On 14 June, the 𝐀𝐑𝐊 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧 and Bangladesh Health Watch (BHW) hosted a vital post-budget dialogue titled "𝐏𝐨𝐬𝐭-𝐁𝐮𝐝𝐠𝐞𝐭 𝐑𝐞𝐚𝐜𝐭𝐢𝐨𝐧 𝐨𝐟 𝐂𝐢𝐯𝐢𝐥 𝐒𝐨𝐜𝐢𝐞𝐭𝐲 𝐨𝐧 𝐭𝐡𝐞 𝐇𝐞𝐚𝐥𝐭𝐡 𝐁𝐮𝐝𝐠𝐞𝐭" at the CIRDAP Auditorium in Dhaka. The session brought together policymakers, academics, and civil society representatives to critically examine the future of Bangladesh’s healthcare system.

The event was honored by the presence of Dr. M. A. Muhit, Honourable State Minister for Health and Family Welfare, as the Chief Guest, and Mr. Fazley Huda Babul, Honourable Member of Parliament, Naogaon 3 Constituency as the Special Guest. The session was chaired by Mr. Faruque Ahmed (BHW), while Prof. Dr. Rumana Huque, Executive Director of ARK Foundation, delivered the keynote presentation on the priorities, opportunities, and challenges of the proposed health budget for FY 2026–27.

📍𝐊𝐞𝐲 𝐈𝐧𝐬𝐢𝐠𝐡𝐭𝐬 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐊𝐞𝐲𝐧𝐨𝐭𝐞 𝐏𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧
• A historic increase in health sector allocation to BDT 69,409 crore, raising health spending to 1.01% of GDP.
• A strategic shift from a treatment-focused healthcare system to a prevention-focused approach, with greater emphasis on primary healthcare, disease prevention, and early diagnosis.
• Measures to reduce out-of-pocket health expenditure through tax exemptions and duty reductions on cardiac stents, dialysis equipment, eye-care devices, and cancer treatment inputs.
• Expansion of the health workforce through the recruitment of 5,000 doctors and plans for 100,000 new health workers, with a strong focus on women's employment.
• Introduction of a universal e-Health Card and increased investments in district hospitals, ambulance services, emergency healthcare, nutrition programmes in both rural and urban areas.

⚠️ 𝐂𝐫𝐢𝐭𝐢𝐜𝐚𝐥 𝐈𝐬𝐬𝐮𝐞𝐬 𝐚𝐧𝐝 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬
While welcoming the budget increase, speakers highlighted several challenges that could limit its impact if not addressed:
• Significant underutilization of health development budgets, driven by weak planning, limited administrative capacity, and slow implementation.
• Ongoing shortages of skilled health workers and institutional vacancies, reducing efficiency in service delivery and programme ex*****on.
• Weak procurement systems, accountability gaps, and unequal access to services, alongside poor infrastructure and referral system challenges.

The dialogue focused on the need to ensure that increased allocation moves beyond numbers, towards a health system that is truly accessible, accountable, and centered on people’s dignity and wellbeing.
