What the DFA should protect for SMEs

1. Consent-based personalisation (no blanket bans)
2. Harmonised consent flows (reduce friction/fatigue)
3. Privacy-preserving measurement (to manage risk)

Latest EPPP data: SMEs use targeted ads to grow. Not as a luxury, but a daily operating kit. 🧵

✅ 67% of advertising SMEs use targeting.
✅ 85% link online ads to measurable results.
✅ 49% say ≥25% of revenue comes from targeted ads. That's the main P&L, not “experimental” spend.
⚠️ If targeting is made too hard, about half expect negative impacts on acquisition & performance.

“Targeted digital ads helped us find customers in 🇵🇱 and 🇩🇪 without huge budgets.”

EPPP surveyed 2,092 SME decision-makers across CEE: most use targeting, most see growth and about half depend on it for at least a quarter of revenue. If targeting disappears, many expect real-world hits to sales and jobs.

🇪🇺 As Brussels consults on the Digital Fairness Act, tell policymakers to preserve proportionate, consent-based personalisation and support privacy-safe measurement so small firms can keep growing.
