Dialogue on Addressing Climate Change Impacts and Conserving Biodiversity

An important dialogue was held in Matiranga, Khagrachari to strengthen the participation of local communities in addressing climate change impacts and conserving biodiversity.

The dialogue was organized by Zabarang Kalyan Samity under the ST-NRM project with the support of Tebtebba Foundation. Participants discussed the role and responsibilities of local community networks in protecting the environment and biodiversity in the Chittagong Hill Tracts.

Speakers highlighted that the Chittagong Hill Tracts is rich in forests, natural resources, and biodiversity. However, the impacts of global climate change, such as irregular rainfall, drought, landslides, deforestation, and threats to biodiversity are increasingly affecting the region. These challenges directly threaten local agriculture, food security, and livelihoods.

They emphasized that the traditional knowledge, experience, and active participation of local communities are crucial for tackling the climate crisis. Strengthening local networks, raising awareness, promoting environmentally friendly agriculture, and ensuring sustainable resource management were identified as key priorities.

The event was chaired by Mathura Bikash Tripura, Executive Director of Zabarang Kalyan Samity. Upazila Nirbahi Officer Md. Mahmudur Rahman attended as the Chief Guest. Among the speakers were Upazila Agriculture Officer Md. Shahabuddin Ahmed, Assistant Range Officer of Matiranga Range Touhidur Rahman, and Lalit Bikash Tripura, President of the Matiranga Upazila Headman Association.
Representatives from various social organizations, local network members, and community representatives also participated in the dialogue, sharing their insights on climate resilience, biodiversity conservation, and sustainable resource management in the hill region.

Speakers also stressed the importance of coordinated efforts among the government, local communities, social organizations, and development partners to protect the environment and biodiversity in the hill regions.

খাগড়াছড়ির অন্যতম উন্নয়ন সংস্থা জাবারাং কল্যাণ সমিতির বার্ষিক সাধারণ সভা গতকাল ২৮ ফেব্রুয়ারি ২০২৬ তারিখে খাগড়াপুর মহিলা কল্যাণ সমিতির সিএমসিডি ভবনে অনুষ্ঠিত হয়েছে। সভায় সংস্থার ভবিষ্যৎ পথচলা ও সাংগঠনিক কাঠামো সুসংহত করার লক্ষ্যে গুরুত্বপূর্ণ সিদ্ধান্ত গ্রহণ করা হয়।

জাবারাং কল্যাণ সমিতির চেয়ারপার্সন এস অনন্ত বিকাশ ত্রিপুরার সভাপতিত্বে আয়োজিত এই অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন খাগড়াছড়ি পার্বত্য জেলা পরিষদের চেয়ারম্যান শেফালিকা ত্রিপুরা। বিশেষ অতিথি হিসেবে উপস্থিত থেকে বক্তব্য রাখেন জেলা সমাজসেবা কার্যালয়ের সহকারী পরিচালক বিশ্বজিৎ চাকমা।

সভার শুরুতে স্বাগত বক্তব্য প্রদান করেন সংস্থার ভাইস চেয়ারপার্সন স্যুইচিং অং মারমা। এরপর সংস্থার সাধারণ সম্পাদক কাম নির্বাহী পরিচালক মথুরা বিকাশ ত্রিপুরা বিগত বছরের বার্ষিক প্রতিবেদন, আর্থিক বিবরণী এবং আগামী বছরের বার্ষিক পরিকল্পনা ও বাজেট পেশ করেন। সংস্থার সাধারণ সদস্য বিনোদন ত্রিপুরার সঞ্চালনায় অনুষ্ঠিত এই সভায় সদস্যরা প্রস্তাবিত প্রতিবেদন ও বাজেটের ওপর তাদের মতামত ব্যক্ত করেন।

সভায় উপস্থিত বক্তারা মূলত সংস্থার সাংগঠনিক সংস্কার ও আধুনিকায়নের ওপর গুরুত্বারোপ করেন। আলোচনার এক পর্যায়ে সংস্থার অভ্যন্তরীণ প্রশাসনিক ও কার্যক্রম পরিচালনার বিদ্যমান নীতিমালাগুলোকে আরও সময়োপযোগী ও কার্যকর করতে নীতিমালা সংশোধনীর প্রস্তাব করা হয়। একই সাথে, পরিবর্তিত পরিস্থিতির সাথে সংগতি রেখে সংস্থার প্রাতিষ্ঠানিক ভিত্তি মজবুত করার লক্ষ্যে গঠনতন্ত্র সংশোধনীর বিভিন্ন দিক নিয়ে বিস্তারিত আলোচনা করা হয়। এছাড়া সংস্থার নিজস্ব তহবিল গঠন এবং সদস্যদের অংশগ্রহণ নিশ্চিত করতে সদস্য চাঁদা নির্ধারণ ও সংগ্রহের বিষয়টি নিয়ে গুরুত্বের সাথে আলোকপাত করা হয়।

