Right Group Calls on COP31 to Prioritise Implementation Over New Climate Pledge.
Dedicated Adaptation Finance for Women Farmers.

Dhaka, 15 October 2026: Right groups have called on COP31 to prioritize implementing existing climate commitments over new pledges. They urged the delivery of adequate, accessible and grant-based climate finance without imposing new debt burdens on developing countries. They also called for the implementation of the commitment to triple adaptation finance, ensuring that Loss and Damage finance reaches affected people rapidly and directly, and providing finance and technology transfer for a just transition away from fossil fuels.

Speakers stressed that people for whom adaptation is intended must have a meaningful role in determining and assessing adaptation progress. Highlighting growing risks to women farmers, including access to safe water, security, technology and health, alongside production and income losses—they called for women farmers to be recognized not merely as a vulnerable group but as independent producers and economic actors. They further called for tracking how much adaptation finance reaches women farmers and measuring real changes in production, income, control over resources, losses, time and labour burdens, and adaptive capacity. They also demanded direct and long-term finance for women farmers, equal access to productive resources, technology, markets and decision-making, integrated action on salinity, and equal pay for women agricultural workers.

Today, 15 October 2026, these demands were raised at a seminar titled “COP31 and Bangladesh’s Priorities: Climate Crisis, Agriculture and Women; Adaptation, Finance and Justice,” jointly organised by EquityBD, BCJF, COAST Foundation, AVAS, Bindu and Street Child at the CIRDAP Auditorium in Dhaka. The seminar was moderated by Mostafa Kamal, Director, COAST Foundation. Speakers included Dr. Md. Akter Hossain Khan, Chief Seed Technologist, Seed Wing, Ministry of Agriculture; Professor Dr. Mohammad Ali, Sher-e-Bangla Agricultural University; Rahima Sultana Kajol, Executive Director, AVAS; Imtiaz Ridoy, Country Lead, Street Child Bangladesh; A.K.M Jasimuddin, ED of ADB,Md. Motahar Hossain, General Secretary, Environment Journalists Forum; Md. Salauddin Babu, Journalist, SA TV; Nikhil Chandra Bhadra, Coordinator, Sundarban Protection Committee; Aminul Haque, Coordinator, EquityBD; Ahsanul Wahde from Manusher Jonno FoundationOmar Farukh and Iqbal Uddin from the BDCSO Process; Iqbal Farukh from Waterkeepers; Humayun Kabir Sumon from Green Voice; Golam Morshed from Hrida Bangladesh; Arfat from Youth Action Development; Moniruzzaman from AVAS; Shahinur Islam from Bindu; Christina Baroi Hiya from Street Child; Tuhin from OAB Foundation; and women farmers Nur Nahar Begum from Kuakata, Rina Begum from Satkhira, Kalpana Rani and Najma Begum. Representatives of various organisations, youth representatives, journalists, and other concerned individuals also participated in the discussion. The keynote paper was presented by M. A. Hasan, Head–Climate Change, COAST Foundation.

Dr. Md. Akter Hossain Khan, Chief, Seed Wing, Ministry of Agriculture, said grassroots organizations should come together to present their demands to the Ministry of Agriculture, while the government should establish small-scale local cold storage facilities. Climate-resilient seeds are also being developed and promoted for wider adoption.

Jasim Uddin, President, ADAB, said Bangladesh’s representatives in the COP negotiation team need to be more vocal and assertive. Although ours is an agriculture-based economy, our development planning has not been centered on agriculture. We have always focused on quantitative results.

Professor Mir Mohammad Ali, Sher-e-Bangla Agricultural University, said we need to consider whether carbon trading, in the name of climate action, is effectively legitimizing continued greenhouse gas emissions by developed countries. Rahima Sultana Kajol, ED, AVAS, said, Women farmers must have meaningful participation, leadership and decision-making power in local adaptation planning and agricultural decision-making.
Imtiaz Hridoy, Team Lead, Street Child–Bangladesh, said, our policies do not adequately recognize women farmers as a distinct group, and this needs to be addressed. A one-stop service for women farmers should be introduced at the Upazila level under the Department of Agricultural Extension, enabling women farmers to access services and support from different government departments through a single platform.

