The Refugee and Migratory Movements Research Unit (RMMRU) a center for evidence-based research and grassroots action. Migration has been identified as one of the major socio-economic challenges that will require serious engagement of the global community in the 21st century. The complexity of varied types of migration processes has increasingly become a major area of research and concomitant polic

y intervention. In its thirty years of existence Bangladesh has experienced varied kinds of migratory patterns. These include, refugee flow to and out of the country, long-term migration to the West, and short-term contract migration to the Gulf and South East Asia. Movements of the population have major policy ramifications for Bangladesh. The country's economy is very much dependent on the remittances of the migrants. Again some movements have impinged upon the national integration process of the country and others have affected bilateral relations. Therefore, research and information on all such kinds of population movements are essential for formulating effective policies. In 1996 RMMRU was established to study population movements both within and across national borders. Over the years, advocacy, awareness campaign, and training also became part of core activities of RMMRU.

How Bangladesh being a non signatory state to the 1951 Refugee Convention interprets and shapes the International Refugee Law Regime

This was one of the central proposition for the seminar “Legal Obligations and Policy Realities: Bangladesh and the Global Refugee Regime,” held on 12 August 2026 at InterContinental Dhaka, jointly organized by the Refugee and Migratory Movements Research Unit (RMMRU) and the Department of Criminology and Sociology of Law (IKRS), Faculty of Law, University of Oslo (UiO).
As a major refugee-hosting country that is not a signatory to the 1951 Refugee Convention, Bangladesh offers a compelling case for understanding how international refugee law operates beyond formal treaty membership.

As part of the BEYOND Project — “Protection without Ratification?”, Ms. Naureen Rahim, a Doctoral Research Fellow at UiO, presented findings from her PhD research on Bangladesh’s engagement with the international refugee law regime.

The seminar brought together participants from leading academics, legal institutes, humanitarian and civil society organizations, International Development Agencies and Media. The seminar was chaired by Dr. Borhan Uddin Khan, Professor of Law, University of Dhaka. Mr. Md. Obaidul Haque, Associate Professor of International Relations, University of Dhaka, contributed to the seminar as the discussant.

Mr. Motasim Billah, Deputy Executive Director of RMMRU, provided the welcome remarks and Professor Maja Janmyr, Principal Investigator of the BEYOND Project shared an overview of the project goal and objective through a recorded video message.

শ্রম অভিবাসন খাতে সুশাসন, নিরাপদ ও সুশৃঙ্খল অভিবাসন এবং অভিবাসী কর্মীদের অধিকার ও কল্যাণ নিশ্চিত করার লক্ষ্যে রিফিউজি অ্যান্ড মাইগ্রেটরি মুভমেন্টস রিসার্চ ইউনিট (RMMRU), দ্য এশিয়া ফাউন্ডেশন ও এফসিডিও (FCDO)-এর সহায়তায় ৯ আগস্ট ২০২৬ তারিখে প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের সম্মেলন কক্ষে “বিএমইটি অভিযোগ ব্যবস্থাপনা (ADR) ও সাব-এজেন্ট নিয়মিতকরণ সংক্রান্ত খসড়া বিধিমালা ভ্যালিডেশন ওয়ার্কশপ” অনুষ্ঠিত হয়।

অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন মাননীয় মন্ত্রী আরিফুল হক চৌধুরী, এমপি, প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়। গেস্ট অব অনার হিসেবে উপস্থিত ছিলেন মাননীয় প্রতিমন্ত্রী নুরুল হক, এমপি। কর্মশালায় সভাপতিত্ব করেন মন্ত্রণালয়ের সচিব মোঃ মোক্তার আহমেদ। বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন বিএমইটি-এর মহাপরিচালক জামিল আহমেদ এবং দ্য এশিয়া ফাউন্ডেশনের কান্ট্রি রিপ্রেজেন্টেটিভ কাজী ফয়সাল বিন সিরাজ। কর্মশালাটি সঞ্চালনা করেন রামরুর নির্বাহী পরিচালক ড. তাসনিম সিদ্দিকী।

কর্মশালায় রামরুর পক্ষ থেকে সুপ্রিম কোর্টের অ্যাডভোকেট মোঃ শিমোনুজ্জামান রিক্রুটিং এজেন্ট লাইসেন্স ও সাব-এজেন্ট নিবন্ধন বিধিমালার বিভিন্ন চ্যালেঞ্জ, সম্ভাব্য সমাধান ও সুপারিশ এবং “অভিবাসী (অভিযোগ ব্যবস্থাপনা) বিধিমালা, ২০২৬”-এর খসড়া নিয়ে বিস্তারিত পর্যালোচনা উপস্থাপন করেন।

এছাড়াও প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের বিভিন্ন উইংয়ের প্রধানসহ ঊর্ধ্বতন কর্মকর্তাবৃন্দ, বিএমইটি কর্মকর্তাবৃন্দ, এনজিও প্রতিনিধি এবং অভিবাসন বিশেষজ্ঞরা কর্মশালায় অংশগ্রহণ করেন এবং প্রস্তাবিত বিধিমালাগুলোকে আরও কার্যকর, বাস্তবসম্মত ও অভিবাসীবান্ধব করার লক্ষ্যে গুরুত্বপূর্ণ মতামত ও সুপারিশ প্রদান করেন।