সভায় অন্যান্যদের মধ্যে আলোচনায় অংশ নেন সংস্থার অর্থ সম্পাদক কৃষ্ণ কিশোর ত্রিপুরা, খাগড়াছড়ি পার্বত্য জেলা পরিষদের সদস্য ধনেশ্বর ত্রিপুরা, সাধারণ সদস্য দয়ানন্দ ত্রিপুরা, সাবেক চেয়ারপার্সন চন্দ্র কিশোর ত্রিপুরা এবং খাগড়াপুর মহিলা কল্যাণ সমিতির নির্বাহী পরিচালক গীতিকা ত্রিপুরাসহ আরও অনেকে।

বক্তারা বলেন, পাহাড়ের প্রান্তিক জনগোষ্ঠীর আর্থ-সামাজিক উন্নয়নে জাবারাং কল্যাণ সমিতির ভূমিকা প্রশংসনীয়। নীতিমালার এই নতুন সংশোধনীসমূহ সংস্থাকে আরও স্বচ্ছ ও জবাবদিহিমূলক করতে সহায়ক হবে। প্রধান অতিথির বক্তব্যে শেফালিকা ত্রিপুরা সংস্থার মানবিক কার্যক্রমের ধারা অব্যাহত রাখার আহ্বান জানান এবং জেলা পরিষদের পক্ষ থেকে প্রয়োজনীয় সহযোগিতার আশ্বাস প্রদান করেন।

Energy Solutions Hidden on Unused Rooftops: Call for National Priority on Rooftop Solar

Rangamati, February 19, 2026, Thursday:
Civil society and community representatives have called for an immediate declaration of rooftop solar technology as a national priority to ensure sustainable energy security, environmental protection, and a revolutionary transformation of the power sector in Bangladesh. During a massive mobilization program held today in front of the Rangamati District Administration office, speakers emphasized that achieving renewable energy targets is impossible without the active support and direct participation of local government institutions. The event was organized through the joint initiative of Zabarang Kalyan Samity, Forum on Ecology and Development (FED-Rangamati), CLEAN, BWGED, and local community platforms. Local journalists, youth representatives, women leaders, and environmental activists participated in the human chain to express their solidarity for this energy transition.

In the keynote speech, Shishir Chakma, a member of FED-Rangamati and a poet, stated that the country’s power sector has long prioritized expensive and import-dependent fossil fuels, which has now become a massive burden on the national economy. He argued that while rooftop solar is a clean, accessible, and extremely low-cost solution, it is not receiving the proper priority at the policy-making level.

Poet Ananda Jyoti Chakma added that rooftop solar is not merely a technology for electricity generation, but an opportunity to establish "energy democracy" for the common people. He suggested that if the vast unused rooftops of Union Parishad buildings, schools, hospitals, and rural markets were brought under solar power, a large-scale energy revolution could begin at the local level.

Benzin Chakma, the District Coordinator for Transparency International Bangladesh (TIB), noted that a huge amount of rooftop space in both rural and urban areas is currently going to waste. By installing solar panels in a planned manner, the pressure of load-shedding on the national grid would decrease, and a significant amount of foreign currency would be saved by reducing the dependency on imported fossil fuels for power generation.

Mathura Bikash Tripura, Executive Director of Zabarang Kalyan Samity, further highlighted that this energy transition would not only protect the environment but also create a massive job market by producing skilled technicians and entrepreneurs at the local level. He emphasized that community-based solar systems could be the primary medium for ensuring an affordable and fair energy future, especially for women and low-income families.

Following the program, participants submitted a memorandum to the Rangamati District Commissioner and Municipal Administrator outlining five major demands. These demands include ensuring specific policy and financial allocations for local government institutions to expand rooftop solar; making solar power systems mandatory for every government and autonomous building; guaranteeing easy-term loans, government subsidies, and technical support for the general public; ensuring the empowerment of women and marginalized communities in the energy transition process; and adopting a renewable energy roadmap for local implementation instead of environment-destroying fossil fuel-based mega-projects.