Syed Aminul Haque, Coordinator, EquityBD, said, At COP, at least 50% of climate finance must be allocated to adaptation, backed by strong evidence of effective use and successful adaptation initiatives in Bangladesh. Climate policies and strategies should also adopt a bottom-up approach to ensure the needs and financing.

At the seminar titled “National Budget 2026–27 and Climate Allocation: How Much Priority for Coastal Protection?”, held on 14 June 2026 at the CIRDAP Auditorium in Dhaka and organized by COAST Foundation, BDCSO Process, and EquityBD, speakers called for increased budget allocations for climate adaptation and coastal protection.

They noted that the climate budget for the fiscal year 2026–27 amounts to only 0.76 percent of GDP, which is far below what is required. While the implementation of the National Adaptation Plan (NAP), Nationally Determined Contributions (NDC), and the Delta Plan 2100 requires an estimated US$24.64 billion annually, only US$4.24 billion has been allocated. This has created a financing gap of nearly US$20 billion. To ensure effective climate adaptation, the speakers urged the government to allocate at least 3 percent of GDP to climate-related sectors.

The speakers emphasized that Bangladesh’s primary climate challenge is adaptation, which is closely linked to water management. In this regard, they identified two top priorities: strengthening water management for disaster risk reduction and coastal protection, and ensuring access to safe freshwater.
They also recommended the formulation of a dedicated adaptation plan for water resource management, the installation of desalination plants in salinity-prone areas, the provision of safe drinking water through pipeline networks, and the re-excavation of ponds and water bodies to enhance rainwater harvesting.

Furthermore, the speakers highlighted the importance of conserving coastal mangrove forests, noting their critical role in protecting biodiversity, preserving fisheries resources, and mitigating various climate risks, including cyclones and storm surges.

On 14 June 2026, EquityBD organized a seminar titled “National Budget 2026–27 and Climate Finance: How Much Priority for Sustainable Coastal Protection?” at the CIRDAP Auditorium in Dhaka. Speakers expressed concern that while the proposed budget aims to increase revenue collection by nearly 18%, the burden may fall mainly on existing taxpayers rather than through broadening the tax base.
With over 60% of income in Bangladesh’s informal sector remaining outside the tax net, salaried employees and regular taxpayers continue to bear the greatest compliance burden. At the same time, new banking and tax requirements for microcredit borrowers and higher taxes on middle-class savings could further increase pressure on vulnerable and middle-income groups.

Citizens are willing to pay taxes, but they also expect meaningful social protection, healthcare, and income security during old age, hardship, or periods of reduced earnings.

Rights groups urge for 3% fund allocation in climate financing
Experts Demanded a Climate Adaptation Plan for Water Management

Dhaka, 14 June 2026: Climate activists and speakers have said that the proposed climate budget for FY 2026–27 does not reflect the funding required to implement long-term climate adaptation plans. They noted that, despite steady GDP growth, climate allocations have not increased proportionately, continuing a business-as-usual approach. In the current budget, climate spending stands at only 0.76% of GDP, which they described as far below implementation needs. They urged that climate finance be treated as a strategic national priority, with allocation raised to at least 3% of GDP to protect vulnerable communities.

Speakers demanded a separate adaptation plan for coastal water management, stating that two key areas must be prioritized. First, infrastructure development for coastal protection, including the construction and modernization of embankments, sluice gates, drainage systems, and other water infrastructure, as well as the renovation of old polders and embankments and the development of climate-resilient coastal protection structures. Second, improvement of safe water supply and irrigation systems through rainwater harvesting via pond excavation, restoration of open water bodies and canals, expansion of water-saving irrigation technologies, and development of salinity-tolerant agriculture. They also urge for stringent rules in respect of commissioning deep tube wells to save underground water, especially in Coxsbazar and in Rohingya refugee camps. There should immediately embargo on installing deep tube wells in Rohingya camp, Naf river water should be treated to supply drinking water in the Rohingya refugee camps.

