The European Citizen Action Service (ECAS) is seeking qualified organisations and consortia to design, develop, and deploy a next-generation digital crowdsourcing platform for civic participation.

The platform will support consultations, crowdsourcing initiatives, policy co-creation, multilingual engagement, and AI-powered participation tools across Europe. It is envisioned to support the entire participatory process—from problem mapping and solution development to voting and policy formulation—while ensuring compliance with EU regulations.

Interested organisations should submit:

How can citizen participation truly include those most affected by inequality?

ECAS is pleased to share a new EU-Ciembly policy brief, Integrating Intersectionality in Citizen Participation: From Assessment to Piloting.

Participatory and deliberative processes can only strengthen democracy if they meaningfully engage those who are most often excluded. Drawing on EU-CIEMBLY's assessment of existing citizens' assemblies, this brief explores how intersectionality, equality and power relations can be embedded into the design, implementation and evaluation of citizens' assemblies.

It also translates these insights into practical recommendations for institutions and practitioners working to ensure that citizens' assemblies include — rather than overlook — marginalised voices.

At yesterday’s debate in Brussels, organised by the Global Solutions Initiative Foundation, leading voices came together to examine what digital and AI sovereignty means in practice.

Our colleague Giulia Sandri represented ECAS, presenting the Techno Democracy Coalition and bringing a civil society perspective on how digital sovereignty frameworks can remain accountable, inclusive, and citizen-centred.

These insights directly informed a high-level roundtable at the European Commission, where the discussion shifted from conceptual framing to implementation.

More than 50 representatives of funded initiatives joined the first hybrid workshop under the Partnership Fund of the PACT Project in Sofia, Bulgaria.

Focused on “Just Transition: Inclusion and Equal Participation for All”, the workshop explored practical tools for inclusive civic participation, community engagement, and social inclusion.
Participants also took part in interactive exercises and exchanged experiences with experts from our team and the Sofia Development Association.

The workshop series continues on 9 June with a session dedicated to digital transformation.

📊 New focus report published!

On 17 February 2026, ECAS organised a focus group in the Netherlands on the political rights of EU mobile citizens, ahead of the municipal elections held on 18 March.
The report highlights key barriers to participation, including language obstacles, limited awareness of political rights, mistrust in institutions, misinformation, and challenges linked to electoral procedures. It also sheds light on the additional hurdles EU citizens face when running as candidates.

These findings come with recommendations for policymakers and civil society to help strengthen political participation and inclusion.
