Just Health Foundation Supporting Humanity............ Specific Objectives:
1. To ensure adequate nourishment and clothes for the targeted orphan and destitute children.

To establish a well constructed, well managed, community participated and safe child home close to primary and secondary schools.
2. To ensure access to instant and quality health care for the orphan and destitute children and to increase their awareness on health and hygienic issues.
4. To create an effective child friendly learning environment for orphan and destitute children within the child

home to ensure attainment of quality education by them.
5. To provide the children access to extra-curricular activities, recreational facilities, mental support, social affairs and spiritual formation.
6. To promote resource generating activities for financial sustainability of the child home beyond donor funding. Specific area of needs to be addressed by the project is:

1. Residential facility near to school: There is no residential facility for the orphan and destitute children from where they will be able continue their primary and secondary education at a school with accessible distant and safe roads. Therefore, a child home is to be established for the orphan and destitute children close to a primary and secondary school.
2. Foods and clothes: The family or care givers of the orphan and destitute children or the children himself/herself cannot afford adequate foods for his/her proper nutrition. The children do not get clothing as per their need. Therefore, the orphan and destitute children who will be given residential facility need to be provided with food and clothes in free of cost.
3. Health Care facility: The orphan and destitute children do not get health care services and remain untreated and maltreated for many diseases. Adolescents do not get any counseling and health education, which is crucial for their age. Therefore, regular medical check-up, health care and health education should be arranged for the targeted orphan and destitute children.
4. Effective learning environment: School environment is not favorable and adequate for effective learning of the children due to teacher insufficiency, teaching incapacity and use of culture and language irrelevant teaching instructions and materials. Therefore, supplementary and child friendly reading environment should be established for the orphan and destitute children at the child home.
5. Mental, social and spiritual development: The orphan and destitute children are often deprived of parental care, tender love and participation in – social events, spiritual activities, sports and recreational activities. Therefore, these children need facilities of nursing, sports, extracurricular activities, recreation and socialization.
6. Sustainability of the child home: Last of all, even after establishment of a child home fulfilling all the above needs, sustainability of the home will still be a major concern. Therefore, profitable resource generating programs need to be conducted side by side with the home activities for sustainable operation of the home.

রোহিঙ্গা শিবিরে জন্ম নিয়েছে ১৬ হাজার শিশু.....!!!

মিয়ানমারের রাখাইনে গত বছরের আগস্টের সহিংসতার পর পালিয়ে বাংলাদেশে আসে লাখ লাখ রোহিঙ্গা। তাদের আশ্রয় দেওয়া হয় কক্সবাজারে শরণার্থীশিবিরে। গত নয় মাসে এই শরণার্থীশিবিরে জন্ম নিয়েছে ১৬ হাজার শিশু। জাতিসংঘের শিশুবিষয়ক সংস্থা ইউনিসেফ দিয়েছে এই পরিসংখ্যান । আজ বৃহস্পতিবার সংস্থাটির নিউইয়র্কের প্রধান কার্যালয় থেকে পাঠানো এক বিজ্ঞপ্তিতে এ কথা জানানো হয়।

ইউনিসেফ বলছে, প্রতিদিন প্রায় ৬০টি করে শিশুর জন্ম হচ্ছে শরণার্থীশিবিরে। সংস্থাটির বাংলাদেশ প্রতিনিধি এডওয়ার্ড বিগবেদার বলেছেন, ‘ভয়ংকর পরিবেশের মধ্যে মাতৃগর্ভে থেকে প্রতিদিন প্রায় ৬০টি শিশু পৃথিবীর মুখ দেখছে। এসব মা নিজ আবাসভূমি থেকে বিতাড়িত হয়েছেন। শিকার হয়েছেন ভয়ংকর সহিংসতা ও কখনো কখনো ধর্ষণের।’

রাখাইন থেকে পালিয়ে আসা প্রায় আট লাখ রোহিঙ্গার মধ্যে সবচেয়ে বেশি ঝুঁকিতে আছে ওই সব নারী ও শিশুরা, যারা যৌন নির্যাতনের শিকার হয়েছে। এদের জন্য বিশেষ সহযোগিতার প্রয়োজন। কারণ, বেশির ভাগ নারী ও মেয়েশিশু কলঙ্ক ও নিপীড়নের ভয়ে সামনে এগিয়ে আসার সাহস করতে পারছে না।

এডওয়ার্ড বিগবেদার বলেন, যৌন সহিংসতার কারণে কত শিশু জন্ম নিয়েছে বা ভবিষ্যতে নেবে, তার সঠিক সংখ্যা বলা অসম্ভব। তবে প্রত্যেক নতুন মা ও সন্তানের জন্য সাহায্য ও সমর্থনের প্রয়োজনীয়তা আবশ্যক।

