Cities and towns part of the European Covenant of Mayors movement are taking climate and energy action to secure a better future for their citizens.

The Covenant of Mayors is an initiative of the European Commission bringing together thousands of local governments working towards a fairer, climate-neutral Europe. "We, Mayors from all over Europe, hereby step up our climate ambitions and commit to delivering action at the pace that science dictates, in a joint effort to keep global temperature rise below 1.5℃ - the highest ambition of the Paris

Agreement. Our vision is that, by 2050, we will all be living in decarbonised and resilient cities with access to affordable, secure and sustainable energy. As part of the Covenant of Mayors - Europe movement, we will continue to (1) reduce greenhouse gas emissions on our territory, (2) increase resilience and prepare for the adverse impacts of climate change, and (3) tackle energy poverty as one key action to ensure a just transition."

Gran Canaria's push for adapting regulation to Island realities. 🌴⚡

This month, the Cabildo de Gran Canaria and the Consejo Insular de la Energía, acting as a Covenant Coordinator, presented a proposal to adapt the electricity market to the realities of the Canary Islands as an EU outermost region.

With six isolated electricity systems, the current market design - built for continental grids - creates barriers to renewable integration, system flexibility, and energy sovereignty. The proposal aims to unlock decarbonisation, increase renewable uptake, and modernise system operation while ensuring investment certainty.

Every actor can contribute to climate neutrality.

🔎 Let's take a look at Cork City Council, a major city in the south of Ireland and a Covenant signatory since 2016.

Thanks to its close relationship with the business ecosystem and collaboration with Cork Chamber of Commerce, the city has signed 12 Local Green Deals - agreements with businesses, community groups, and other organisations to take concrete steps towards Cork's climate objectives. Seven of these deals involve businesses of all sizes, turning broad ambitions into tangible actions in energy efficiency, sustainable mobility, and the circular economy. 🤝

This inclusive approach has already been recognised internationally: Cork received an EU Intelligent Cities Challenge award, and Cork Chamber was honoured at the World Chambers Competition for exemplary collaboration between businesses and local authorities.

From SMEs to large companies and community groups, Cork proves that collective action transforms big commitments into real results.

How can regions ensure strong coordination for more effective SECAP development?🔎 Gorenjska, in northwest Slovenia 🇸🇮 offers a compelling example.

Eighteen municipalities jointly developed and adopted a joint Sustainable Energy and Climate Action Plan (SECAP), creating a shared framework to reduce emissions by at least 40% by 2030 and strengthen climate resilience across the territory.

Drawing on detailed local data, backed by political commitment, and integrating both mitigation and adaptation, the region has put forward targeted measures across energy, transport, and land use. This collaborative effort has improved access to funding and technical support, helped smaller municipalities progress more quickly, and reinforced multilevel governance - including cross-border cooperation. 🤝
