CICOPA

CICOPA is the International Organisation of Industrial and Service Cooperatives CICOPA is a sectoral organisation of the International Co-operative Alliance.

Its full members are representative organisations of producers’ co-operatives from different sectors: construction, industrial production, general services, transport, intellectual skills, artisanal activities, health, social care, etc. Its associated members are support organisations promoting cooperatives in those sectors. Many of those cooperatives are worker cooperatives, namely cooperatives w

here the members are the staff of the enterprise, i.e., worker-members. Because of this, those enterprises are characterized by a distinctive type of labour relations, called “worker ownership”, different from the one experienced by conventional employees or by self-employed.

On 1 June CICOPA's Secretary General, Diana Dovgan, took the floor during the International Labour Organization's 114th International Labour Conference on behalf of the International Cooperative Alliance

🚨 She called for the Committee to explicitly recognise cooperatives in the Convention and Recommendation as distinctive enterprises, acknowledging that their ownership, governance, and purpose differ fundamentally from other business models.

This would help remove barriers they face, from unfair competition to access to finance and supportive regulation, and ultimately enable them to deliver more quality jobs in the platform economy.

📣 On this occasion, CICOPA reaffirms its strong support for the ILO and its mandate. The ILO has played a unique role in advancing social justice and decent work, and for worker and social cooperatives its contribution has been instrumental. As a matter of fact, ILO Recommendation No. 193 (2002) remains the key international reference for cooperative legislation and policy worldwide.

🚨 CICOPA reafirma su apoyo a la International Labour Organization

En un contexto mundial marcado por las crecientes presiones sobre las instituciones multilaterales, CICOPA ha publicado una declaración en apoyo de la Organización Internacional del Trabajo (OIT) y su mandato.

Desde 1919, la OIT ha desempeñado un papel único en la promoción de la justicia social y el trabajo decente y, para las cooperativas de trabajadores y sociales, su contribución ha sido fundamental. La Recomendación n.º 193 de la OIT (2002) sigue siendo la referencia internacional clave para la legislación y las políticas cooperativas en todo el mundo.

En un momento de grandes transformaciones globales, CICOPA subraya que el papel de la OIT es más esencial que nunca.

🌍 Las cooperativas de trabajadores entre las cooperativas más grandes del mundo

El World Cooperative Monitor 2025, publicado por la International Cooperative Alliance con el apoyo de Euricse, el Instituto Europeo de Investigación sobre Cooperativas y Empresas Sociales, destaca el creciente impacto económico y social de las cooperativas en todo el mundo.

📊 Cuatro cooperativas de trabajadores figuran en el ranking mundial de las 300 principales, cifra que asciende a siete si se tiene en cuenta el volumen de negocio en relación con el PIB per cápita.

Entre las más destacadas se encuentran: MONDRAGON Corporation, SACMI, Unimed y Fundación Espriu, lo que demuestra cómo las cooperativas de trabajadores y de salud combinan escala, resiliencia e impacto social.

Publicado durante el Año Internacional de las Cooperativas 2025 de las Naciones Unidas, el informe refuerza el papel de las cooperativas en la construcción de economías más sostenibles e inclusivas.

🌍 8 de marzo | Día Internacional de la Mujer

Las mujeres son el núcleo de las cooperativas industriales y de servicios, no solo como trabajadoras, sino también como socias, responsables de la toma de decisiones y líderes.

Nuestro informe recientemente publicado, «Retrato de la red CICOPA: panorama general basado en datos de las cooperativas industriales y de servicios (2022-2023)», ofrece algunas perspectivas sobre cómo las mujeres dan forma a las cooperativas en distintos países.

📊 Lo que nos dicen los datos disponibles:
En varios países, las mujeres representan la mayoría de la fuerza laboral en las cooperativas afiliadas a los miembros de CICOPA. Es importante destacar que la mayoría de estas mujeres también son socias de sus cooperativas, con voz en la gobernanza y el control democrático. Esa es la diferencia cooperativa.
▫️Estados Unidos: el 79 % de los trabajadores de las cooperativas afiliadas a nuestros miembros son mujeres
▫️Italia: 72 %
▫️Japón: 70 %
▫️República Checa: 55 %
▫️España: 52 %.

En lo que respecta a la representación en los órganos de gobierno, el panorama varía de un país a otro (aunque la disponibilidad de datos difiere significativamente según la región):
▫️Rumanía: 67 % de mujeres.
▫️España: 54 %.
▫️Italia: 40 %.
▫️Francia y República Checa: 30 %.

Estas cifras nos recuerdan que se han logrado avances, pero que también persisten las desigualdades de género. Es importante destacar que también ponen de manifiesto que la recopilación de datos basados en el género sigue siendo un reto importante en toda nuestra red. Por eso, CICOPA se compromete a colaborar con nuestros miembros para reforzar su capacidad en materia de datos y empoderarlos para que puedan hacer un seguimiento y promover la igualdad de género. Mientras tanto, muchas organizaciones miembros de CICOPA están aplicando activamente iniciativas para empoderar a las mujeres y promover su liderazgo dentro de las cooperativas.

En el Día Internacional de la Mujer de 2026, celebramos a las mujeres en las cooperativas y reafirmamos nuestro compromiso con el avance de la igualdad de género, la participación democrática y el liderazgo inclusivo.

Last January, CICOPA had the honour of attending the Closing Ceremony of the International Year of Cooperatives in Rabat, under the inspiring theme: “And now, it’s the cooperatives’ turn.”

The event was a valuable opportunity to learn more about the dynamic Moroccan cooperative movement and to engage directly with representatives and cooperators committed to building inclusive and sustainable economic models.

On the sidelines, we had the privilege of visiting women-led artisan cooperatives specialising in the transformation of agricultural products for the food and cosmetic industries to the packaging of gluten-free products such as the famous couscous. These initiatives are powerful examples of how cooperatives create employment, empower women, and strengthen local and artisanal know how.

We are grateful for the opportunity to be part of this landmark event and look forward to continuing dialogue and strengthening cooperation in the years ahead.

This report marks CICOPA’s first comprehensive data analysis since 2017 and is based on information collected from member organisations between 2022 and 2023.
