetuese të informimit publik sidomos nën dritën e gjyqeve historike që po mbahen në vendin tonë e posaçërisht më Gjykatën e Posaçme.

Sa i përket regjistrimit dhe pranisë së kamerave në seanca gjyqësore, AGSH rikujton se debati nuk duhet të zhvillohet mbi baza ndalimesh të përgjithshme, por mbi zbatimin korrekt të ligjit dhe të Udhëzuesit të Këshillit të Lartë Gjyqësor. Në raportin krahasues të publikuar nga AGSH theksohet qartë se Shqipëria nuk ka nevojë për kufizime të reja, por për zbatim të njëtrajtshëm të rregullave ekzistuese, vendimmarrje të arsyetuar për çdo kërkesë dhe përdorimin e regjistrimit të pjesshëm në vend të ndalimeve të plota.

Po ashtu, rekomandimi qendror i AGSH-së është që të garantohet regjistrimi i pjesës hyrëse të seancave sipas Udhëzuesit të KLGJ-së, çdo kërkesë të shqyrtohet individualisht dhe çdo kufizim të jetë proporcional, i arsyetuar dhe i bazuar në ligj.

Në këto kushte, AGSH i bën thirrje GJKKO-së që të shtyjë hyrjen në fuqi të kësaj rregulloreje dhe të hapë një proces konsultimi me Asociacionin e Gazetarëve të Shqipërisë, komunitetin e gazetarëve, organizatat e medias dhe aktorët e tjerë të interesuar. Një akt me ndikim kaq të madh mbi lirinë e medias dhe të drejtën e publikut për t'u informuar nuk mund të miratohet pa dialog dhe pa respektuar standardet e transparencës.

AGSH mbetet e gatshme të kontribuojë me ekspertizën e saj dhe me rekomandimet e raportit të publikuar së fundmi, me qëllim që të ndërtohet një model që garanton njëkohësisht mbarëvajtjen e procesit gjyqësor dhe të drejtën e medias për të informuar publikun në mënyrë të lirë, profesionale dhe të përgjegjshme.