গত নয় মাসে শরণার্থীশিবিরে জন্ম নেওয়া মাত্র তিন হাজার শিশুর জন্ম হয়েছে স্বাস্থ্যকেন্দ্রে। অর্থাৎ প্রতি ৫টি শিশুর মধ্যে একটি শিশু স্বাস্থ্যসেবা পেয়েছে। ধারণা করা যায়, মাত্র ১৮ শতাংশ মা স্বাস্থ্যকেন্দ্রে সন্তান জন্ম দিয়েছেন।

২০১৭ সালের ২৫ আগস্ট মিয়ানমারের নিরাপত্তা বাহিনীর কয়েকটি চেকপোস্টে হামলাকে কেন্দ্র করে রাখাইন রাজ্যে জাতিগত নিধনযজ্ঞ শুরুর পর বাংলাদেশে পালিয়ে আসে প্রায় আট লাখ রোহিঙ্গা, যাদের একটা বড় অংশই শিশু। এ ছাড়া জীবন ও সম্ভ্রম বাঁচাতে পালিয়ে গর্ভবতী অবস্থায় দেশ ছেড়ে পালিয়ে এসেছেন বহু রোহিঙ্গা নারী। জাতিসংঘ, যুক্তরাষ্ট্র ও যুক্তরাজ্য ওই অভিযানকে জাতিগত নিধন বলে অভিহিত করেছে। কিন্তু মিয়ানমার বরাবরই তা অস্বীকার করে আসছে।

সম্প্রতি বার্তা সংস্থা রয়টার্স এক প্রতিবেদনে বাংলাদেশের স্বাস্থ্য বিভাগের এক শীর্ষ কর্মকর্তার বরাত দিয়ে জানায়, শরণার্থীশিবিরে ১৮ হাজার ৩০০ জন গর্ভবতী নারীকে শনাক্ত করা হয়েছে। তবে সব মিলিয়ে ২৫ হাজার এ রকম নারী রয়েছেন বলে জানান ওই কর্মকর্তা।

পানির সংকটে রোহিঙ্গারা, দুই হাজার নলকূপ অচল...!!!

কক্সবাজারের উখিয়া ও টেকনাফের ৩০টি আশ্রয়শিবিরে খাবার পানির সংকট চলছে। প্রাকৃতিক জলাশয়, খাল ও পুকুরের ময়লাপানি খেয়ে ডায়রিয়াসহ নানা রোগে আক্রান্ত হচ্ছে রোহিঙ্গারা।

সরেজমিন খোঁজ নিয়ে জানা গেছে, সাত হাজার নলকূপের মধ্যে ইতিমধ্যে দুই হাজার অচল হয়ে পড়েছে। ভূগর্ভস্থ পানির স্তর অস্বাভাবিকভাবে নিচে নেমে যাওয়ায় এর কারণ। এ ছাড়া রক্ষণাবেক্ষণের অভাবে নষ্ট হয়ে পড়ে আছে আরও কয়েক শ নলকূপ।

কক্সবাজার শহর থেকে ৪৫ কিলোমিটার দূরে উখিয়ার মধুরছড়া ১ ও ২ নম্বর আশ্রয়শিবির। এই শিবিরের কয়েকটি পাহাড়ের ঢালুতে ত্রিপলের ঘরে বাস করছে দেড় লাখের বেশি রোহিঙ্গা। পাশের লম্বাশিয়া ১ ও ২ নম্বর শিবিরে আছে আরও এক লাখ রোহিঙ্গা। এই আড়াই লাখ রোহিঙ্গার পানির চাহিদা পূরণে শিবিরগুলোতে স্থাপন করা হয়েছিল এক হাজারের বেশি নলকূপ।

ওই শিবিরগুলোতে গিয়ে দেখা গেছে, অসংখ্য নলকূপ অকেজো। কিছু নলকূপের ওপরের অংশ চুরি হয়ে গেছে। নারী-শিশুদের দূরের জলাশয়, পুকুর ও খাল থেকে কলসিতে করে পানি আনতে দেখা গেছে।

গত বছরের সেপ্টেম্বর-অক্টোবরে কয়েকটি বেসরকারি প্রতিষ্ঠান পাহাড়ের ঢালুতে ১০০-১২০ ফুট গভীরতায় কয়েক শ নলকূপ স্থাপন করে। এ বছরের জানুয়ারি-ফেব্রুয়ারিতে মুক্তি কক্সবাজার, ব্রাক, শেডসহ কয়েকটি সংস্থা শিবিরে কয়েক শ গভীর নলকূপ স্থাপন করে। এসব নলকূপের বেশির ভাগ চালু রয়েছে।