Today, 14 June 2026, speakers raised these demands at the seminar titled “National Budget 2026–27 and Climate Allocation,” which was held at the CIRDAP Auditorium in Dhaka, jointly organized by COAST Foundation, BDSCO Process, and EquityBD. The seminar was moderated by Mr. M Rezaul Karim Chowdhury, Executive Director of COAST Foundation. Speakers included Mr. Md. Ziaul Haque, Additional Director General of the Department of Environment; Mr. Shamsul Haque, Executive Director of SDI; Mr. Md. Mosharraf Hossain, Microfinance Policy and Advocacy Specialist; Mr. Aminur Rasul Babul, Executive Director, Unnayan Dhara Trust, Mr. Nikhil Chandra Bhadra, Coordinator, Sundarbans Protection Movement; Mr. Salahuddin Bablu, SATV, Mr. Tarek Sayeed Harun, Director of RDRS Bangladesh; Mr. Md. Motahar Hossain, General Secretary of the Environmental Journalists Forum; Mr. Syed Aminul Haque, Director of COAST Foundation; Mr. Omar Faruk Bhuiyan of EquityBD; Mr. Iqbal Uddin of the BDCSO Process; Mr. Md. Ahsanul Wahed of Manusher Jonno Foundation; Mr. Humayun Kabir Suman, Executive Director, Green Voice, Mr. Neyamat Ullah, Bhola District Correspondent of The Daily Prothom Alo; and Mr. Raihan Badal, President of the Dashmina Journalists’ Association, among others. Mr. M. A. Hasan, Head of the Climate Change Department of COAST Foundation, presented the keynote paper.

M. Rezaul Karim Chowdhury, Executive Director of COAST Foundation, stressed that climate justice for coastal communities must be reflected in the national budget. He highlighted salinity, river erosion, water scarcity, and climate-induced displacement as key challenges affecting livelihoods. He called for transparent climate financing focused on vulnerable groups.

Mr. Md. Ziaul Haque, Additional Director General of the Department of Environment, identified two key priorities: protection from water-related disasters and waterborne diseases, and ensuring adequate, safe water for drinking and agriculture. To address the severe drinking water crisis, he emphasized seawater desalination, pond excavation, and rainwater harvesting and storage. He strongly stated that these measures must be learned, adopted, and implemented safely and at scale.

Mr. Md. Mosharraf Hossain, Microfinance Policy and Advocacy Specialist, stated that the budget deficit can be reduced through improved governance and institutional reforms. He emphasized strengthening accountability, including reforms in anti-corruption and key ministries, to ensure better financial management and efficiency.

Mr. Tarek Sayeed Harun, Director of RDRS Bangladesh warned about declining private sector investment and noted that Micro Finance Institutions (MFIs) contribute around 22% to GDP but still lack proper recognition. He described the sector as clean and accountable, and urged government recognition along with funding support from the Bangladesh Bank. Syed Aminul Haque called for a dedicated MF finance system for MFIs in the national budget and a policy to address intentional loan defaulters with improved Credit Information Bureau (CIB) access.

CCNF and EquityBD organized a press conference at the National Press Club in Dhaka highlighted the urgent need for a clear localization and repatriation roadmap for the Rohingya crisis in Bangladesh. Representatives from local NGOs expressed concerns that the current humanitarian response has become overly dependent on international agencies, while local organizations receive very limited funding and decision-making opportunities. Speakers emphasized that the Joint Response Plan (JRP) should ensure greater participation of Bangladeshi local and national NGOs, especially in planning, implementation, and resource allocation.