নিরাপদ ও সুশৃঙ্খল শ্রম অভিবাসন নিশ্চিত করতে রামরুর নীতি-গবেষণা ও অ্যাডভোকেসি কার্যক্রম অব্যাহত থাকবে।

রামরুর সহায়তায় অভিবাসী কর্মীদের অভিযোগ প্রতিকারে ডিজিটাল যুগের সূচনা

ব্যুরো অব ম্যানপাওয়ার এমপ্লয়মেন্ট অ্যান্ড ট্রেনিং (বিএমইটি) ও রেফিউজি অ্যান্ড মাইগ্রেটরি মুভমেন্টস রিসার্চ ইউনিট (রামরু) -এর যৌথ উদ্যোগে অনলাইন কমপ্লেইন্ট ম্যানেজমেন্ট মডিউল এর আনুষ্ঠানিক যাত্রা ও উদ্বোধন করা হয়েছে। প্রতারিত অভিবাসী কর্মী ও তাঁদের পরিবারের জন্য দ্রুত এবং কার্যকর অভিযোগ প্রতিকার নিশ্চিত করতে এ ব্যবস্থা চালু করা হয়েছে। রাজধানীর ইন্টারকন্টিনেন্টাল হোটেল এ আয়োজিত হয় এই অনলাইন কমপ্লেইন্ট ম্যানেজমেন্ট মডিউল এর উদ্বোধন।

রামরুর মাধ্যমে বাংলাদেশের সুইজারল্যান্ড দুতাবাস এবং হেলভেটাস বাংলাদেশ এর সহায়তায় পরিচালিত 'স্ট্রেনদেনড অ্যান্ড ইনফরমেটিভ মাইগ্রেশন সিস্টেম' (সিমস) পর্যায়-২ প্রকল্পের আওতায় বাস্তবায়িত হচ্ছে। প্রকল্পটির লক্ষ্য নিরাপদ অভিবাসন উৎসাহিত করা এবং অভিবাসন ব্যবস্থাপনার সঙ্গে যুক্ত সরকারি প্রতিষ্ঠানগুলোর কার্যকর সেবা প্রদান সক্ষমতা শক্তিশালী করা।

অনুষ্ঠানে উপস্থিত ছিলেন প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের মাননীয় প্রতিমন্ত্রী মো. নুরুল হক, এমপি, এশিয়া-প্যাসিফিক অঞ্চলে বৈদেশিক কর্মসংস্থানবিষয়ক মাননীয় প্রধানমন্ত্রীর বিশেষ সহকারী ড. মো. শাকিরুল ইসলাম খান এবং বাংলাদেশে সুইজারল্যান্ড দূতাবাসের অভিবাসন ও সুরক্ষাবিষয়ক আঞ্চলিক উপদেষ্টা লিসা গ্রেমিঙ্গার। অনুষ্ঠানে সভাপতিত্ব করেন প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের সচিব জনাব মো. মোখতার আহমেদ।

অনুষ্ঠানে স্বাগত বক্তব্য রাখেন বিএমইটি - এর মহাপরিচালক জামিল আহমেদ, রামরুর নির্বাহী পরিচালক অধ্যাপক ড. তাসনিম সিদ্দিকী ও হেলভেটাস বাংলাদেশের প্রকল্প পরিচালক জনাব প্রেমাংশু শেখর সরকার।

ওভারসিজ এমপ্লয়মেন্ট প্ল্যাটফর্ম (OEP)-এর অংশ হিসেবে চালু হওয়া এই মডিউলের মাধ্যমে অভিবাসী কর্মী ও তাঁদের পরিবারের সদস্যরা অনলাইনে অভিযোগ দাখিল, প্রয়োজনীয় নথি আপলোড, অভিযোগের অগ্রগতি পর্যবেক্ষণ এবং বিভিন্ন ধাপের নোটিফিকেশন গ্রহণ করতে পারবেন। একই সঙ্গে বিএমইটি কর্মকর্তারা অভিযোগ গ্রহণ থেকে তদন্ত, মধ্যস্থতা, নিষ্পত্তি ও প্রতিবেদন প্রণয়নের সম্পূর্ণ কার্যক্রম ডিজিটালভাবে পরিচালনা করতে পারবেন।

দেশের সকল জেলা কর্মসংস্থান ও জনশক্তি অফিস (ডেমো) এবং বিএমইটি-এর কেন্দ্রীয় অভিযোগ ব্যবস্থাপনাকে একটি সমন্বিত ডিজিটাল কাঠামোর আওতায় এনে এই উদ্যোগ নিরাপদ, স্বচ্ছ ও জবাবদিহিমূলক অভিবাসন সেবা নিশ্চিত করার পথে একটি গুরুত্বপূর্ণ অগ্রগতি।