এনজিওগুলো নলকূপ স্থাপনের পর রোহিঙ্গা মাঝিদের তত্ত্বাবধানে দেয়। এখন রক্ষণাবেক্ষণের অভাবে কয়েক শ নলকূপ অচল পড়ে আছে। অনেক নলকূপ চালু করা যাচ্ছে না ২০-৩০ টাকা দামের একটি লেদার অথবা স্ক্রুর জন্য।

মুক্তি কক্সবাজার-এর প্রধান নির্বাহী বিমল দে সরকার বলেন, লম্বাশিয়া ও মধুরছড়া আশ্রয়শিবিরে তাঁরা ৬০৫ থেকে ৭৮৫ ফুট গভীরতার ৩৪টি নলকূপ স্থাপন করেছিলেন। প্রতিটি কূপের বিপরীতে খরচ হয় ১ লাখ ৩০ হাজার টাকা। নলকূপগুলো রক্ষণাবেক্ষণের দায়িত্ব রোহিঙ্গাদের। এখন নলকূপ অচলের খবর পাওয়া গেলেও সচল করার জন্য বরাদ্দ নেই।

জেলা প্রশাসনের এনজিও-বিষয়ক শাখা সূত্র জানায়, ৭ মে পর্যন্ত গত ৮ মাসে আশ্রয়শিবিরগুলোতে স্থাপন করা হয়েছে ৭ হাজার ৬৫টি নলকূপ। এর মধ্যে জনস্বাস্থ্য প্রকৌশল অধিদপ্তর স্থাপন করেছে ২ হাজার ৫২৮টি। অবশিষ্ট ৪ হাজার ৫৩৭টি নলকূপ স্থাপন করে বেসরকারি বিভিন্ন সংস্থা।

উখিয়া উপজেলা প্রশাসন সূত্র জানায়, নলকূপের পাশাপাশি লাখো রোহিঙ্গার পানির চাহিদা পূরণ করতে জনস্বাস্থ্য প্রকৌশল অধিদপ্তর শুরুর দিকে দুটি ট্রিটমেন্ট প্ল্যান্টের মাধ্যমে উখিয়ার কুতুপালং ও বালুখালী আশ্রয়শিবিরে দৈনিক ১২ হাজার লিটার খাবার পানি সরবরাহ দিত। বিভিন্ন সংস্থা সরবরাহ করত দৈনিক ৮৯ হাজার লিটার বিশুদ্ধ পানি। এখন পানি সরবরাহ নেই বললে চলে। ১১ লাখের বেশি রোহিঙ্গার দৈনিক পানির চাহিদা ১ কোটি ৬০ লাখ লিটার। চাহিদার তিন ভাগের এক ভাগ পানিও পাওয়া যাচ্ছে না বলে জানাচ্ছে বিভিন্ন সূত্র।

রোহিঙ্গাদের অভিযোগ, আশ্রয়শিবিরে নারীদের গোসল করা নিয়ে বেশি সমস্যায় পড়তে হচ্ছে। কয়েক মাস আগে শিবিরের বিভিন্ন স্থানে ত্রিপল ও বাঁশের বেড়ার গোসলখানা তৈরি হলেও এখন সব কটি নড়বড়ে হয়ে পড়েছে। সংস্কারের উদ্যোগ নেই।

জেলা প্রশাসনের তথ্য মতে, আশ্রয়শিবিরগুলোতে এ যাবৎ ১ হাজার ৭৮০টি গোসলখানা তৈরি করা হয়। এর মধ্যে জনস্বাস্থ্য প্রকৌশল অধিদপ্তরের ৪৯০টি, বাকি ১ হাজার ২৯০টি তৈরি করেছে বেসরকারি বিভিন্ন সংস্থা। কিন্তু এগুলোরও রক্ষণাবেক্ষণ নেই।

জনস্বাস্থ্য প্রকৌশল অধিদপ্তর কক্সবাজারের নির্বাহী প্রকৌশলী ঋত্বিক চৌধুরী বলেন, পানির সংকট নিরসনে আশ্রয়শিবিরে আরও এক হাজার গভীর নলকূপ স্থাপনের কাজ শুরু হয়েছে। এগুলোর গভীরতা হবে ৫০০-৯০০ ফুট।