The discussion also stressed that humanitarian activities should not create the perception of permanent settlement for Rohingya refugees in Bangladesh. Participants called for all relief and development interventions to remain aligned with the ultimate goal of safe, dignified, and voluntary repatriation to Myanmar. Concerns were raised about the environmental and social pressures faced by host communities in Cox’s Bazar, including water shortages.
Civil society leaders urged the Government of Bangladesh and the international community to strengthen diplomatic efforts for repatriation and raise the Rohingya issue more effectively at the global level, including the United Nations. The event concluded with demands for transparency, accountability, and a long-term strategic roadmap addressing both refugee and host community concerns.

Civil Society Demands a Localization and Repatriation Roadmap in the Rohingya Crisis: Local NGOs has less than 1% of JRP Funds.

Today, 18 May 2026, the Cox’s Bazar CSO NGO Forum (CCNF) and the Equity Justice Working Group (EquityBD) jointly organized a press conference and demanded a clear localization and Rohingya repatriation roadmap at the National Press Club in Dhaka. The press conference was moderated by Rezaul Karim Chowdhury, Chief Moderator of CCNF and EquityBD. Others present included EquityBD Coordinators Mostafa Kamal Akand and Md. Iqbal Uddin, as well as CCNF Coordinator, Md. Shahinur Islam.

Md. Shahinur Islam presented the keynote paper and said that every year under the leadership of the United Nations, they prepare the Joint Response Plan (JRP) for Rohingya refugees and affected host communities. He criticized the process of JRP. He stated that the JRP is primarily a UN dominated fundraising mechanism. He noted that, UN agencies control approximately USD 811 million (87%) of the total plan in JRP 2025. In contrast, International NGOs have only 8.97% shared, while National NGOs 4.19%. Most concerningly, Local NGOs have planned just 0.06% of the total JRP budget. He further stated that the Government of Bangladesh is making significant financial contributions to the Rohingya crisis response, even taking loans from bank to support the response. However, these contributions are not reflected in the current JRP framework. Instead, the framework is being used mainly as an UN-centered fundraising tool. He demanded that at least 25% of JRP funds should be implemented through local NGOs and for local communities. He also emphasized that the JRP must clearly specify how much funding will be channeled through different actors, specially through the local NGOs.

Mostafa Kamal Akand said that the current democratic elected government must take responsibility for Rohingya repatriation. He demanded to form a Rohingya Repatriation Commission. He further stated that genocide had been committed against the Rohingya people, and for this reason, a conference should be organized during the upcoming session of the United Nations General Assembly to ensure justice and safe repatriation. He said that the main objective of the conference should be to develop a clear repatriation roadmap.

Md. Iqbal Uddin stated that the humanitarian response for Rohingyas has caused severe environmental and forest degradation in Cox’s Bazar. He claimed that around 300 acres of agricultural land had been destroyed which should be restorage for agriculture and that criminal activities have increased in the camps and 1 killing incident happened daily in Cox’s Bazar. He urged for the importance of preserving groundwater resources for future generations and called for the treatment and supply of water from the Naf River to the Rohingya camps. He also said that humanitarian agencies should not only provide relief assistance but also work on the citizen and political rights of the Rohingya people.

Rezaul Karim Chowdhury said that UNHCR is implementing projects in the Rohingya camps through international organizations such as ACTED, Action Aid, and Terre des Hommes (TDH) from UNICEF instead of local NGOs. He criticized UNHCR for this. He argued that they should implement the project through local NGOs. He also criticized UNHCR for constructing permanent shelters in the Rohingya camps without approval from the government and the Forest Department, and without consultation with local communities. He argued that in many countries, the United Nations cannot operate without government approval, citing Nepal as an example where UN agencies must obtain government permission before carrying out activities. He said that Government of Bangladesh should ensure that all UN activities receive prior government approval in order to protect national interests.

He further criticized senior government officials, saying that when they visit the Rohingya camps in Cox’s Bazar, they often do not listen to local communities and instead only engage with UN staff. He called for an end to such practices, emphasizing that local people are among the main victims of the crisis. He concluded by saying that the affected communities need a permanent solution to the crisis, which requires a comprehensive localization and repatriation roadmap.
