Bringing climate-affected marginalized communities in Bangladesh’s coastal regions under insurance coverage is no longer optional. Experts have urged the government to take responsibility for paying the insurance premiums for these vulnerable communities.

They said this financing should be secured from international climate funds, as developed countries have repeatedly promised climate finance to vulnerable countries like Bangladesh but have failed to implement those commitments properly.

These issues were discussed on Saturday, April 25, at a divisional roundtable titled “Pro-Poor, Gender-Responsive and Human Rights-Based CDRFI Process in the Coastal Region of Bangladesh”, held at Hotel Western Inn, Khulna.

The roundtable was organized by the development organization AOSED (An Organization for Socio-Economic Development) with cooperation from CARE Bangladesh.

Speaking at the event, Shamim Arfeen, Executive Director of AOSED, said that since 1995, developed countries have been assuring climate-vulnerable nations of financial and technological support. They also promised to reduce carbon emissions. However, the reality is that instead of decreasing, carbon emissions have increased by 34.4 percent since then. Moreover, instead of providing the promised finance as compensation, developed countries are pushing climate-affected countries like Bangladesh into debt through different mechanisms.

He said that the Government of Bangladesh should take strong preparations for future negotiations at the upcoming Bonn Climate Conference in Germany and COP31 in TÃŧrkiye, so that Bangladesh can effectively address the conditions imposed by developed countries and secure a fair and favorable climate fund.

Shamim Arfeen further said that since insurance has become essential for addressing climate-induced loss and damage in the country, insurance companies must introduce favorable schemes to protect the lives and livelihoods of marginalized people in coastal areas. The government should take responsibility for paying the premiums, and the required financing should be collected from global climate funds.

Speaking as the chief guest, Nazrul Islam Manju, Administrator of Khulna City Corporation, said that political parties do not have their own forums where climate issues are discussed. Once elected as MPs or ministers, public representatives often forget responsible and people-centered issues such as climate change. During the previous government, these issues remained neglected for a long time. MPs and ministers did not go to the people, nor did they feel comfortable speaking about their concerns.

He said the current government is a democratic government, and he would personally convey these issues to the Prime Minister and other relevant authorities. He urged that those working on climate issues should have an opportunity to sit with the Prime Minister so that these matters can be addressed quickly and with due importance.

S. M. Monirul Hasan Bappi, Administrator of Khulna Zila Parishad, said that he has witnessed the suffering of climate-affected people and how climate impacts gradually destroy their lives. At the very least, he said, we must help them protect their crops and families and ensure access to safe drinking water so that they can live a normal life.

Professor Anwarul Kadir, Chief Executive of Sundarban Academy, said that despite working on this issue for a long time, a practical solution for climate insurance has not yet been achieved because the focus remains on how to make a policy profitable.

Professor Sharif Hasan Limon of Khulna University said that an important question is whether Bangladesh has a strong enough database to access climate finance. Data must be collected properly at both national and grassroots levels to ensure appropriate support.

Professor Dr. Nazia Hasan said that addressing climate-induced loss and damage requires a comprehensive master plan, one that is long-term and research-based.

Agriculturist Md. Nazrul Islam, Deputy Director of the Department of Agricultural Extension, Khulna, said that efforts are being made to diversify crops in the coastal region. New crops such as watermelon, sunflower and others are being introduced in the area. However, he noted that this is highly challenging and requires greater financial and technological support.

Bishwajit Kar, Assistant General Manager of Sadharan Bima Corporation, Khulna, said that in the current context, climate insurance is one of the most effective ways to reduce the suffering of affected communities. For an ordinary farmer, climate insurance can be arranged with basic documents such as land records and a national identity card.

Ashik E Elahi, NGO representative from Satkhira, said that corruption in different sectors is a major injustice, and because of this, people still have deep doubts and hesitation about insurance.

Himadree Shekhar Mondal, Technical Coordinator of CARE Bangladesh, said that the financial models of climate funds are changing rapidly. It is becoming increasingly difficult to understand which funds are genuine support, which are loans, and which are linked to the business interests of developed countries.

The roundtable was also addressed by Professor Dr. Tusar Kanti Roy of Khulna University of Engineering & Technology, Biplob Kumar Basak, Deputy Director of the Department of Fisheries, Khulna, S. A. An advocacy workshop titled “Strengthening Climate Risk Financing and Insurance for Coastal Bangladesh” was held today (Thursday, 16 April 2026) at the conference hall of Hotel Western Inn, Khulna. The workshop brought together stakeholders to discuss the country’s increasing climate risks, existing financing mechanisms, and opportunities for improving insurance systems.

Moderated by Professor Anwarul Kadir of Sundarban Academy, Khulna, the speakers highlighted that Bangladesh is recognized as one of the most climate-vulnerable countries in the world due to its geographical location. According to the World Risk Report 2025, Bangladesh ranks 11th in terms of risk, while the Germanwatch Climate Risk Index 2026 places the country 13th globally in long-term climate vulnerability, facing significant loss of life and substantial economic damage due to extreme weather events.

The coastal region of Bangladesh, stretching approximately 710 kilometers across 19 districts, is regularly affected by cyclones, floods, sea-level rise, salinity intrusion, heavy rainfall, and prolonged waterlogging. These climate hazards severely impact livelihoods, food security, healthcare, housing, and employment in the region.

It was also shared that under the leadership of AOSED, the Multi-Actor Partnerships on Climate and Disaster Risk Finance and Insurance (MAP-CDRFI) project is being implemented in Bagerhat and Satkhira districts with financial support from BMZ and technical assistance from CARE Bangladesh. From 2023 to 2026, the project has established 66 multi-actor platforms involving 1,513 stakeholders. To date, 431 capacity-building sessions and 24 policy dialogues have been conducted, with key recommendations presented at national and international platforms, including UNFCCC and COP.

Participants emphasized the urgent need to ensure transparent, accountable, and effective utilization of the Loss and Damage Fund. They also stressed the importance of introducing index-based insurance, expanding agricultural rehabilitation support, strengthening Tidal River Management (TRM) and river systems, and increasing investment in climate-resilient infrastructure. Additionally, they highlighted the need to introduce a single-window climate finance mechanism at the local level, ensure block allocations and emergency funds, and enhance transparency and accountability in fund management.

Based on research conducted by the Centre for Climate Justice Bangladesh, key recommendations included developing union-level Climate Vulnerability Index (CVI) databases, introducing forecast-based early financing mechanisms, providing premium subsidies for crop, fisheries, and livestock insurance, strengthening climate-sensitive budgeting at the local government level, and piloting parametric insurance and pooled funding models.

The keynote paper at the workshop was presented by Bahlul Alam, Learning and Advocacy Officer.