উখিয়া উপজেলা কৃষি কর্মকর্তা শরিফুল ইসলাম জানালেন, আগে উপজেলার বিভিন্ন এলাকায় ৪০-৫০ ফুট গভীরে খাবার পানি পাওয়া যেত। এখন ৬০০ থেকে ৯০০ ফুট নিচেও পানি পাওয়া যাচ্ছে না। উপজেলার বিভিন্ন এলাকার অন্তত ২ হাজার নলকূপ পানিশূন্য হয়ে পড়েছে। পানিসংকটের কারণে উপজেলায় চাষাবাদও ব্যাহত হচ্ছে।

এ প্রসঙ্গে জেলা প্রশাসনের এনজিও-বিষয়ক শাখার দায়িত্বে থাকা অতিরিক্ত জেলা প্রশাসক (শিক্ষা ও আইসিটি) মুহাম্মদ আশরাফ হোসেন বলেন, আশ্রয়শিবিরে নলকূপ স্থাপনে অনিয়মের অভিযোগ আছে। কিন্তু লোকবল-সংকটের কারণে তদন্ত করা যাচ্ছে না। তবে অচল নলকূপগুলো সচল করে পানিসংকট দূর করার চেষ্টা চলছে।

রামু উপজেলা স্বাস্থ্য কমপ্লেক্সের চিকিৎসা কর্মকর্তা মিজবাহ উদ্দিন আহমেদ বলেন, পাহাড়ি এলাকায় বসতিপূর্ণ রোহিঙ্গা শিবিরগুলোতে দূষিত পানি খেয়ে হাজার হাজার রোহিঙ্গা ডায়ারিয়া, আমাশয়সহ নানা রোগে ভুগছে। অকেজো নলকূপগুলো সচল করা গেলে রোগ থেকে কিছুটা পরিত্রাণ পেত রোহিঙ্গারা।

জেলা সিভিল সার্জনের কার্যালয় সূত্র জানায়, রোববার পর্যন্ত উখিয়া ও টেকনাফের ৩০টি আশ্রয়শিবিরে তীব্র ডায়রিয়ায় আক্রান্ত ২ লাখ ২৮ হাজার ৬৯৩ জনকে চিকিৎসাসেবা দেওয়া হয়েছে। পাশাপাশি রক্ত আমাশয়ে আক্রান্ত হয়েছে আরও ৯৩ হাজার ৮ জন রোহিঙ্গা। এ ছাড়াও দূষিত পানি খেয়ে অনেকেই টাইফয়েড, হেপাটাইটিস এ, হেপাটাইটিস ই রোগে আক্রান্ত হচ্ছে।

''মুসলমানি বা খতনা'' কেন প্রয়োজন, স্বাস্থ্য উপকারিতা ও বিশেষ সতর্কতাঃ

প্রতিটি মুসলিম পরিবারেই ছেলে শিশু একটু বড় হলেই তার খতনা বা মুসলমানি করানোর তোরজোড় শুরু হয়ে যায়। খতনা কী তা কমবেশি সবারই ধারণা আছে। তবে এটা নিয়ে যেহেতু খুব বেশি প্রচার নেই, তাই অনেকেই ভুল ধারণা পোষণ করে থাকেন।

পুরুষাঙ্গের সামনের বা মাথার দিকে যে অতিরিক্ত চামড়া পুরুষাঙ্গের সংবেদনশীল অংশকে ঢেকে রাখে, এই অতিরিক্ত চামড়া কেটে ফেলে দেওয়াই খতনা বা মুসলমানি। আমাদের দেশের প্রেক্ষাপটে খতনা সমাজব্যবস্থা ও ধর্মের সঙ্গে অঙ্গাঅঙ্গিভাবে জড়িত হলেও এ নিয়ে তেমন প্রচার নেই।
তাই প্রচুর পরিমাণে শিশুর খতনা হাজামের মাধ্যমে করনো হয়। অনেকেই জানেন না যে হাসপাতালে শিশুর খতনা করানোর ব্যবস্থা আছে।

