IMPEL Network European Network for the Implementation and Enforcement of EU Environmental Law

The European Union Network for the Implementation and Enforcement of Environmental Law (IMPEL) is an international non-profit association of the environmental authorities of the European Union Member States, acceding and candidate countries of the EU, EEA and EFTA countries. The Network’s objective is to create the necessary impetus in the European Union to make progress on ensuring a more effecti

ve application of environmental legislation. The core of IMPEL’s activities take place within a project structure and concern awareness raising, capacity building, peer review, exchange of information and experiences on implementation, international enforcement collaboration as well as promoting and supporting the practicability and enforceability of European environmental legislation.

The IRI ambassadors met to plan the workload for 2027, discuss improvements to the IRI and think of ways to promote IRI as a tool for IMPEL members.
The IRI is one of the longest running projects in IMPEL and the group wants to find ways to promote IRI, address the perception that an IRI is a lot of work and encourage more authorities to have a review.
Ideas included options to focus the IRI on a specific sector (the next review in Norway will be on CITES), creating an interactive map of good practices found during reviews for the IMPEL website, promoting the IRI with a poster at the IMPEL conference and closer links with the National Peer Review Initiative (NPRI).

The IMPEL STATE – Soil healTh And EcosysTem Services Project held a successful project meeting in Funchal, Madeira (Portugal) on 16th and 17th of July, bringing together environmental authorities, researchers and technical experts from across Europe to exchange knowledge and support the implementation of EU soil legislation.
Thanks to the STATE project team for their great work. We also sincerely appreciate the support of the local authorities and the active participation of all speakers and attendees. We are also pleased that the event was covered by the local media, Jornal da Madeira, helping to share its results with a wider audience.

✨ New IMPEL Member
At the General Assembly meeting in Cyprus last week, IMPEL was extremely pleased to approve another new member – the Netherlands Food and Consumer Products Safety Authority (NVWA). The organisation was presented in the meeting by Duco Mulder and unanimously approved by the General Assembly. This takes the membership of IMPEL up to 59 members from 38 countries!

The core team of the project Environmental Compliance Assurance including implementation of the Environmental Crime Directive met in Ghent, Belgium, on 12–13 May 2026 to review progress and plan the next steps of the project.
IMPEL Network, ENPE, EnviCrimeNet, and EUFJE discussed the outcomes of their meeting with the European Commission in Brussels, which welcomed the initiative and invited the four networks to present the project at the Environmental Compliance and Governance Forum on 19 June 2026.

MoMaRi Meeting in Fiumicino
On 20–21 May, Fiumicino (Rome) will host the workshop for the IMPEL MoMaRi (Monitoring Macrolitter in Rivers) project, an initiative under the Water & Land framework. The event will focus on monitoring floating macrolitter at river mouths.
Organized in collaboration with the Capitaneria di Porto di Roma Fiumicino, the workshop combines a seminar session with hands-on monitoring activities directly on the Tiber River.
The main topics will be:
*Monitoring protocol
*Risk of exposure of biota
*Towards shared guideline Riverine excursion (hands on riverine litter and visit to the floating barrier system-Litter boom)