Presiding over the event, Muzibul Haque Bulbul, Chairperson of FED-Rangamati, stated in his closing remarks that the people have high expectations of the new government. He argued that development plans will only be sustainable if they are adopted by involving local government and the public. He called for a revolution on building rooftops to ensure that solar power is used nationwide, which would save the country from spending precious foreign currency. He expressed his view that if Bangladesh continues to neglect rooftop solar, the country will once again sink into a cycle of expensive and environmentally hazardous energy crises.

The human chain, moderated by development worker Purna Chakma, also featured speeches from Nuku Chakma, General Secretary of FED-Rangamati; members Mukul Kanti Tripura and Engineer Ganga Bijay Chakma; and Binodan Tripura, Program Director of Zabarang Kalyan Samity.

It is noteworthy that the "One Million Rooftop Solar, One Million Jobs- SUNRISE" project is being implemented in the Rangamati Hill District by Zabarang Kalyan Samity with the support of CLEAN (Coastal Livelihood and Environmental Action Network). FED-Rangamati is actively working on this initiative as a local civil society movement, with BWGED and other local networks serving as partners in this nationwide movement.

Civil Society Holds Roundtable to Demand Withdrawal of Power and Energy Master Plan in Rangamati

A roundtable dialogue was held on Thursday afternoon in Rangamati to protest the government’s "Power and Energy Master Plan 2025", with representatives from civil society urging the authorities to withdraw the proposal.

The meeting took place at Oloanshaal Restaurant of the Rajbari area of Rangamati city, where community leaders, activists, and local civic actors gathered to voice their concerns over what they describe as potential negative impacts of the national energy strategy on regional development and environmental sustainability.

Participants at the discussion highlighted possible issues related to resource allocation, energy pricing, and the long-term effect of the strategy on local industries and livelihoods. They called on policymakers to reconsider the plan and adopt an approach that better reflects local needs and priorities.

“We believe that any master plan for national energy should include thorough consultations with affected communities, especially those in hill districts,” one civil society representative said during the meeting.

The roundtable ended with a joint appeal to the government to take the concerns of Rangamati residents seriously and to revise the plan accordingly.

**Winter Clothing and School Bags Distributed to 832 Students in Bhaibonchhara under ‘Shikhya Surokkha’ Project**

Khagrachhari, January 27, 2026 (Tuesday):
Under the ‘Shikhya Surokkha’ project, implemented by Zabarang Kalyan Samity with support from Standard Chartered Bank PLC and Campaign for Popular Education (CAMPE), sweaters and school bags were distributed among students of project-enlisted schools in Bhaibonchhara Union of Khagrachhari Sadar Upazila today.

A total of 832 students received education support materials and winter clothing, including 524 girls and 308 boys. The distribution program was held in the presence of local government representatives, school authorities, guardians, and community leaders.

The Chief Guest of the event was Mr. Sujan Chakma, Chairman of Bhaibonchhara Union Parishad. In his remarks, he appreciated the initiative and said:
“Supporting children’s education, especially in remote areas, is crucial for building a skilled and responsible future generation. I sincerely thank Zabarang Kallyan Samity and Standard Chartered Bank PLC for standing beside our students and helping them continue their education with confidence.”

Students from the following 12 educational institutions received the materials:

Several head teachers also shared their appreciation during the program. Mr. Sugam Tripura, Head Teacher of Jormoram Government Primary School, said that such support greatly motivates students to attend school regularly, especially during winter.

Ms. Shipra Chowdhury, Head Teacher of Bijakijing Government Primary School, mentioned that the school bags and sweaters would reduce financial pressure on many families and help ensure better attendance.

Mr. Animesh Chakma, Head Teacher of Bhaibonchhara Ideal High School, added that corporate and NGO partnerships play a vital role in strengthening education in hill districts.

Head teachers Mr. Joshi Tripura (Kripa Roajapara GPS) and Ms. Kamana Tripura (Debendramohan GPS) also expressed gratitude, stating that such initiatives contribute not only to material support but also to students’ morale and dignity.

Zabarang emphasizes that collective efforts from development partners, local government, schools, and communities are essential to ensure a joyful and secure learning environment for children and to keep them on track toward a brighter future.
