Feantsa - Working Together to End Homelessness in Europe www.feantsa.org FEANTSA currently has more than 130 member organisations, working in close to 30 European countries, including 25 EU Member States.

FEANTSA, the European Federation of National Organisations Working with the Homeless is an umbrella of not-for-profit organisations which participate in or contribute to the fight against homelessness in Europe. ty and social exclusion of people threatened by or living in homelessness. Most of FEANTSA’s members are national or regional umbrella organisations of service providers that support homeless people with a wide range of services, including housing, health, employment and social support. They often work in close co-operation with public authorities, social housing providers and other relevant actors. FEANTSA works closely with the EU institutions, and has consultative status at the Council of Europe and the United Nations. It receives financial support from the European Commission.

📢 New Magazine Issue: Honouring People Who Died Homeless 📢

This edition of Homeless in Europe explores how homelessness organisations, public authorities and communities across Europe respond to the deaths of people experiencing homelessness.

Drawing on experiences from the UK, France, Spain, Italy, Belgium, Poland and the Czech Republic, the publication highlights initiatives that record homeless deaths, organise memorial events, support bereaved communities, and advocate for systemic change.

🇵🇱 Häätöjen ehkäisy nousi keskiöön FEANTSAn Puolan konferenssissa

Euroopan asunnottomuus kasvaa samaan aikaan, kun vuokrat kallistuvat ja kohtuuhintaisten asuntojen puute syvenee monissa maissa. Tätä taustaa vasten Puolassa järjestetyssä FEANTSAn konferenssissa pidetty seminaari “Preventing Evictions: Legal Reform and Integrated Prevention in Europe” nosti esiin yhden ratkaisevan kysymyksen:

❓️ kuinka häätöjä voidaan ehkäistä jo ennen kuin ihmiset ajautuvat asunnottomiksi.

Seminaarissa tarkasteltiin erityisesti oikeudellisia uudistuksia ja ennaltaehkäiseviä toimintamalleja Euroopassa. Sen painopisteinä olivat Irlannin ja Itävallan kokemukset.

Tilaisuuden lähtökohta oli selvä: häätöjen ehkäisy ei ole vain sosiaalipolitiikkaa, vaan keskeinen keino torjua asunnottomuutta. FEANTSAn mukaan Euroopassa asunnottomuus on lisääntynyt voimakkaasti viime vuosina, ja järjestö arvioi jopa yli 1,2 miljoonan ihmisen olevan vailla vakituista asuntoa eri puolilla Eurooppaa.

Seminaarissa esiteltiin käytännön malleja siitä, miten vuokravelkoihin, oikeudellisiin ongelmiin ja sosiaalisiin kriiseihin voidaan puuttua ajoissa. Erityisesti irlantilainen järjestö Threshold toi esiin mallinsa, jossa yhdistyvät maksuton neuvonta, oikeudellinen tuki sekä vaikuttamistyö vuokralaisten oikeuksien vahvistamiseksi.

Ajatuksena on, että asumisen ongelmiin puututaan ennen kuin ne johtavat häätöön. Tämä voi tarkoittaa esimerkiksi sovittelua vuokranantajan kanssa, talousneuvontaa, oikeusapua tai nopeaa sosiaalipalveluiden tukea.

Seminaarissa korostettiin myös, että häätöjen ehkäisy säästää yhteiskunnan kustannuksia. Kun ihmiset eivät joudu kadulle tai hätämajoitukseen, vähenevät samalla terveys-, kriisi- ja sosiaalipalveluiden menot.

FEANTSA painottaa, että pitkäjänteinen asuntopolitiikka ja niin sanottu Housing First -ajattelu ovat tehokkaampia kuin asunnottomuuden “hallinta” väliaikaisilla ratkaisuilla.

Mikä on FEANTSA?

FEANTSA on eurooppalainen asunnottomuustyötä tekevien järjestöjen kattojärjestö. Se perustettiin vuonna 1989, ja sen jäsenverkostoon kuuluu lähes 140 järjestöä 26 maasta. FEANTSA toimii Brysselistä käsin ja tekee yhteistyötä EU:n toimielinten, kansallisten hallitusten sekä tutkimuslaitosten kanssa.

Järjestön päätavoitteena on asunnottomuuden lopettaminen Euroopassa. Sen työ painottuu neljään pääalueeseen:

* vaikuttaminen EU:n ja jäsenmaiden politiikkaan
* tutkimus ja tiedonkeruu asunnottomuudesta
* hyvien käytäntöjen jakaminen eri maiden välillä
* yleisen tietoisuuden lisääminen asunnottomuuden syistä ja seurauksista.

FEANTSA tunnetaan myös ETHOS-luokituksesta, jota käytetään laajasti eurooppalaisessa asunnottomuustutkimuksessa. Luokitus huomioi kadulla elämisen lisäksi myös esimerkiksi epävarmat vuokrasuhteet, väliaikaismajoituksen ja puutteelliset asumisolot.

Puolan konferenssin seminaari osoitti, että Euroopassa etsitään nyt yhä vahvemmin ratkaisuja, joissa asunnottomuuden ehkäisy alkaa jo ennen ensimmäistä häätöä. Monen asiantuntijan mukaan juuri siinä ratkaistaan, pystyykö Eurooppa todella saavuttamaan tavoitteensa asunnottomuuden vähentämisestä tulevina vuosina.

🌍 Key Lessons from the Social Climate Plans on Targeting Vulnerable Households

As the EU accelerates toward a climate-neutral, energy-efficient future, addressing energy and transport poverty is more critical than ever.

With the introduction of the Social Climate Fund (SCF)—the EU’s first instrument dedicated to supporting vulnerable households, transport users, and micro-enterprises—we now have a powerful tool to push for a just transition.

💡 This session will explore:
• Lessons learned from drafting and implementing National Social Climate Plans (NSCPs)
• Successes and areas for improvement in targeting vulnerable groups
• Insights from the Commission’s Technical Support Instrument (TSI)

Negotiations are ongoing for the EU's proposed Returns Regulation. The time to take action is now, like and share, write to your national representatives and ask them to oppose the proposal ❎

On the 26th of March, the European Parliament voted to enter negotiations on the Deportation Regulation; the compromised version of the proposal weakens fundamental rights safeguards and reinforces a punitive, criminalising approach to migration.

Trilogues have been initiated between the EP, the EC and the Council of the EU; the following weeks are crucial as the institutions work to finalise the Regulation.

FEANTSA calls for MS and the EU institutions to reject the current approach in which deportations are presented as the only possible option for undocumented migrants and re-evaluate available options for people whose return is not possible.
