planned to establish Community Clinic at the village level to extend Primary Health Care at the door step of the rural people all over Bangladesh. planned to establish 18000 Community Clinics. In this context 13500 community Clinics (1 Community Clinic for more or less 6000 rural population) to be constructed & Community Clinic unit to be established in 4500 existing health facilities at Upazila &
union level. 10723 Community Clinics were constructed during 1998-2001 of which 8000 started functioning but due to change of Govt. in 2001 Community Clinics were closed & remained as such till 2009. Due to long 8 years of non- functioning and remaining uncared 99 Community Clinics were demolished due to river erosion and some other reasons. Present Govt. has taken initiatives for Revitalization of Community Clinic as the top-most priority project in Health Sector. The Project is approved by ECNEC on 17.09.2009. Title of the project is “Revitalization of Community Health Care Initiatives in Bangladesh”, with an estimated cost of BDT 2677.48 crore (26774.8 million) of which 2177.48 crore (21774.8 million) is of GOB & 500.00 crore (5000.00 million) is PA. Implementation period of the project is from 1st July 2009 – 30th June 2014. Community Clinic is a tiny clinic at the grass root level including the remotest and hard to reach area. It is basically meant for health education (on health, nutrition & FP), health promotion and treatment of minor ailments, first aid, and identification of emergency & complicated cases to establish an effective referral linkage with the higher facilities i.e. UHFWC & UHC for better management. In the present context of Bangladesh Community clinic is the first level one stop service center for Primary Health Care with emphasis on Maternal & Neonatal Health. It is to be mentioned that normal delivery is being conducted in some community Clinics through SBA and CSBA (trained FWA/Female HA) particularly where DSF (Demand Side Financing) & MNH program is going on. Normal delivery is also being conducted in some areas where PLAN Bangladesh is working with RCHCIB. It needs to be mentioned that Community Clinic is a unique example of Public Private Partnership as all the community clinics are constructed on community donated land, construction done by the govt. medicine & all necessary logistics supplied by government, service providers are of Govt. but management by both Govt. & community. Each Community Clinic has one managing body titled Community Group (CG) who represents different groups of people of the catchments area of Community Clinic. Concerned Govt. staff provides technical & secretarial support to the CG for smooth functioning of Community Clinic.