''খতনা'' কেন করা হয়ঃ
ধর্মীয় কারণে মুসলমান ও খ্রিস্টানরা খতনা করিয়ে থাকে। কিছু কিছু রোগ হলে যেমন ফাইমোসিস, প্যারাফাইমোসিস হলে খতনা বা মুসলমানি করাতে হয়। ফাইমোসিস হলো পুরুষাঙ্গের মাথার দিকের চামড়া এমনভাবে মূত্রনালীকে ঢেকে রাখে, যার কারণে প্রস্রাব ঠিকমতো বের করতে পারে না। প্রস্রাব বের হতে না পেরে পুরুষাঙ্গের মাথা ফুলে ওঠে এবং শিশু ব্যথায় কান্নাকাটি করতে থাকে। এভাবে বেশিদিন চলতে থাকলে প্রস্রাবে ইনফেকশন, এমনকি কিডনি ফেইলিওরও হতে পারে। আবার অনেক সময় পুরুষাঙ্গের মাথার দিকের চামড়া উল্টে গিয়ে টাইট হয়ে যায়। যার ফলে চামড়াকে আর সামনে ও পেছনের দিকে নাড়াচাড়া করা যায় না। এক্ষেত্রে মাথার দিকে ফুলে যায় এবং রক্ত চলাচল বাধাপ্রাপ্ত হয়। উভয় ক্ষেত্রেই জরুরি ভিত্তিতে খতনা করানো প্রয়োজন। অনেক সময় ছোট শিশুদের পুরুষাঙ্গ প্যান্টের চেইনের সঙ্গে আটকে যেতে পারে। এরকম পরিস্থিতিতেও অনেক সময় খতনা করানো হয়।

''খতনার'' উপকারিতাঃ
জেনে হয়তো অবাক লাগবে, খতনার কিন্তু উপকারিতাও আছে! সবচেয়ে গুরুত্বপূর্ণ উপকারিতাটি হলো, খতনা করে পুরুষাঙ্গের ক্যান্সার প্রতিরোধ করা যায়। গবেষণায় দেখা গেছে, শুধুমাত্র খতনার কারণেই এ ক্যান্সার মুসলমান ও খ্রিস্টানদের মধ্য নেই বললেই চলে। পুরুষাঙ্গের মাথার বাড়তি চামড়ার নিচে এক ধরনের সাদা পদার্থ জমে এবং এটিই পুরুষাঙ্গের ক্যান্সারের জন্য দায়ী।

হাইপোস্পেডিয়াসিস রোগে খতনা করানো যায় না। এটি পুরুষাঙ্গের জন্মগত ত্রুটি। এতে প্রস্রাবের নালী পুরুষাঙ্গের মাথায় না থেকে নিচের দিকে থাকে। এক্ষেত্রে চিকিত্‍সা করাতে হয় এবং খতনা করানোর আগে এ জন্মগত ত্রুটি ঠিক করাতে হয়। খতনা করানোর আগে রক্ত পরীক্ষা করানো উচিত। কারণ এমনটাও দেখা গেছে যে, শুধু খতনা করানোর কারণেই অনেক রোগী রক্তপাতের ফলে মারা গেছে। অনেক শিশুর জন্মগত রক্তক্ষরণজনিত সমস্যা থাকতে পারে। তাই খতনার আগে শিশুর জন্মগত রক্তক্ষরণজনিত সমস্যা আছে কি না, তা পরীক্ষা করাটা জরুরি।

সতর্কতাঃ
অভিজ্ঞ চিকিত্‍সকের মাধ্যমে খতনা করালে তেমন কোনো অসুবিধা হয় না বললেই চলে। তবে হাজামদের দিয়ে খতনা করালে রক্তক্ষরণ বন্ধ না হওয়া, অতিরিক্ত বা কম চামড়া কেটে ফেলা, পুরুষাঙ্গের সংবেদনশীল মাথা কেটে ফেলার মতো ঘটনা ঘটতে পারে। এ সমস্যাগুলো অভিজ্ঞ চিকিত্‍সকের ক্ষেত্রে হওয়ার সম্ভাবনা নেই। শিশুর ভবিষ্যতের কথা চিন্তা করে হাজামের পরিবর্তে চিকিত্‍সক দ্বারা খতনা করার। বাংলাদেশের সব হাসপাতালেই শিশুর খতনা করানো হয় এবং খরচ খুবই অল্প।

Mission Education is a national level programme of Smile Foundation, which is committed to providing basic education and healthcare to underprivileged children. Smile Foundation believes that whether you are addressing healthcare, poverty, population control, unemployment or human rights, there's no better place to start than in the corridors of education.

Education is both the means as well as the end to a better life; means, because it empowers an individual to earn his/her livelihood and the end because it increases one's awareness on a range of issues – from healthcare to appropriate social behavior to understanding one's rights, and in the process evolve as a better citizen.

Smile Foundation’s educational initiatives include Pre-school [3-6 yrs], Non Formal Education [6-14 yrs non-school going], Remedial Education [6-14 yrs school going] and Bridge Course [14-18 yrs drop-outs]. It works for education for needy children who are under difficult circumstances, such as child labour, children of poorest of the parents, children inflicted and affected with HIV/AIDS, street and runaway children, children with rare disabilities, disaster struck children and slum children. Special emphasis is given on girl education and women education, so that they and their families get empowered.
